HomeMy WebLinkAbout2872ORDINANCE NO. 2872 AN ORDINANCE of the City of Port Angeles, Washington, revising rates for wastewater service and amending Chapter VI of Ordinance 2394, as amended, and Chapter 13.65 of the Port Angeles Municipal Code. THE CITY COUNCIL OF THE CITY OF PORT ANGELES DOES HEREBY ORDAIN as follows: Section 1. Chapter VI of Ordinance 2394, as most recently amended by Ordinance 2819, and Chapter 13.65 of the Port Angeles Municipal Code are hereby amended by amending PAMC 13.65.010, 13.65.020 and 13.65.030 to read as follows: 13.65.010 Single Residential Unit Monthly Rate. Each residential unit and each living unit connected with the City water system shall be charged a monthly customer charge during months in which water is consumed. The rate for customers whose monthly water consumption equals or exceeds 430 cubic feet shall be $4628.25 per month on bills beginning July 1, 1995, and $30.00 on bills beginning July 1, 1996. The rate for customers whose monthly water consumption falls below 430 cubic feet shall be $4425.25 per month on bills beginning July 1, 1995, and $27.00 on bills beginning July 1, 1996. 13.65.020 Commercial and Industrial Rate. Each commercial and industrial discharger connected with the City water system shall be charged monthly a customer charge of $5. 19-06.00 per month plus $1.401.72 per 100 cubic feet for the amount of metered water consumed by the user in the billing period on bills beginning July 1, 1995, and $7.00 per month plus $1.98 per 100 cubic feet for the amount of metered water consumed by the user in the billing period on bills beginning July 1, 1996. 13.65.030 Commercial and Industrial Equivalent Plumbing Fixture Rate. Commercial and industrial dischargers which have a lower water or wastewater discharge into the public sewers than is reflected by their water consumption may apply in writing to the Department of Public Works to have their sewer charges calculated at the rate of $1.602.00 times the total number of Equivalent Plumbing Fixtures on bills beginning July 1, 1995, and $2.30 on bills beginning July 1, 1996. The total number of Equivalent Plumbing Fixtures shall be calculated, based upon the following table, which is hereby adopted from the United States of America Standards Institute National Plumbing Code, USASI, A40.8 -1955: EQUIVALENT PLUMBING FIXTURE UNITS EQUIVALENT PLUMBING FIXTURE TYPE FIXTURE UNITS One bathroom group consisting of tank - operated water closet, lavatory, and bathtub or shower stall Bathtub (with or without overhead shower) Bidet Combination sink - and -tray Combination sink - and -tray with food - disposal unit Dental unit or cuspidor Dental lavatory Drinking fountain Dishwasher, domestic Floor drains Kitchen sink, domestic 6 2 3 3 4 1 1 2 1 2 EQUIVALENT PLUMBING FIXTURE TYPE FIXTURE UNITS Kitchen sink, domestic, with food waste grinder Lavatory Lavatory Lavatory, barber, beauty parlor Lavatory, surgeon's Laundry tray (1 or 2 compartments) Shower stall, domestic Showers (group) per head Sinks Surgeon's Flushing rim (with valve) Service (trap standard) Service (P trap) Pot, scullery, etc. Urinal, pedestal, syphon jet, blowout Urinal, wall lip Urinal stall, washout Urinal trough (each 2 -ft. section) Wash sink (circular or multiple) each set of faucets Water closet, tank - operated Water closet, valve- operated 3 1 2 2 2 2 2 3 3 8 3 2 4 8 4 4 2 2 4 8 In addition to the above units, the following fixture types shall be assigned equivalent plumbing fixture units as follows: FIXTURE TYPE EQUIVALENT PLUMBING FIXTURE UNITS 400 -lb. commercial washer 200 -lb. commercial washer 50 -lb. commercial washer 35 -lb. commercial washer 25 -lb. commercial washer 18 lbs and under commercial washer 89.6 44.8 11.2 7.8 5.6 4.0 Section 2 - Severability. If any provisions of this Ordinance, or its application to any person or circumstances, is held invalid, the remainder of the Ordinance, or application of the - 2 - provisions of the Ordinance to other persons or circumstances, is not affected. Section 3 - Effective Date. This Ordinance shall take effect five days after publication. Ordinance No. 2873 This Ordinance of the City of Port Angeles amends the Comprehensive Plan Land Use Map and Capital Facilities Element and amends Ordinance 2818.
