HomeMy WebLinkAbout2771ORDINANCE NO. 2771 AN ORDINANCE of the City of Port Angeles, Washington, providing for revisions to shore- line permits and amending Ordinance 2033 as amended and Chapter 15.08 of the Port Angeles Municipal Code. THE CITY COUNCIL OF THE CITY OF PORT ANGELES DOES HEREBY ORDAIN as follows: Section 1. Section 3 of Ordinance 2033 and PAMC 15.08.030 are hereby amended to read as follows: 15.08.030 Washington Administrative Code - Shoreline Guidelines Adopted. The City adopts by reference the following sections or subsections of Chapter 173 -14 WAC: WAC 173 -14 -030 -050 - 060 - 062 - 064 - 070 -090 - 100 - 110 - 115 - 120 - 130 - 140 WAC 173 -14 -150 - 170 - 174 -180 -190 (Ord. 2033 §3, - Definitions. - Application of the permit system to substantial development undertaken prior to the act. - Time requirement of permit. - Applicability of permit system to federal agencies. - Revisions to permits. Notice required. Filing with department and attorney general. - Review criteria for substantial development permits. Application for substantial development, conditional use, or variance permit. - Letter of exemption. Permits for substantial development, conditional use, or variance. Department review of conditional use and variance permits. - Review criteria for conditional use permits. - Review criteria for variance permits. - Requests for review. Certification of requests for review. Regulatory orders by local government or the department. - Hearings on regulatory orders. 7- 17 -79.) Section 2. Section 3 of Ordinance 2033 as amended and PAMC 15.08.040 are hereby amended to read as follows: 15.08.040 Clallam County Master Program Adopted. Pursuant to WAC 173 -19 -130, the Clallam County Shoreline Master Program, approved August 5, 1976, as amended by Clallam County Resolution No. 157, October 21, 1976; Resolution No. 101, April 4, 1978; Resolution No. 336, December 4, 1978; and Resolution No. 215, October 16, 1979, has been adopted for the City and is ratified and readopted as the Shoreline Master Program for the City. (Ord. 2065 §1, 2- 16 -80; Ord. 2033 §3, 7- 17 -79.) All references in the Shoreline Master - 1 - Program to "Shoreline Administrator" or "County Official" shall mean the Planning Director for the City of Port Angeles or his /her designee. Section 3. Section 8 of Ordinance 2033 as amended and PAMC 15.08.080 are hereby amended to read as follows: 15.08.080 Staff Assistance. A. The Planning Department shall prepare an agenda of matters to be considered by the Committee. A copy of the agenda shall be mailed to persons who have expressed an interest in presenting their views on an application. The agenda shall state the time and place where the Committee will conduct its public meeting, and the notice to interested parties shall be sent not less than six days prior to the date of the public hearing. B. The Planning Department shall provide staff assistance, printing and publication expenditures, and any other assistance as may be hereafter designated by the Council to assist the Advisory Committee in carrying out its responsibilities. C. The Planning Department is authorized to respond to letters of exemption, in accordance with WAC 173 -14 -115, and other requests for information pertaining to the Shoreline Master Program. (Ord. 2134 §1, 4- 19 -81; Ord. 2033 §8, 7- 17 -79.) D. The Planning Department is authorized to revise permits, in accordance with WAC 173 -14 -064. Section 4. - Effective Date. This Ordinance shall take effect five days after the date of publication by summary. Ordinance No. 2768 This Ordinance of the City of Port Angeles sets forth minimum street standards for lots or parcels having no established City street access and amends Ordinance 2552 and Chapter 14.01 of the Port Angeles Municipal Code. Ordinance No. 2769 This Ordinance of the City of Port Angeles establishes a permitting process for use of City Hall Council Chambers and lobby area, establishes permitted activities, designates the Director of Parks and Recreation as the official to issue permits, and adds a Chapter to Title 12 of the Port Angeles Municipal Code. Ordinance No. 2770 This Ordinance of the City of Port Angeles amends the use regulations and permitting process for the use of the Vern Burton Memorial Community Center, amends Section 1 of Ordinance 2398 and Section 1 of Ordinance 2405, and Chapter 12.08 of the Port Angeles Municipal Code. Ordinance No. 2771 This Ordinance of the City of Port Angeles provides for revisions to shoreline permits and amends Ordinance 2033, as amended, and Chapter 15.08 of the Port Angeles Municipal Code. The full texts of the Ordinances are available at City Hall in the City Clerk's office or will be mailed upon request.
