HomeMy WebLinkAboutMinutes 04/11/1994UTILITY ADVISORY COMMITTEE Port Angeles, Washington April 11, 1994 L Call to Order: Councilman Braun called the meeting to order at 4:33 p.m. Roll Call: Members Present: Gary Braun, Cathleen McKeown, Joe Michalczik, Bill Myers and Larry Schueler. Members Absent: None. Staff Present: C. Knutson, B. Titus, C. Hagar, and B. Jones. IlL Approval of Minutes: Bill Myers moved to approve the minutes of the March 14, 1994, meeting as written. Councilman Schueler seconded the motion, which carried unanimously. IV. Discussion Items: A. Solid Waste Collection Tax Exemption Councilman Braun reviewed the information provided by the City Attorney. Attorney Knutson informed the Committee that in November, 1993, Environmental Waste Systems filed a certificate of exemption with the City, as they are paying their collection tax directly to the State. Concern was expressed over Olympic Waste Disposal coming back to the City to demand a retroactive tax exernption. Attorney Knutson stated that, after a diligent search of records, it appears that Olympic Waste Disposal never filed a certification of exemption with the City. Even if they had, the payment of a double tax would mean that the rate payers were entitled to a refund, not the refuse collection company. The extra tax money collected over the last few years could well be used to help pay for the county's share of landfill closure costs. Councilman Schueler moved for recommendation to the City Council to adopt the ordinance providing for a deduction of the 4.6% solid waste collection tax from the landfill rate paid by connnerclal haulers that file a certificate of exemption under state law. Bill Myers seconded the motion. After brief discussion, a vote was taken on the motion which carried unanimously. -1- Utility Advisory Committee April 11, 1994 B. SolM Waste Open House Discussion Superintendent of Solid Waste Jones informed the Committee that in conjunction with the celebration of Earth Day and Clean Up Week, the Department of Public Works felt that holding an open house at the landfill would give the citizens a chance to see their tax dollars at work. The open house will be held either Friday, April 22, 1994, or Saturday, April 23, 1994. Advertisement of the event will be done on Channel 21 as well as in the Daily News. A van will be on hand to give tours to anyone who wishes to participate. It was the general consensus of the Committee that this was a good idea. A brief discussion followed. C. Copy of Revised Line Extension Policy City Light Director Titus informed the Committee that this was just to let them see, in writing, the changes they had agreed on to the Line Extension Policy at their last meeting. A limited discussion followed. D. Cop), of City Council Memo Concerning Capital Budgeting. Councilman Braun reviewed the information provided by the Light Department. This item was already passed by the Council and was for information only for the citizen members of the UAC. V. Late Items: VI. None. Next Meeting: The next meeting of the Utility Advisory Committee will be held on Monday, May 9, 1994, at 4:30 p.m. VII.
