No. 209 be accepted? BACKGROUND /ANALYSIS: The City Council authorized construction of the Regent Street Paving No. 209 on September 6, 1988, by Ordinance No. 2507. A contract for construction was awarded to Lakeside Industries and the project was completed by the contractor and accepted by the City Council on December 5, 1989. All costs are known and a final assessment roll has been prepared along with a listing of expenses, justification for City contribution to areas determined to be of public benefit, and the final assessment roll (copies attached). RECOMMENDATION: It is the recommendation of the Public Works Department that the CIty Council accept the list of expenses and justification for City contribution and the final assessment roll be confirmed. Submitted by, Gary W. nworth , P.E. City Engineer Attachments bu Justification Regent Street Paving Local Improvement District No. 209 The City of Port Angeles has received benefit by the improvement of the Regent Street Paving by the L.I.D. method in the following manner: In an effort to reduce the project costs, the original design assumed that the existing in place sub base material could be used in lieu of importing new material during the roadbed construction for Regent Street. During the course of the construction, it was found that the existing sub base was inconsistent and unacceptable. The Public Works Department determined that construction of the roadway, as specified In the plan, would not meet the long term needs of either the residents or the City of Port Angeles. To correct the situation, this required removal of the unsuitable material and replacement with backfill to reestablish the roadway section in accordance with the Standard Specifica- tions. The City will benefit by reduced maintenance and equipment costs in roadway patching and elimination of hazards associated with numerous potholes on this section of roadway. While it is true that the residents of the area received a significant benefit, it should also be noted that the decision to over excavate and place additional ballast in the roadway was outside of the scope of the original plan. Besides reducing a maintenance cost on this section of roadway, maintenance costs to City vehicles, such as Solid Waste and /or City service vehicles, should be reduced (as well as private citizen's vehicles) because of the improved driving surface and absence of potholes. 1/9/90 c4 a 6 F 0 6 03 0 4 al CO ill 10 10 N N r— O 10 0 r r, rn r, co- 03 0 Ul a In CO 1 b 1/40 N ill 1- o vo o N- M CA- 0 al 0 O Ul Ol u ▪ 0 i0 CA ON rn un CA H 00 n CO 0 n 0 0 o 10 o H <n- Preliminary Engineering Construction Engineering 51,440.50 a0 4-4 b - H H + + + Cl 00000 i. City Engineer Attachments bu Justification Alder Street Paving Local Improvement District No. 210 The City of Port Angeles has received public benefit by the improvement of the Alder Street Paving by the L.I.D. method in the following manner: In an effort to reduce the project costs, the City of Port Angeles constructed the Alder Street L.I.D. in conjunction with two other L.I.D.'s. During the course of the construction, it was found that one of the L.I.D.'s (Regent Street) had some additional costs associated with bringing the roadway up to standards. Due to the increased costs to the Regent Street L.I.D., the City contributed the engineering costs to the Regent Street project. Since all of the L.I.D.'s were constructed as one project and in an effort to be fair and equitable, the Public Works Department recommends that the City contribute the engineer- ing costs to the Alder Street L.I.D. The City will benefit by reduced maintenance costs In roadway patching and equipment costs in roadway patching and elimination of hazards associated with numerous potholes on this section of roadway. While it is true that the residents of the area received a significant benefit, it should also be noted that the City will also receive a benefit.
