Call to Order:
Councilman Braun called the meeting to order at 4:30 p.m.
Roll Call:
Members Present: Gary Braun, Cathleen McKeown, Joe Michalczik, and Larry Schueler

III.
Approval of Minutes:
Councilmember McKeown moved to approve the minutes of the regular meeting of
September 12, 1994, as written. Joe Michalczik seconded the motion, which carried
unanimously.
IV. Discussion Items:
A. Brush and Debris at Landfill
Public Works Director Pittis stated that the landfill is already beginning to feel the effects of the
potential burn ban with increased amounts of yard debris. Solid Waste Superintendent Jones
explained that since discussion began regarding the burn ban, a contractor who was clearing
approximately seven acres of land has brought about 30 tons of material a day for the past two
weeks. If this type of usage should continue, the City would have to grind debris eight to ten
times a year, rather than two or three times per year. This would greatly increase the grinding
fees the City pays, which run between $30,000 and $40,000 per year.
Superintendent Jones did not feel that the intent of accepting free yard debris at the landfill was
ever to allow land clearing debris, but rather for residential yard waste, regardless of where
residents reside in the County. Superintendent Jones has discussed this problem with Fire
Marshall Becker and Bill Hermann, the grinding contractor.
Discussion followed on what would constitute a residential versus a commercial load and possible
charges for accepting and/or grinding the material. Superintendent Jones informed the
Committee that if a developer did his own stump and brush grinding, the chips would be

accepted at the landfill free of charge.
It was the general consensus of the Committee that the landfill should be operated at the
minimum cost, and therefore, the City should not be subsidizing the chipping costs of land
developers.
After further discussion, Councilmember McKeown moved to direct staff to establish rates
as the conclusion of research performed and to prepare a draft ordinance to be presented
at the next UAC meeting. Joe Michalczik Seconded the motion. After limited discussion, a
vote was taken on the motion, which carried unanimously.
B. PUD Water Contract - Verbal
This item was removed from the agenda, as Public Works Director Pittis is still awaiting
information requested from the PUD.
C. Answers to Lien Rights Questions from Meeting of 9/12/94 (Information Only)
Customer Service Manager Kenyon distributed a Cost of Service for the Property Owner
Notification Program software. The cost of the software is $1,700.00, and this cost is
guaranteed by SFG for the next 30 days. If 20 property owners sign up for the service, the City
will have to charge approximately $69.00 per year, plus utility tax if applicable. The yearly fee
would cover all the tenants of each landlord.
A discussion followed. It was suggested that landlords be charged by the tenant, however, this
would greatly increase the cost of using the system. It was then suggested that the cost be tiered,
however, this also would not be cost effective due to staff time needed to man the system.
After further discussion, Councilmember McKeown moved to direct staff to contact the
Association of Washington Cities for information as to whether there is proposed legislation
regarding lien rights and to survey landlords to find out how many would be interested in
this program; if there is enough landlord support, staff is directed to prepare the necessary
documents for the City Council to authorize the purchase of the software in an amount not
to exceed $1,700.00. Councilman Schueler seconded the motion, which carried
unanimously.
D. BPA Power Sales Contract Renegotiation (Information Only)
Power Analyst leaf of the Light Department stated that mnegotiations of the City's power sales
contracts with the BPA have been in progress since the first part of September. Mr. Leaf then
reviewed the issues as listed in the issue paper contained in the packet.
This was an information only item and no action was taken.
