I CALL TO ORDER PLANNING COMMISSION Port Angeles, washington January 8, 1986 Chairman Glass called the meeting to order at 7:05 P.M. II ROLL CALL Members Present: Members Absent: Staff Present: III MINUTES Mr. Hulett moved 1985, meeting as which passed 3 - . IV PUBLIC HEARINGS Lorraine Ross, Jerry Glass, Jim Hulett, David Burns. Ted Puckett, Gary Cissel, Donna Davison. Paul D. Carr, Dan VanHemert, Jeff Abram. to approve the minutes of the December 11, corrected. Ms. Ross seconded the motion, 0, with Mr. Burns abstaining. CONDITIONAL USE HEARING - McMICKEN. Request for a Conditional Use Permit for an electronics repair sales and service business as a Home Occupation in the RS-7, Single-Family Residential, District. Location: 817 East Sixth Street. Mr. VanHemert reviewed the hearing notice actions. Chairman Glass opened the public hearing. Mrs. Nelson asked if UPS would deliver curb-side or in the alley; if parking would be permitted curb-side; and if electronic equipment would be installed in cars on the site. Mr. McMicken presented a letter to the Chairman and left the hearing room. Chairman Glass read the letter into the record. After some discussion, Chairman Glass closed the public hearing. Ms. Ross moved to continue the hearing to February 12, 1986. Mr. Hulett seconded the motion, which passed 3 - 0, with one abstention. . '- The Commission directed the staff to obtain further written clarification of Mr. McMicken' s intention regarding his application. . . , PLANNING COMMISSION January 8, 1986 Page 2 CONDITIONAL USE HEARING - Stossel. Request for a beauty shop as a Home Occupation in the RS-7, Single- Family Residential, District. Location: 1216 South "A" Street. Because the applicant was not present, Ms. Ross moved to continue the hearing to the February 12, 1986, meeting. Mr. Burns seconded the motion which passed unanimously. CONDITIONAL USE HEARING - PAVLAK. Request for an extension of a Conditional Use Permit allowing a beauty shop as a Home Occupation in the RS-7, Single-Family Residential, District. Location: 1825 West Tenth Street. Mr. VanHemert reviewed the Department Report. Glass opened the public hearing. Chairman Jackie Pavlak, l825 West Tenth Street, stated that there had been no changes in the Home Occupation. Chairman Glass closed the public hearing. Mr. Hulett moved to recommend a two-year extension of the Conditional Use Permit. Mr. Burns seconded the motion, which passed unanimously. CONDITIONAL USE HEARING Conditional Use Permit to Occupation in the RS-7, District. Location: 736 - DAVIS. Request for a allow a beauty shop as a Home Single~Family Residential, East Caroline. Mr. VanHemert reviewed the Department Report. Chairman Glass opened the 'public hearing. Charlene Davis, 2800 Bluff Drive, explained that the pro- posed beauty shop would be in the daylight basement. A recreation room and wet bar will also be constructed in the basement. Mrs. Davis agreed to provide the off-street parking as recommended. Ms. Davis stated that she and her husband will buy the house when it is completed. Chairman Glass closed the public hearing. The Planning Commission and Staff discussed whether five off-street parking spaces are feasible on the lot. After discussion Ms. Ross moved to continue the hearing to the February 12, 1986, meeting, to obtain additional informa- tion. The motion was seconded Mr. Hulett and carried unanimously. .. Request for a Conditional Use Permit to allow a beauty shop as a Home Occupation in the RS-7, Single-Family Residential, District. Location: 1119 East Seventh Street. Mr. Carr reviewed the Department Report. Chairman Glass opened the public hearing. Sally Hedwall, 1119 East Seventh Street, stated that she has one vehicle. Chairman Glass closed the public hearing. Mr. Hulett recommended approval of the Conditional Use Permit, subject to the following conditions: 1. One 2AIOBC dry fire extinguisher be installed. 2. Hours of operation be from 9 AM to 5 PM. 3. Only one customer at a time be allowed on the premises. 4. The applicant shall be the only operator on the premises. . 5. That two graveled customer parking spaces be installed on the east side of the driveway. citing the following findings: A. The proposed Home Occupation for a beauty shop does not involve equipment or processes which introduce noise, smoke, dust, fumes, vibrations, odors and other hazards in excess of those normally found in residential areas. B. Provided the attached conditions are enforced, the Home Occupation will not significantly increase local vehicular or pedestrian traffic. C. With the limitation of one customer per time and the provision of off-street parking, the proposed Home Occupation should not be injurious or detrimental to the adjoining or abutting properties. D. The proposed beauty shop should not endanger the public health, morals, safety and welfare of the community. Mr. Burns seconded the motion which passed unanimously. . . . . PLANNING COMMISSION January 8, 1986 Page 4 PARKING VARIANCE REQUEST - PACIFIC OFFICE EQUIPMENT. Request for reduction of the required 26 off-street parking spaces to 20 for the retail use involved in the sales of office equipment. Location: 402 East Eighth Street. Mr. VanHemert reviewed the Department Report. Glass opened the public hearing. Chairman Tony Breen, 907 East Eighth Street, was present to answer questions. Chairman Glass closed the public hearing. Mr. Hulett asked whether eliminating spaces 21 and 22 would preclude loading and unloading at the warehouse. Mr. Carr responded that the loading zone could remain but the drive- way should not be blocked by permanent parking spaces. Ms. Ross moved to recommend granting the variance from 26 to 20 off-street parking spaces with the following conditions: 1. That spaces 21 and 22 be eliminated. 2. That the residual areas at the Eight Street and alley entrances to the proposed parking lots be landscaped with plants and vegetation having a mature height of no greater than 30 inches. She cited the following findings of fact: A. The use generates less demand for off-street parking than other retail/commercial uses. B. The variance does not constitute a significant decrease in the required number of off-street parking spaces. Mr. Hulett seconded the motion which passed unanimously. PARKING VARIANCE REQUEST - PEISLEY/BROOKRIDGE. Request for a reduction of the required maximum 184 off-street parking spaces to 60, in association with the construction of a 92-unit elderly housing development, located in the RMF, Residential Multi-Family, District. Location: East of Plaza Shopping Center and south of SR 101 East. Mr. VanHemert reviewed the Department Report. Glass opened the public hearing. Chairman Neal Peisley, 2039 West Sixth Street, stated the proposed development is to be occupied 100% by retired senior citizens. The apartments will be approximately 500 square feet or less with one bedroom. In response to a question . . . PLANNING COMMISSION January 8, 1986 Page 5 from Mr. Burns, Mr. Peisley noted that a central cafeteria will be provided, in addition to individual kitchenettes in the uni ts , and there will be one manager I s uni t in the building. Chairman Glass closed the public hearing. Ms. Ross recommended that the Parking Variance from 184 to 60 off-street parking spaces be granted, with the following conditions: 1. That the apartment structure be used for elderly residents only. 2. That a back-up off-street parking plan showing 92 off- street parking spaces, or at a ratio of one space per unit, be filed with the Planning Department. 3. A change of use to other than exclusively elderly residential shall comply with the parking requirement~ for the new use in effect at the time of the change. citing the following findings: A. Elderly households generate less demand for off-street parking than conventional families. B. The additional off-street parking spaces are unneeded and would reduce the available space for landscaping and amenities on the site. C. Meals will be served on premises, which will further reduce off-street parking demand. Mr. Hulett seconded the motion, which passed unanimously. V COMMUNICATIONS FROM THE PUBLIC None. VI STAFF REPORTS Mr. Carr reviewed upcoming projects for the next long-range meeting. VII REPORTS OF COMMISSIONERS Ms. Ross asked about the Sunset Wire Rope petition. Mr. Carr explained that the Council set a new hearing because the applicant requested the additional right-af-way. . . . PLANNING COMMISSION January 8, 1986 Page 6 She also asked if staff could grant routine extensions under certain circumstances. Following a brief discussion, the staff was requested to investigate possible approaches. Mr. Hulett suggested Commission members reconsider the policy of attending Council meetings. The members present felt that attendance may not be necessary, but decided to discuss it further when everyone was present. Following further discussion, the Commission directed the staff to provide them with copies of the Commission minutes prior to the Council meeting. This would reduce the likelihood of errors and omissions occurring. Chairman Glass: Nothing. Mr. Burns suggested that criteria be developed for off-street parking variances.
