II ROLL CALL Members Present: Ted Puckett, Todd Holm, Jerry Cornell, Brad Banner. Members Absent: Lorraine ROSS, Richard Anderson, James Hulett. Staff Present: Paul D. Carr, Dan VanHemert. III APPROVAL OF MINUTES . Mr. Holm moved the minutes of January 11, 1984, be approved as submitted. Mr. Banner seconded the motion which passed 3 - 0, with Mr. Puckett abstaining. IV COMMUNICATIONS FROM THE PUBLIC None. V PUBLIC HEARINGS Zoning Code Amendment, "AC" Zone. Those districts designated CAD and CAD-R on the Official zoning Map. Mr. Carr noted that the hearing notice had been published and has been posted in the usual locations plus in approximately ten locations in the alley between Front and Georgiana and approximately ten locations in the the alley between First and Second. Mr. Carr then reviewed the Council's concerns regarding screening, noise and alley access. Mr. VanHemert discussed a proposed change in the screening requirement. vice Chairman Cornell opened the public hearing. There being no public present, Chairman Cornell closed the public hearing. . Following a lengthy discussion, Mr. Holm moved to recom- mend that drive-in restaurants, restaurants with cocktail lounges and taverns, all of which provide direct customer . . . PLANNING COMMISSION January 25, 1984 Page 2 access to an alley that abuts residentially zoned prop- erty shall be conditional uses, requiring a Conditional Use Permit. Mr. Puckett seconded the motion, which passed unanimously. Mr. Holm then moved to recommend adoption of the new visual screening section (Section 17.26.230(C)). Mr. Banner seconded the motion, which passed unanimously. VI STAFF REPORTS Mr. Carr introduced some proposed changes in the Central Commercial Zoning District. Following a discussion, the Commission decided to incorporate the solar access and pedestrian view maximum height setbacks into the proposed District. The Commission also decided to continue investigation of alternatives for the maximum height requirements north of Railroad Avenue. Mr. VanHemert reviewed the proposed General Commercial and Neighborhood Commercial Zoning Districts. Following a brief discussion, the Commission suggested investigat- ing the need for Neighborhood Commercial and the appro- priate scale for a community such as Port Angeles. The Commission set a special meeting for February 15, 1984, to discuss mobile homes. VII REPORTS OF COMMISSIONERS None. VIII ADJOURNMENT The meeting adjourned at 9:01 P.M.
