Minutes of the special meeting of the Port Angeles Planning Co~~ission
January 8th, 1957.

Members present were Reiners, McGee, Gort, Hankins, Driscoll and Strange.
Also present was City Engineer Ahlvers.
This special meeting had been called to consider a zoning variance request
by the St. Mathews Lutheran Church on Lots 1-2-3 of Block 386 townsite of
Port Angeles which is located at 13th and Lincoln Streets and due to the .
number of people wishing to attend the meeting, the meeting was adjourned
to the City Council Chambers. The application for the variance was supported
by a report by the Reverend R. A. Wegener who explained to the Commission
the difficulty they are having in trying to incorporate the present 6hurch
building into new construction thereby causing them to locate the new
structure within five feet of the property line of 13th Street. 'Their
request being ~or a variance from the usual twenty-five foot hold back as
required by the zoning ordinance in first class residential areas.
several of those present who live in the immediate area of the proposed
Church project, spoke at length giving their views on the matter. Object-
ions were reaised to the proposed parking area and its effett on the
property value in the immediate vicinity. This, however, was not a matter
that was under consideration by the Planning Commission as our main concern
has to do solely with the location of the building on the property.
After a lengthy discussion by allthose present wishing to speak on the
matter, it was finally decided to postpone action for one week and in the
meantime afford an opportunity for the Church group to further explain their
plans to the interested people in that vicinity and it was further decided
that the archetect should be contacted in order that he may give his views
~ to the Planning Commission on the necessity of the location as proposed.
The application of Arnold Harma, 1227 East 3rd Street, for permission to
build a carport within one foot of the property line was discussed. The
Planning Commission determined that the request would have the general
appearance of an addition to the present home thereby violating the zoning
ordinance and it was unanimously decided by those present that we recommend
to the City Council that the application be denied.
The drainage problem of the Lincoln Heights area then came up for general
discussion and it was determined thst the data required to make an
intelligent layout of the future requirements of that area was of such
magnitude that it would be impossible for the City Engineers office to obtain
the necessary information by the usual routine of that office. It is
therefor the unanimous opinion of the Planning Commission that the City
Council should take steps to avail themselves of the opportunity to obtain
funds from the governmental agency that will make a loan covering such
matters. The loan being without interest and subject to repayment when a
local improvement distruct is established. The cost then being charged to
the local district, and, inasmuch as this proeedure is no more costly in
the long run to any given area, the Planning Commission deem it advisable
that the City proceed along those lines.
No further business appearing, meeting adjourned at 9:30 P.M.
