II ROLL CALL' Members Present: Patrick Downie, Charles Whidden, Colin Bennett, David Brewer, Richard Anderson Members Absent: Milton E. Ranta - one position vacant Staff Present: Paul D. Carr, Louise Frost III APPROVAL OF MINUTES Mr. Anderson moved to approve the January 14th minutes as submitted. Mr. Bennett seconded the motion, which passed unanimously. . IV PLANNING STUDIES Short Plat Ordinance Review. Mr. Carr began the discussion of the Short Plat Ordinance with a brief review of the relationship of subdividing to community development, the Comprehensive Plan and State law. He then reviewed the memorandum dealing with a summary of short plat ordinances from ten other cities; and asked for comments about the field trip. During the course of the discussion, Mr. Torres spoke at length on a number of issues, including the level of improve- ments required, and procedures on short plats. He felt that improvements should only be provided to the level of the existing improvement in the immediate area. He also read from a proposed short plat ordinance prepared by Clark & Associates. His document proposed a formal preliminary short plat procedure. Just prior to leaving the meeting, Mr. Torres provided the Commission with copies of the docu- ment his firm had prepared. . At the conclusion of the discussion, the Planning Commis- sion summarized their conclusions and areas for further study: Consider a separate ordinance covering short plats, . . . Planning Commission January 28, 1981 Page 2 containing clear-cut design standards, provisions and procedures for preliminary review, improvement standards; and to examine the feasibility of assessing a per-lot fee for future improvements. Ms. Kunce then raised a number of issues concerning her short plat, which the Commission discussed, and requested Staff to resolve her concerns promptly. V COMMUNICATIONS FROM THE PUBLIC None VI STAFF REPORTS Mr. Carr suggested that the Commission reserve 15 minutes at each future long-range meeting for open discussion on any area of concern. Mr. Carr read the note from Mr. Ranta, who will return to the Commission in February. VII REPORTS OF COMMISSIONERS Mr. Downie: Asked why the Clallam County Hostelries matter had been tabled by the Council; and Mr. Carr explained that the Council had not received the information in time to review it before the meeting. Mr. Whidden: Asked the status of the Sign Ordinance. Mr. Carr replied that the Downtown Group has not completed its evaluation. Mr. Whidden then asked about Albertson's landscaping; and Mr. Carr illustrated what was proposed. Mr. Bennett: Asked why the Terrill parking variance had been continued at the Council. Mr. Carr replied that Ms. Terrill requested additional time to prepare for the Council. Mr. Brewer: Suggested a joint meeting with the Council more than once in two years - maybe twice a year.
