HomeMy WebLinkAboutMinutes 08/12/1988August !2, !988 SUMMARY OF UTILITY ADVISORY COMMITTEE MEETING - AUGUST 11, 1988 Meeting held in Council Caucus room at 4:30 PM. All members present except 3im Hallett. Staff present: Dave Flodstrom, Craig Knutson, Steve Hursh, Sheila Hardy, Richard French, and Gary Leaf. Issues: 1. Selection of Consultant for PCB Cleanup: Consensus to continue to negotiate with Kennedy-3enks. Feeling that the price, although it seems high, is acceptable if we can get them to increase their liability. If liability issues cannot be resolved to the satisfaction of City Attorney and Light Dept. we will begin negotiating with the second choice firm, Brown and Caldwell. City Attorney felt that we can go back to the original consultant if the second also Droves too expensive. The consensus was to drop NTI involvement in the first phase and do the surveying in house. Anticipate taking the consultant agreement to Council on September 6. 2. Pole Rental Fees for Telecable: PA Telecable has been purctlased by Northland Communications Inc. Pole rental agreement should go to Council September 6 or at the latest September 20 in order to be in place prior to completion of the sale on October Three methodologies for calculating pole rental fees were discussed. Consensus was to use a formula based on that of the FCC but with a 14% use ratio. This is based on an assumption of 14 useable feet per pole and telecable using 2/14 of that or about !4% which comes out to a $6.60 per pole annual rental fee. The committee favored negotiating a 3 to 5 year rental agreement. 3. Consultant for Monitoring Telecable Franchise: Committee recommeuded hiring 38 Cable Communications Consultants after obtaining more information to determine appropriate fee.
