AN ORDINANCE of the City of Port Angeles,
Washington, altering the rates for the sale of
electricity and amending Ordinances 2608 and
2646 and Chapter 13.12 of the Port Angeles
Municipal Code.
THE CITY COUNCIL OF THE CITY OF PORT ANGELES DOES ORDAIN as
follows:
Section 1. Section 1 of Ordinance 2646, and Section
13.12.030 of the Port Angeles Municipal Code are each amended to
read as follows:
13.12.030 Schedule R -913 - Residential Service.
A. Applicability. This schedule applies throughout the
City for domestic uses in single- family residences, individual
apartments or farms. Separately metered services incidental to
single- family residential and farm service may be served under this
schedule.
B. Character of Service. Sixty cycle, alternating
current, 120/240 volts nominal, single phase service will be
furnished under this schedule, supplied through a single meter and
one point of delivery.
C. Rate:
1. Basic Charge $8.5011.00 per month
2. Energy Charge $0.03460.0412 per Kwh
Section 2. Section 2 of Ordinance 2646, and Section
13.12.040 of the Port Angeles Municipal Code are each amended to
read as follows:
13.12.040 Schedule GS-93 - General Service.
A. Applicability. This schedule applies to all accounts
other than residential and i enp-re.fit tax deductible with a required
transformer capacity bcl-ew 10-9 KVA. Generally acccptcd utility
ctandardc provide that a 100 KVA transformer may serve a maximum
total conncctcd load of 165 KVA. not covered by other rate
schedules with the following types of service:
1. 120/208 or 120/240 volts, single or three phrase,
service panel of 400 amps or smaller.
2. 240/480 or 277/480 volts, three phrase, service panel
f 200 amps or smaller.
B. Character of Service. Sixty cycle, alternating
current at such phase and voltage as the City may have available
will be furnished under this schedule, applied through a single
meter and one point of delivery.
C. Rate:
1. Basic Charge:
a. Single phase $10.0013.00 per month
b. Three phase $25.0032.00 per month
2. Monthly Energy Charge: $0.03460.0423 per Kwh
Section 3. Section 3 of Ordinance 2646, and Section
13.12.041 of the Port Angeles Municipal Code are each amended to
read as follows:
13.12.041 Schedule GD-93 - General Service Demand.
A. Applicability. This schedule applies to all accounts

other than residential and nonprofit tax deductible with a required
transformer capacity equal to or greater than 100 KVA where the
City owns thc primary -distribution system. Generally accepted
utility standards provide that a 10$ KVA transformer may serve a
maximum total conncctcd load of 165 KVA. not covered by other rate
schedules with the following types of service:
1. 120/208 or 120/240 volts, single or three phase,
service panel larger than 400 amps.
2. 240/480 or 277/480 volts, three phase, service panel
larger than 200 amps.
B. Character of Service. Sixty cycle, alternating
current at such phase and voltage as the City may have available
will be furnished under this schedule, applied through a single
meter and one point of delivery.
C. Rate:
1. Basic Charge:
a. Single Phase $21.5028.00 per month
b. Three Phase $53.5069.00 per month
2. Monthly Energy Charge: $0.02430.0261 per Kwh
3. Billing Demand:
a. Billing demand for each month shall be the
maximum 15- minute demand for the month
after adjustment for power factor.
Monthly Demand Charge: $2.493.87 per Kwh
At the
option of the customer, a time of day demand
mctcr is available. This meter restricts thc
hours to which thc billing demand is charged to
thc hours of 7:00 AM to 10.00 PM, Monday through
Saturday. Thc customer is responsible for thc

mctcr and non time diffcrcntiatcd demand meter.
This costs differential will be assessed on the
customer's bill at thc rate of $5.00 per month
City. City Light will install, own, and
maintain l ctcring devices. Thc rate per Kw
will remain thc same as in Section C.3.b above.
-54. Primary Metering Adjustment. When electric
current is measured at primary voltage, meter
readings shall be multiplied by a factor of
0.985 before charges are computed to reflect
delivery to the customer at secondary voltage.
65. Power Factor Adjustments: If the average power
factor at which power is delivered to the
customer is less than 95% lagging, the billing
demand may be increased by one percent e€for
each percent or major fraction thereof that the
average power factor is less than 95% lagging.
The average power factor will be determined by
measurement of kilowatt hours and reactive
kilovolt - ampere hours during the billing period
using the following formula:

The metering reactive volt- ampere -hours shall be
ratcheted to prevent reverse rotation when the
power factor of the load is leading.
Section 4. Section 4 of Ordinance 2646 and Section
13.12.042 of the Port Angeles Municipal Code are each amended to
read as follows:
13.12.042 Schedule NP -943 - Nonprofit Tax - Deductible.
A. Applicability. This schedule applies to all nonprofit
tax - deductible organizations.
B. Character of Service. Sixty cycle, alternating
current at such phase and voltage as the City may have available
will be furnished under this schedule, applied through a single
meter and one point of delivery.
C. Rate.
1. Basic Charge
a. Single Phase $144413.00 per month
b. Three Phase $25.0032.00 per month
2. Monthly Energy Charge: $0.03730.0463 per Kwh
Section 5. Section 5 of Ordinance 2646 and Section
13.12.060 of the Port Angeles Municipal Code are each amended to
read as follows:
13.12.060 Schedule PS-93 - Primary Service.
A. Applicability. This schedule applies to all accounts
which own and operate a primary voltage distribution system with a
connected load greater than 1,000 KVA.
B. Character of Service. Service to be furnished under
this schedule is unregulated three phase, sixty cycle, alternating
current at primary voltage, 12.5 KV nominal. Service under this
schedule shall be provided and measured at the point(s) of
interconnection of the distribution facilities of the customer and
the City.
C. Rate:
1. Basic Charge: $36150.00 per month
2. Billing demand for the month shall be the maximum
one -hour demand for the month, after adjustment for power factor.
3. Monthly Demand Charge:
a. Heavy Load Period Demand Charges:
The maximum one -hour demand occurring during
the hours of 7:00 A.M. through 2:00 P.M., Monday through Saturday,
after adjustment for power factor.
All Months: $3.104.06 per KW of billing
demand
b. Intermediate Load Period Demand Charges:
The maximum one -hour demand in excess of heavy load demand
which occurs during the hours of 2:00 P.M. through 10:00 P.M.,
Monday through Saturday, after adjustment for power factor. The
maximum amount of demand available at this rate shall be limited to
20% of the actual demand occurring in the heavy load period, or two
thousand kilowatts, whichever is greater.
All Months: $1.552.03 per KW of billing
demand
Demand greater than the above limits will be billed at the
heavy load period rate.
c. Light Load Period Demand Charges:
The maximum one -hour demand occurring during the hours of
10:00 P.M. through 7:00 A.M. Monday through Saturday and all hours
Sunday that is in excess of billing demand occurring during heavy
load hours or intermediate load hours after adjustment for power
factor.

Section 6. Section 6 of Ordinance 2646 and Section
13.12.071 of the Port Angeles Municipal Code are each amended to
read as follows:
13.12.071 Schedule IT -93 - Industrial Transmission.
A. Applicability. This schedule applies to all accounts
where power is taken at transmission voltage.
B. Character of Service. Service to be furnished under
this schedule is unregulated three phase sixty cycle, alternating
current at transmission voltage, 69 KV nominal. Service under this
schedule shall be provided and measured where the customer's
facilities interconnect with the facilities of the City and the
Bonneville Power Administration (BPA).
C. Rate:
1. Basic Charge $2,2701,842 per month
2. Noncoincidcntal billing demand for thc month
during thc hours e-f 7.00 A.M. throes 10:00 P.M., Monday through
Saturday, or 130 percent of maximum computed demand, whichever is
less for thc month, a €ter adj+zstmcI -t for power factor.
Coincidental demand shall be the demand for each customer covered
under this rate schedule at the time of the City's system peak
during peak load hours defined by the Bonneville Power
Administration (BPA). BPA currently defines the peak load period
as 7:00 A.M. through 10:00 P.M., Monday through Saturday.
Coincidental demand will be adjusted for power factor less than
95%
3. Computed demand Shall bc thc maximum computed

equal to all remaining load divided by thc maximum hourly demand

lagging. The average power factor will be determined by
measurement of kilowatt hours and reactive kilovolt- ampere hours
during the billing period using the following formula:

Section 7. Section 8 of Ordinance 2608, and Section
13.12.072 of the Port Angeles Municipal Code are each amended to
read as follows:
13.12.072 Schedule L -983 - Lighting
A. Applicability. This schedule applies to all approved
unmetered yard and area lights.
B. Installation. Yard or area lights are available upon
request. Upon approval by the City Light Department, lights will
be installed and cncrgy furnished on private or public property
only on existing utility -owned poles for the use and convenience of
customers. A one -year contract for service will be required before
the light will be installed. Cost of additional poles and /or lino

Section 8. Section 7 of Ordinance 2646 and Section
13.12.073 of the Port Angeles Municipal Code are each amended to
read as follows:
13.12.073 Schedule MW -9]3 - Municipal Water Pumping.
A. Applicability. This schedule applies to municipal
water pumping facilities where the connected load is greater than
500 KVA.
B. Restrictions. Timers approved by the City Light
Department shall be installed to prevent pumping during restricted
hours as determined by the City Light Department.
C. Character of Service. Service to be furnished under
this schedule is three phase, sixty cycle, alternating current at
available voltage.
D. Rate:
1. Basic Charge: $156136.00 per month
2. Billing demand for the month shall be the maximum
15- minute demand for the month, after adjustment for power factor.
3. Monthly Demand Charge:
a. Demand occurring during the hours of 10:00
P.M. through 7:00 A.M., Monday through Saturday, and all hours
Sunday, and other hours as approved by the City Light Department:
No charge, except when the power factor
adjustment results in a billing demand greater than actual demand,
the difference shall be charged at the demand rates applicable for
all other hours.
b. All other hours:
All Months: $2.924.90 per Kw of

a. September - March: $0.02450.0299 per Kwh
b. April - August: $0.02100.0246 per Kwh

Section - Severability. If any provisions of this
Ordinance, or its application to any person or circumstance, is
held invalid, the remainder of the Ordinance, or applicable
provisions of the Ordinance to other persons or circumstances, is
not affected.
Section 10 - Effective Date. This Ordinance shall take
effect October 1, 1993.

a regular meeting of said Council held on the 17th day of August,

Ordinance No. 2775
This Ordinance of the City of Port Angeles rezones property located west of
Chase Street and east of Lincoln Street from ACD, Arterial Commercial District,
to RHD, Residential High Density. The property is legally described as: Lot "B"
of Short Plat No. SHP 89(01)01, Lots 1 - 6, Block 17, Thompson's and
Goodwin's Subdivision, and Lots 7 - 9, Block 18, Norman R. Smith's
Subdivision, TPA.

This Ordinance of the City of Port Angeles alters the rates for the sale of
electricity and amends Ordinances 2608 and 2646 and Chapter 13.12 of the Port
Angeles Municipal Code.
The full text of this Ordinance is available at City Hall in the City Clerk's office or will be
mailed upon request. Office hours are Monday through Friday from 8:00 a.m. to 5:00 p.m.
This Ordinance shall take effect five days after the date of publication of this summary.
