HomeMy WebLinkAbout3035ORDINANCE NO. 3035 AN ORDINANCE of the City of Port Angeles, Washington, increasing the system development charge for recovering capital costs of water and sewer facilities and amending Ordinance 2746 as amended and Chapter 13.69 of the Port Angeles Municipal Code. THE CITY COUNCIL OF THE CITY OF PORT ANGELES DOES HEREBY ORDAIN as follows: Section 1. Ordinance 2746 as amended and Chapter 13.69 of the Port Angeles Municipal Code are hereby amended by amending PAMC 13.69.030 and 13.69.040 to read as Follows: 13.69.030 Water System Development Charge. A. The City Council hereby finds and determines that the capital cost of the City's water system, including pumps, well, distribution and transmission lines, reservoirs, rights of ways and easements,. • has been borne Jy the City and its water system users. Pursuant to RCW 35.92.025, since -Ssuch water system will oe utilized by newly connecting properties, it is appropriate to establish a reasonable connection -zharge in order that such property owners bear their equitable share of and the capital cost of the system,: B. The City Council further determines that 111 :,:.:. $$$3001,025.00 per equivalent water meter represents a reasonable basis for a fair water system development charge that property owners newly connecting to the City's water system should bear as their equitable share 1 Df the capital cost of the system. C. In addition to other fees imposed by ordinance or pursuant to agreements, there is hereby imposed, upon the owners of property seeking to provide water service to their property by connecting to the City's water system, a water system development charge determined by multiplying the total number of equivalent water meter factors for the service(s) to be installed by $883.001,025.00 (Ord. 2888 §1, 9/29/95; Ord. 2746 §3, 2/12/93) 13.69.040 Sewer System Development Charge. A. The City Council hereby finds and determines that the capital cost of the City's sewer system, including the treatment plant, collection lines, pump stations, rights of ways and easements, as of Dcccmbcr 31, 1994, is $39,588,312. The capital cost of such systcm has been borne by the City and its sewer system users. Pursuant to RCW 35.92.025, since Ssuch sewer system will be utilized by newly connecting properties, it is appropriate to establish a reasonable connection charge in order that such property owners bear their equitable share of and the capital cost of the system.as B. The City Council further determines that $745.00 per equivalent water meter represents a reasonable basis for a fair sewer system development charge that property owners newly connecting to the City's sewer system should bear as their equitable share of the capital cost of the system. C. In addition to other fees imposed, by ordinance or pursuant to agreements, there is hereby imposed upon the owners of property seeking to provide sewer service to their property by connecting to the City's sewer system, a sewer system development charge determined by 2 multiplying the total number of equivalent water meter factors for the water service, which contributes to sewer system loadings, to be installed by $64206 $745.00. (Ord. 2888 §2, 9/29/95; Ord. 2746 §4, 2/12/93) Section 2 - Severability. If any provisions of this Ordinance, or its application to any person or circumstance, is held invalid, the remainder of the Ordinance, or application of the provisions of the Ordinance to other persons or circumstances, is not affected Section 3 - Effective Date. This Ordinance shall take effect five days after the date of publication. Ordinance No. 3030 This Ordinance of the City of Port Angeles revises rates for wastewater service by 8% beginning January 1, 2000; 7% beginning January 1, 2001; and 4.5% beginning January 1, 2002; and amends Chapter VI of Ordinance No. 2394, as amended, and Chapter 13.65 of the Port Angeles Municipal Code. Ordinance No. 3031 This Ordinance of the City of Port Angeles determines and fixes the amount to be raised by ad valorem taxes for the year, 2000, and directs the City Clerk to certify said amount to the Board of Clallam County Commissioners. Ordinance No. 3032 This Ordinance of the City of Port Angeles authorizes a $43,117 increase in the regular property tax levy for the fiscal year, 2000, which amount is 1.4 percent more than the property tax levied for collection in 1999. Ordinance No. 3033 This Ordinance of the City of Port Angeles adopts the second one - quarter of one percent excise tax on the sale of real estate as authorized by RCW 82.46.035 and amends Ordinance No. 2598 and Chapter 3.62 of the Port Angeles Municipal Code. Ordinance No. 3034 This Ordinance of the City of Port Angeles increases fees charges for services rendered by the Finance Department, Parks and Recreation Department, Planning Department, Fire Department, Public Works and Utilities Department, and Police Department, and amends Ordinances No. 2789 and No. 2932, as amended, and Chapter 3.70 of the Port Angeles Municipal Code. Ordinance No. 3035 This Ordinance of the City of Port Angeles increases the system development charge for recovering capital costs of water and sewer facilities. The water system development charge is established at $1,025.00 per equivalent water meter, and the sewer system development charge is established at $745.00 per equivalent water meter. This Ordinance amends Ordinance No. 2746, as amended, and Chapter 13.69 of the Port Angeles Municipal Code. Ordinance No. 3036 This Ordinance of the City of Port Angeles increases the monthly Medic I charge from $3 to $3.50 and amends Ordinance No. 2274, as amended, and Chapter 8.36 of the Port Angeles Municipal Code. Ordinance No. 3037 This Ordinance of the City of Port Angeles approves and confirms the final assessment roll for Utility Local Improvement District No. 215, which has been created and established for the purpose of financing sanitary sewer improvements within the Upper Golf Course Road area of the City, as described in Ordinance No. 2939, as amended, and levies and assesses the amount thereof against the lots, tracts, parcels of land and other property shown on said roll. Ordinance No. 3038 This Ordinance of the City of Port Angeles establishes the charges for connection to the Upper Golf Course Road sanitary sewer at $7,101.36 per connection and establishes Chapter 13.72 of the Port Angeles Municipal Code.
