HomeMy WebLinkAbout2646ORDINANCE NO. 2646 AN ORDINANCE of the City of Port Angeles altering the rates for the sale of electricity; amending Section 3 of Ordinance 2054 as most recently amended by Section 1 of Ordinance 2608; amending Section 9 of Ordinance 2054 as most recently amended by Section 1 of Ordinance 2637; amending Section 3 of Ordinance 2608 as most recently amended by Section 2 of Ordinance 2637; amending Section 3 of Ordinance 2637; amending Section 11 of Ordinance 2054 as most recently amended by Section 5 of Ordinance 2608; amending Section 2 of Ordinance 2173 as most recently amended by Section 6 of Ordinance 2608; amending Section 6 of Ordinance 2273 as most recently amended by Section 7 of Ordinance 2608; and amending Sections 13.12.030, 13.12.040, 13.12.041, 13.12.042, 13.12.060, 13.12.071, and 13.12.073 of the Port Angeles Municipal Code. THE CITY COUNCIL OF THE CITY OF PORT ANGELES DOES ORDAIN as follows: Section 1. Section 3 of Ordinance 2054 as most recently amended by Section 1 of Ordinance 2608, and Section 13.12.030 of the Port Angeles Municipal Code are each amended to read as follows: 13.12.030 Schedule R -981 - Residential Service. A. Applicability. This schedule applies throughout the City for domestic uses in single- family residences, individual apartments or farms. Separately metered services incidental to single- family residential and farm service may be served under this schedule. B. Character of Service. Sixty cycle, alternating current, 120/240 volts nominal, single phase service will be furnished under this schedule, supplied through a single meter and one point of delivery. C. Rate: 1. Basic Charge $6.008.50 per month 2. Energy Charge $0.03440.0346 per kWh Section 2. Section 9 of Ordinance 2054 as most recently amended by Section 1 of Ordinance 2637, and Section 13.12.040 of the Port Angeles Municipal Code, are each amended to read as follows: 13.12.040 Schedule GS -981 - General Service. A. Applicability. This schedule applies to all accounts other than residential and nonprofit tax - deductible with a required transformer capacity below 100 KVA. Generally accepted utility standards provide that a 100 KVA transformer may serve a -3-- maximum total connected load of 165 KVA. B. Character of Service. Sixty cycle, alternating current at such phase and voltage as the City may have available will be furnished under this schedule, applied through a single meter and one point of delivery. C. Rate: 1. Basic Charge a. Single phase $10.00 per month b. Three phase $25.00 per month 2. Monthly Energy charge: $0.03320.0346 per kWh Section 3. Section 3 of Ordinance 2068, as most recently amended by Section 2 of Ordinance 2637, and Section 13.12.041 of the Port Angeles Municipal Code are each amended to read as follows: 13.12.041 Schedule GD -981 - General Service Demand. A. Applicability. This schedule applies to all accounts other than residential and nonprofit tax - deductible with a required transformer capacity equal to or greater than 100 KVA where the City owns the primary distribution system. Generally accepted utility standards provide that a 100 KVA transformer may serve a maximum total connected load of 165 KVA. B. Character of Service. Sixty cycle, alternating current at such phase and voltage as the City may have available will be furnished under this schedule, applied through a single meter and one point of delivery. C. Rate: 1. Basic Charge: a. Single phase $10.0021.50 per month b. Three phase $25.0053.50 per month 2. Monthly Energy charge: $0.02300.0243 per kWh 3. Billing Demand: a. Billing demand for each month shall be the maximum 15- minute demand for the month after adjustment for power factor. b. Monthly Demand Charge:$3.772.49 per KW 4. Time -of -Day Demand Metering Option. At the option of the customer, a time -of -day demand meter is available. This meter restricts the hours to which the billing demand is charged to the hours of 7:00 AM to 10:00 PM, Monday through Saturday. The customer is responsible for the cost differential between the time -of -day demand meter and non - time - differentiated demand meter. This cost differential will be assessed on the customer's bill at the rate of $5.00 per month until the entire difference is repaid to the City. City Light will install, own, and maintain all metering devices. The rate per kW will remain the same as in Section C.3.b above. 5. Primary Metering Adjustment. When electric current is measured at primary voltage, meter readings shall be multiplied by a factor of 0.985 before charges are computed to reflect delivery to the customer at secondary voltage. 6. Power Factor Adjustments: If the average power factor at which power is delivered to the customer is less than 95% lagging, the billing demand may be increased by -2- one percent of each percent or major fraction thereof that the average power factor is less than 95% lagging. The average power factor will be determined by measurement of kilowatt hours and reactive kilovolt- ampere hours during the billing period using the following formula: PF = kWh V (kWh) 2 + (kvarh) 2 Where PF = Average power factor Where kWh = Kilowatt hours Where kvarh = Reactive kilovolt-aTeE hours The metering reactive volt- ampere -hours shall be ratcheted to prevent reverse rotation when the power factor of the load is leading. Section 4. Section 3 of Ordinance 2637 and Section 13.12.042 of the Port Angeles Municipal Code are each amended to read as follows: 13.12.042 Schedule NP -981 - Nonprofit Tax - Deductible. A. Applicability. This schedule applies to all nonprofit tax - deductible organizations. B. Character of Service. Sixty cycle, alternating current at such phase and voltage as the City may have available will be furnished under this schedule, applied through a single meter and one point of delivery. C. Rate: 1. Basic Charge a. Single phase $10.00 per month b. Three phase $25.00 2. Monthly Energy Charge: $0.03620.0373 per kWh Section 5. Section 11 of Ordinance 2054 as most recently amended by Section 5 of Ordinance 2608, and Section 13.12.060 of the Port Angeles Municipal Code are each amended to read as follows: 13.12.060 Schedule PS -981 - Primary Service. A. Applicability. This schedule applies to all accounts which own and operate a primary voltage distribution system with a connected load greater than 1,000 KVA. B. Character of Service. Service to be furnished under this schedule is unregulated three phase, sixty cycle, alternating current at primary voltage, 12.5 KV nominal. Service under this schedule shall be provided and measured at the point(s) of interconnection of the distribution facilities of the customer and the City. C. Rate. —: 1. Basic Charge $112116 per month 2. Billing demand for the month shall be the maximum one -hour demand for the month, after adjustment for power factor. -3- shall be $665. 3. Monthly Demand Charge: a. Heavy Load Period Demand Charges: The maximum one -hour demand occurring during the hours of 7:00 A.M. through 2:00 P.M., Monday through Saturday, after adjustment for power factor. All Months: $3.653.10 per KW of billing demand b. Intermediate Load Period Demand Charges: The maximum one -hour demand in excess of heavy load demand which occurs during the hours of 2:00 P.M. through 10:00 P.M., Monday through Saturday, after adjustment for power factor. The maximum amount of demand available at this rate shall be limited to 20% of the actual demand occurring in the heavy load period, or two thousand kilowatts, whichever is greater. All Months: $1.831.55 per KW of billing demand Demand greater than the above limits will be billed at the heavy load period rate. c. Light Load Period Demand Charges: The maximum one -hour demand occurring during the hours of 10:00 P.M. through 7:00 A.M. Monday through Saturday and all hours Sunday in excess of billing demand occurring during heavy or intermediate load hours after adjustment for power factor. All Honthc: $1.33 per kW of billing 'demand No Charge. 4. Monthly Energy Charge: a. September - March: $0.02020.0209 per kWh b. April - August: $0.01590.0165 per kWh 5. Metering Charge: Where more than one metering point is established at the request of, and benefit to, the customer, a metering charge of $150 per month shall apply, and billing demand shall be calculated by combining the demand readings coincidentally. 6. Power Factor Adjustments: If the average power factor at which power is delivered to the customer is less than 95% lagging, the billing demand may be increased by one percent of each percent or major fraction thereof that the average power factor is less than 95% lagging. The average power factor will be determined by measurement of kilowatt hours and reactive kilovolt - ampere hours during the billing period using the following formula: PF = kWh V (kWh) 2 + (kvarh)2 Where PF = Average power factor Where kWh = Kilowatt hours Where kvarh = Reactive kilovolt-ampere hours The metering reactive volt - ampere -hours shall be ratcheted to prevent reverse rotation when the power factor of the load is leading. Section 6. Section 2 of Ordinance 2173, as most recently amended by Section 6 of Ordinance 2608, and Section 13.12.071 of the Port Angeles Municipal Code are each amended to -4- read as follows: 13.12.071 Schedule IT -981 - Industrial Transmission. A. Applicability. This schedule applies to all accounts where power is taken at transmission voltage. B. Character of Service. Service to be furnished under this schedule is unregulated three phase sixty cycle, alternating current at transmission voltage, 69 KV nominal. Service under this schedule shall be provided and measured where the customer's facilities interconnect with the facilities of the City and the Bonneville Power Administration (BPA). C. Rate: 1. Basic Charge $2,3582,270 per month 2. Noncoincidental billing demand for the month shall be the maximum one -hour integrated demand (actual demand) during the hours of 7:00 A.M. through 10:00 P.M., Monday through Saturday, or 130 percent of maximum computed demand, whichever is less for the month, after adjustment for power factor. 3. Computed demand shall be the maximum computed load for the month. Computed load shall be calculated as follows: a. A ratio is developed for each hour and is equal to all remaining load divided by the maximum hourly demand for the month of all remaining load. All remaining load is defined as all City load less the customer's load. b. The customer's actual hourly load is then multiplied by the ratio calculated for that hour to obtain hourly computed load. c. The monthly maximum computed load shall be the largest computed load value during the hours of 7:00 A.M. through 10:00 P.M., Monday through Saturday within the month. 4. Incremental demand shall be the difference between the maximum noncoincidental billing demand and the maximum computed demand. 5. Monthly Demand Charge: a. Noncoincidental Billing Demand: All Months: $3.203.52 per kw of noncoin- cidental billing demand b. Credit to the Demand Charge: All Months: $1.601.76 per kw of incremental demand 6. Monthly Energy Charge: a. September - March: $0.01970.0201 per kWh b. April - August: $0.01550.0159 per kWh 7. Power Factor Adjustments: If the average power factor at which power is delivered to the customer is less than 90% lagging, the billing demand may be increased by one percent of each percent or major fraction thereof that the average power factor is less than 90% lagging. The average power factor will be determined by measurement of kilowatt hours and reactive kilovolt- ampere hours during the billing period using the following formula: PF = kWh V(kWh) 2 + (kvarh)2 Where PF = Average power factor Where kWh = Kilowatt hours Where kvarh = Reactive kilovolt-ampere hours -5- The metering reactive volt- ampere -hours shall be ratcheted to prevent reverse rotation when the power factor of the load is leading. Section 7. Section 6 of Ordinance 2273, as most recently amended by Section 7 of Ordinance 2608, and Section 13.12.073 of the Port Angeles Municipal Code are each amended to read as follows: 13.12.073 Schedule MW -9$1 - Municipal Water Pumping. A. Applicability. This schedule applies to municipal water pumping facilities where the connected load is greater than 500 KVA. B. Restrictions. Timers approved by the City Light Department shall be installed to prevent pumping during restricted hours as determined by the City Light Department. C. Character of Service. Service to be furnished under this schedule is three phase, sixty cycle, alternating current at available voltage. D. Rate: 1. Basic Charge: $156 per month 2. Billing demand for the month shall be the maximum 15- minute demand for the month, after adjustment for power factor. 3. Monthly Demand Charge: a. Demand occurring during the hours of 10:00 P.M. through 7:00 A.M., Monday through Saturday, and all hours Sunday, and other hours as approved by the City Light Department: No Charge, except when the power factor adjustment results in a billing demand greater than actual demand, the difference shall be charged at the demand rates applicable for all other hours. b. All other hours: All Months: $3.502.92 per kW of billing demand 4. Monthly Energy Charge: $0.0247 per kWh. a. September - March: $0.0245 per kWh b. April - August: $0.0210 per kWh 5. Power Factor Adjustments: If the average power factor at which power is delivered to the customer is less than 95% lagging, the billing demand may be increased by one percent of each percent or major fraction thereof that the average power factor is less than 95% lagging. If any provisions of this Ordinance, or its application to any person or circumstance is held invalid, the remainder of the Ordinance, or applicable provisions of the Ordinance to other persons or circumstances, is not affected. Section 9 - Effective Date. This Ordinance shall take effect October 1, 1991.
