AN ORDINANCE of the City of Port Angeles
altering the rates for the sale of
electricity and establishing a separate
rate classification for nonprofit tax -
deductible organizations; amending Section 9
of Ordinance 2054, as most recently
amended by Section 2 of Ordinance 2608;
amending Section 3 of Ordinance 2608;
amending Sections 13.12.040 and
13.12.041 of the Port Angeles Municipal
Code; and adding a new Section 13.12.042
to the Port Angeles Municipal Code.
THE CITY COUNCIL OF THE CITY OF PORT ANGELES DOES
ORDAIN as follows:
Section 1. Section 9 of Ordinance 2054 as most
recently amended by Section 2 of Ordinance 2608, and Section
13.12.040 of the Port Angeles Municipal Code, are each amended
to read as follows:
13.12.040 Schedule GS -90 - General Service.
A. Applicability. This schedule applies to all -
residential accounts other than residential and nonprofit tax -
deductible in Chaptcr 13.12 of the tort Angcle3 Municipal Codc,
with a conncctcd load required transformer capacity below 100
KVA. Generally accepted utility standards provide that a 100 KVA
transformer may serve a maximum total connected load of 165 KVA.
B. Character of Service. Sixty cycle, alternating current
at such phase and voltage as the City may have available will be
furnished under this schedule, applied through a single meter and
one point of delivery.
C. Rate:

Section 2. Section 3 of Ordinance 2608, and Section
13.12.041 of the Port Angeles Municipal Code are each amended to
read as follows:
13.12.041 Schedule GD -90 - General Service Demand.
A. Applicability. This schedule applies to all csidcntial
accounts other than residential and nonprofit tax - deductible In
Chapter 13.12 of the tort Angcic3 Municipal Codc, with a
conncctcd load above required transformer capacity equal to or

greater than 100 KVA where the City owns the primary distribution
system. Generally accepted utility standards provide that a 100
KVA transformer may serve a maximum total connected load of 165
KVA.
B. Character of Service. Sixty cycle, alternating current at
such phase and voltage as the City may have available will be
furnished under this schedule, applied through a single meter and
one point of delivery.
C. Rate:
1. Basic Charge:
a. Single phase $10.00 per month
b. Three phase $25.00 per month
2. Monthly Energy charge:
$0.0230 per kWh
3. Billing Demand:
a. Billing demand for each month shall be the maximum
15- minute demand for the month after adjustment
for power factor.
b. Monthly Demand Charge: $3.77 per KW
4. Time -of -Day Demand Metering Option. At the option of
the customer, a time- of -dav demand meter is available. This
meter restricts the hours to which the billing demand is charged
to the hours of 7:00 AM to 10:00 PM, Monday through Saturday.
The customer is responsible for the cost differential between the
time -of -day demand meter and non - time - differentiated demand
meter. This cost differential will be assessed on the customer's
bill at the rate of $5.00 per month until the entire difference
is repaid to the City. City Light will install, own, and
maintain all metering devices. The rate per kW will remain the
same as in Section C.3.b above.
45. Primary Metering Adjustment. When electric current is
measured at primary voltage, meter readings shall be multiplied
by a factor of 0.985 before charges are computed to reflect
delivery to the customer at secondary voltage.
56. Power Factor Adjustments:
If the average power factor at which power is delivered
to the customer is less than 95% lagging, the billing demand may
be increased by one percent of each percent or major fraction
thereof that the average power factor is less than 95% lagging.
The average power factor will be determined by measurement of
kilowatt hours and reactive kilovolt- ampere hours during the
billing period using the following formula:
PF = kWh
J(kWh)2 + (kvarh)2
Where PF = Average power factor
Where kWh = Kilowatt hours
Where kvarh = Reactive kilovolt- ampere
hours

The metering reactive volt - ampere -hours shall be
ratcheted to prevent reverse rotation when the power factor of
the load is leading.
Section 3. A new Section is added to Chapter 13.12 of
the Port Angeles Municipal Code to read as follows:
Section 13.12.042 Schedule NP -90 - Nonprofit Tax -
Deductible.
A. Applicability. This schedule applies to all nonprofit tax -
deductible organizations.
B. Character of Service. Sixty cycle, alternating current at
such phase and voltage as the City may have available will be
furnished under this schedule, applied through a single meter and
one point of delivery.
C. Rate:
1. Basic Charge
a. Single phase $10.00 per month
b. Three phase $25.00 per month
2. Monthly Energy Charge: $0.0362 per kWh
Section 4 - Severability. If any Section, subsection,
paragraph, sentence, clause, or phrase of this Ordinance is
declared unconstitutional or invalid for any reason, such
decision shall not affect the validity of the remaining portions
of this Ordinance.
Section 5 - Effective Date. This Ordinance shall take
effect June 1, 1991.
PASSED by the City Council of the City of Port Angeles
at a regular meeting of said Council held on the 7th day of
May , 1991.
