II ROLL CALL Members Present: Jean Thompson, Richard Wight, Colin Bennett, Richard Anderson, Patrick Downie, David Brewer, Milton Ranta Members Absent: None. Staff Present: Paul D. Carr, Dan VanHemert, Louise Frost, Gary Braun, Andy Rose APPROVAL OF MINUTES Mr. Brewer moved to approve the January 27th minutes as presented. Mrs. Thompson seconded this motion, which passed 6 - 0, with Mr. Ranta abstaining. IV HEARINGS PLANNED RESIDENTIAL DEVELOPMENT HEARING - KEY. Re- quest to consider a proposed Planned Residential Development on approximately 25 acres. Location: South of Campbell Avenue; east of Mount Angeles Road; bordering White Creek on the east. (Continued from January 13, 1982.) Mr. VanHemert reviewed the materials submitted to the Com- mission: and suggested that this matter be continued until the March 10th meeting to allow Staff to review the environ- mental record on the original annexation and questions raised last month. Mr. Downie moved to continue this matter until March 10th to allow Staff to review the environmental record. Mr. Brewer seconded this motion. On call for the question, the motion passed 6 - 0, with Mr. Wight abstaining. . . . Planning Commission February 10, 1982 Page 2 REZONE REQUEST - HOPPER. Request to rezone 19.43 acres from RS-9 (Single-Family Residential) to RMF (Residential Multi-Family). Location: An L-shaped parcel with the northerly portion between l4th and 16th Streets, approximately 820 feet west of "N" Street and immediately east of Kedter Woods; and the southerly portion between 16th and 18th Streets, approximately 535 feet east of "0" Street and ap- proximately 208 feet west of "N" Street. (Continued from January 13, 1982.) Mr. Carr suggested this item be tabled, as contract rezones are still being discussed by the City. Mr. Brewer moved to continue this hearing until March 10th. Mr. Ranta seconded the motion, which passed unanimously. PLANNED RESIDENTIAL DEVELOPMENT HEARING - HOPPER. Request to consider a proposed Planned Residential Development on approximately 4.84 acres. Location: Between 14th and 16th Streets, approximately 820 feet west of "N" Street and immediately east of Kedter Woods. (Continued from .January 13, 1982.) Chairman Anderson opened the public hearing. Louie Torres said he believes a PRD is an appropriate use, and the particular proposal meets the intent of the PRD Ordinance. He then exhibited several slides. John Jones, Transamerica Title, explained that single- family home values do not decrease when condominiums are located adjacent to them, according to inqui:.ries_he roael.e. Mr.~ennett a~keaif the increases were in line with what might be expected in residential developments not adjacent to condominiums. Mr. Jones replied that his survey did not examine that issue. Mr. Torres distributed and read some of the valuation data. Mr. Torres stated that condominiums are an efficient use of land, conserving of resources and energy, and less costly. This type of development provides a greater tax benefit to the City. Mr. Torres briefly discussed .perpetual mainten- ance of the PRD, exhibited the model, and reviewed the build- ing locations. Jack Olson, Clark & Associates, reviewed the utility re- quirements of the Subdivision Regulations and explained how the applicant intended to comply. Gloria Tweeter read a letter from her husband and distributed several photos. Planning Commission February 10, 1982 Page 3 . Tom Sparks exhibited slides of the area and said the project would cause pressure for construction of a commercial area in the neighborhood to serve the increased number of resi- dents; and traffic impacts would be greatly increased. He considers the most appropriate use of the land to be for single-family residences. Mr. Downie asked how much traffic would be generated by the proposed project; and Mr. Carr said he would prepare some information. Stu Kedish said although the immediate area does not now have multi-family development, there are trailer parks, the Airport and Industrial Park close by. The proposed density. is too high. Ed Madden, 1414 Pacific Vista, said there is presently a 13% vacancy rate in Port Angeles. Lois Soderquist, 1323 Samara Drive, read an article from the February 10th Daily News regarding availability of housing locally. Sarah Jarvis did not want an apartment building across the street. . Betty Judd said because the Fire Department is more than three miles away, her insurance company was concerned about the distance. with the existing trailer parks and indus- trial uses in the area, the property is not appropriate for multi-family development. Ken Williams, attorney, suggested that the project should have an. EIS. The need for the project is not apparent; and there is no change in circumstances to support the rezone request. Vern Bennett read exerpts from two publications on small town planning and zoning; and said the proposed project is not a compatible use. Chairman Anderson closed the public hearing. Mr. Brewer moved to continue this hearing until March 10th. Mr. Ranta seconded the motion, which passed unanimously. [A five-minute recess was taken.] . CONDITIONAL USE HEARING - CLALLAM COUNTY. Request for a Conditional Use Permit to establish and operate a day treatment facility for the mentally ill.. Location: East Third and South Francis, west of the Veteran1s Cen- ter. (Continued from January 1), 1982.) Mr. VanHemert distributed revised site plan, and reviewed the Department Report. He then distributed 2 petitions against this proposal which had been received just at the start of the meeting. He further explained that the Commission should first determine whether or not the proposed use would be com- patible in the RS-7 District. . . . Planning Commission February 10, 1982 Page 4 Mr. Downie asked if any similar activities existed in resi- dential districts at this time; and was told that the pro- posal differs from other established institutional uses. Mr. Downie felt that a positive interpretation of compati- bility would open the door for many similar uses to request permits. Mr. Wight agreed, adding that no difference would be made between facilities operated by a public agency or a private individual. Mr. wight moved to find the proposed use incompatible In the RS-7 Zone, citing the following findings: 1. It is an out-patient type of facility which resembles an office commercial type of use. 2. Neither residential district allows such a use as either permitted or conditional. 3. A rezone request would be more appropriate than a conditional use permit. 4. If such a use were found to be compatible in a resi- dential zone, all residential areas would be subject to similar requests. Mr. Brewer seconded this motion, which passed unanimously. REZONE HEARING - ELlA. Request to rezone 8.75 acres from RS-9 (Single-Family Residential) to RMF (Residen- .tial Multi-Family). Location: Midway between "M" and "N" Streets, and lying between 12th and 14th Streets. (Continued from January 13, 1982.) PLANNED RESIDENTIAL DEVELOPMENT HEARING - ELlA. (Continued from January 13, 1~82.) Mr. Downie moved to continue both these matters until March 10th. Mr. Ranta seconded the motion, which passed unani- mously. CONDITIONAL USE HEARING - SEAFARMS, INC. Application for a Conditional Use Permit to establish a freezing and cold storage facility for seafood, meats and vege- tables in an existing 9,250 square-foot warehouse. Location: 2020 South Oak Street. Mr. Carr reviewed the Department Report; Chairman Anderson opened the public hearing. Planning Commission February 10, 1982 Page 5 . Gary Engman said he had met with the neighbors and ad- dressed their concerns. He explained the type of opera- tion which would occur on the site, including the number of employees (5 to 15) and hours of operation (8 AM to 5 or 6 PM), with some truck loading and unloading before and/or after those hours. During the peak season, the hours would be from 4 AM to 10 PM. The trucks would en- ter from Highway 101 and there would be no travel through the residential areas. There will be moderate processing of fish, not just storage. Mr. Downie asked about alternative locations. Mr. Engman replied that a waterfront site would require new, costly construction. The proposed structure is available at a reasonable price. Mr. Downie asked if the applicant would comply with off-street parking requirements and buffering. Mr. Engman stated that he intended to have a graveled parking lot. Mr. Downie then asked if the Department's evaluation had changed as a result of the information elicited; and was told no; that the proposed use was manu- facturing rather than commercial, and was better sited in an M-l District. . Mr. Downie moved to recommend approval of the Conditional Use Permit, subject to the following conditions: 1. The parking area located on Lots 6, 7 and 8, Block 8, be paved and brought up to City standards. 2. Modifications of the building to comply with the Fire Code. 3. Landscaping, or other artificial barriers, to be de- termined at the time of the building permits, to miti- gate the impact of the hours of operation on the neigh- borhood. As findings for his recommendation, Mr. Downie cited the following: A. Such business operation should be encouraged. B. Granting the permit will be for the public good. C. The operation will increase employment in the City. D. There appears to be no neighborhood opposition to this proposal. . Mr. Brewer seconded this motion, and on call for the ques- tion, the motion passed 6 - 1, with Mrs. Thompson voting "no", because the proposed use appears to be manufacturing, and could create an increased impact on the neighborhood. . . e Planning Commission February 10, 1982 Page 6 Chairman Anderson announced that it was now past lO PM and no further applications would be considered. FINAL PLAT HEARING - SUNNYSIDE, INC. Request to con- sider the Final Plat of L.B.R., consisting of 20 single-family lots on approximately 3.21 acres. Lo- cation: The north and south sides of Fifteenth Street between "K" and ilL" Streets. Mr. Bennett moved to continue this matter until the Febru- ary 24th meeting. Mrs. Thompson seconded the motion, which passed unanimously. CONDITIONAL USE HEARING - PRICE. Reconsideration of extension of Conditional Use Permit approved August 18, 1981, based on change in conditions. Location: 321 West Eighth Street. Mr. Bennett moved to continue this matter to the March 10th meeting. Mrs. Thompson seconded the motion, which passed unanimously. VIII ADJOURNMENT The meeting adjourned at 10:55 PM. Paul D.
