HomeMy WebLinkAbout3191ORDINANCE NO. 3191 AN ORDINANCE of the City of Port Angeles, Washington, providing for the processing of septic waste from within Clallam County at the City's Sewage Treatment Plant and amending Ordinances 3146 and 2394, as amended, and Chapter 13.64 of the Port Angeles Municipal Code. THE CITY COUNCIL OF THE CITY OF PORT ANGELES DOES HEREBY RDAIN as follows: Section 1. Ordinances 3146 and 2394, as amended, and Chapter 13.64 of the Port geles Municipal Code are hereby amended by amending Chapter 13.64 PAMC to read as follows: Chapter 13.64 SEPTIC HAULER DISCHARGE ections: 13.64.010 13.64.020 13.64.030 13.64.040 13.64.050 13.64.060 Septic Tank Discharge Permit Required. No person engaged in the collection nd disposal of materials from cesspools, septic tanks, chemical toilets, portable toilets and privies, s a business or commercial enterprise, or any individual person, may discharge into the sanitary ewer system any of the materials so collected without having first obtained from the Director of ublic Works a Septic Tank Discharge Permit. Such permit shall be nontransferable 13.64.020 Discharge Only at Approved Points. Wastes discharged into the sanitary ewer system shall be discharged only at the City's Sewage Treatment Plant and in a clean, noffensive manner satisfactory to the Director of Public Works. Equipment and methods used by he permittee to discharge, if offensive, shall be grounds for refusal to grant such permit. - 1 - 13.64.030 Manifests Required. The discharger of such waste shall, as a condition of he Septic Tank Discharge Permit, maintain a manifest of each load discharged at the Sewage Treatment Plant. A copy of the manifest shall be given to the City at the time of discharge. The tanifest shall be on a form approved by the Director of Public Works and contain all information -equired by the Director, including the composition and volume of the discharge and the name and address of the septic tank owner or other discharger. 13.64.040 Sampling and Testing. The City will periodically sample and test the discharge. 13.64.050 Hours of Discharge. Discharge of waste permitted under this Chapter shall be made at the City's Sewage Treatment Plant during regularly scheduled workdays from 7:00 a.m. o 3:00 p.m. 13.64.060 Animal Fees Required. For purposes of determining the rate under PAMC 3.70.110.M.2, fresh waste is waste that has not begun to decompose or waste chemically treated to .educe BOD and suspended solid loading. Fresh waste shall have a BOD5 loading less than 400 mg/1 and a Suspended Solids loading less than 400 mg/1. All other waste shall be deemed septic discharge. Section 2 - Severabilitv. If any provision of this Ordinance, or its application to any person or circumstances, is held invalid, the remainder of the Ordinance, or application of the provisions of the Ordinance to other persons or circumstances, is not affected. - 2 - Section 3 - Effective Date This Ordinance shall take effect five days following the date f its publication by summary. Ordinance No. 3191 This Ordinance of the City of Port Angeles, Washington, provides for the processing of septic waste from within Clallam County at the City's Sewage Treatment Plant and amends Ordinances 3146 and 2394, as amended, and Chapter 13.64 of the Port Angeles Municipal Code.
