HomeMy WebLinkAboutMinutes 06/20/1994UTILITY ADVISORY COMMITTEE Port Angeles, Washington June 20, 1994 L Call to Order: Councilman Braun called the meeting to order at 4:34 p.m. Roll Call: Members Present: Members Absent: Gary Braun, Cathleen McKeown, Joe Michalczik and Bill Myers. Larry Schueler. Staff Present: J. Pomeranz, C. Knutson, J. Pittis, B. Titus, C. Hagar, and B. Jones. IlL Discussion Items: A. Discussion of Curbside Recycling Contract Public Works Director Pittis reviewed the information provided, which contained the current level of service and the current proposal from Environmental Waste Systems, Inc. for a contract extension. The EWS proposal is for a $1.25 per customer monthly rate increase with graduated increases up to a $2.00 per customer monthly rate by the third year. A discussion followed regarding commercial cardboard collection and curbside recycling and how these costs are allocated. Solid Waste Superintendent Jones explained that the cost of the contract is charged to landfill disposal, and landfill disposal costs are allocated to every customer in the County. It was noted that the yard debris program, at $2.00 per month per household, was an expensive and underutilized option. City Manager Pomeranz suggested that it might be possible for the City to do its own yard debris program rather than paying EWS for this service, or to reduce the number of times per month yard debris was picked up. Bill Myers pointed out that yard debris pick up is not even needed from October to March. Discussion followed regarding which services to bid and Which to eliminate. Director Pittis stated that the elimination of curbside recycling service and switch to the drop box system could be accomplished, the EWS landfill employee could be eliminated, and the yard debris program could be changed by either decreasing the number of pick ups or having the City perform this service. Superintendent Jones informed the Committee that the City of Sequim is involved with the recycling program as well, so drop boxes could be located in Sequim as well as Port Angeles. -1- Utility Advisory Committee June 20, 1994 Bill Myers suggested that eliminating the yard debris program should reduce utility bills by $2.00 per month. As this is the amount of the increase EWS is requesting, it would keep the rate the same. Discussion followed. Staff indicated that it would continue negotiations with EWS, prepare for the bid process, survey the citizens to see what level of service they want, and explore which levels of service are necessary and which can be eliminated. Staff also indicated that it would attempt to negotiate a short term contract extension with EWS for a $1.00 per month increase but that EWS may insist on its proposed $l.25 per month increase. Joe Michalczik moved to recommend to the Council that staff continue negotiations with EWS for a contract extension of up to 120 days from the date of contract expiration with an increase of no more than $1.25 per household per month. Bill Myers seconded the motion, which carried unanimously. IV. Late Items:. None. V.
