II ROLL CALL: Members Present: Jean Thompson, Charles Whidden, Colin Bennett, David Brewer, Patrick Downie, Richard Anderson Members Absent: Milton E. Ranta Staff Present: Paul D. Carr, Dan VanHemert, Louise Frost APPROVAL OF MINUTES Mr. Anderson moved to approve the minutes of the January 28th meeting, as submitted. Mr. Bennett seconded this motion, which passed unanimously. IV HEARINGS CONDITIONAL USE HEARING - SHEFLER. Request for a Conditional Use Permit to operate a hairstyling shop as a Home Occupation. Lo- cation: 222 East Ninth Street. (Continued from January 14, 1981.) Mr. VanHemert reviewed the staff report. Mr. Whidden asked if any comments had been received from the neighbors. None were received. Chairman Brewer opened the public hearing. In response to questions from the Commission, Mrs. Shefler explained that there would be between 8 and 10 customers per day, with no more than two at a time, and by appoint- ment only; that she had taken a year off from work and the previous permit had expired; hours were from 9:30 to 5, Thursday, Friday and Saturday only, until clientele in- creases; customers would park off the alley. Chairman Brewer closea the 'public hearing. Mr. Whidden moved to approve the Conditional Use Permit to operate a hairstyling shop as a Home Occupation, with the conditions that the number of customer vehicles at anyone time on the site be limited to two, and that the number of customers per day be a maximum of ten, citing the follow- ing as findings of fact: . . . Planning Commission February 11, 1981 Page 2 1. The equipment used in this Home Occupation will not emit noise, smoke, fumes or other hazards not nor- mally present in a residential area. 2. With the aforementioned conditions and development standards, the beauty shop will not significantly increase traffic within the neighborhood. 3. The Home Occupation will not be injurious to adjoin- ing properties. 4. This Home Occupation has previously been in operation. Mr. Anderson seconded this motion, which passed unanimously. CONDITIONAL USE HEARING - GRINNELL. Request for a Conditional Use Permit to construct two duplexes. Location: Viewcrest at Maple (ap- proximately). (Continued from Jan. 14, 1981.) Mr. VanHemert reviewed the staff report~ Chairman Brewer opened the public hearing. Mr. Grinnell considers the best possible use for this prop- erty is duplexes~ there is a need for duplexes~ and he would build different architectural structures. Mr. Whidden commented that Mr. Grinnell1s duplexes at 11th and "A" were different architecturally, and also sited differently on the lots. Chairman Brewer closed the public hearing. Mr. Bennett moved to recommend approval of the request for two duplexes, because they are compatible with the general area, and will continue distribution of duplexes in differ- ent areas of the City; with the condition that the two structures be architecturally different. Mr. Whidden seconded this motion, which passed unanimously. PLANNED RESIDENTIAL DEVELOPMENT HEARING - KEY. Request to consider a proposed Planned Residen- tial Development on approximately 25 acres. Location: South of Campbell Avenue; east of Mount Angeles Roadj bordering White Creek on the east. (Continued from January 14, 1981.) Mr. VanHemert requested the Commission to continue this mat- ter to March llth, pending completion of the preparation of a detailed plat. Mr. Anderson moved to continue consideration of this request until March 11th. Mr. Downie seconded the motion, which passed unanimously. . . . Planning Commission February 11, 1981 Page 3 CONDITIONAL USE HEARING - LAMB. Request for a Conditional Use Permit to construct a duplex in an RS-9 District. Location: Southwest corner of Flores Street and Milwaukee Drive. (Con- tinued from November 12, 1980; December 10, 1980; January 14, 1981.) Mr. VanHemert said no word has been received from the appli- cant since the letter submitted last month. Mr. Downie moved to continue this matter to March 11th, and directed Staff to contact the applicant to determine the status of the request. Mr. Bennett seconded this motion, which passed unanimously. ANNEXATION HEARING - KEY. Petition for annexa- tion of approximately 8 acres of property con- tiguous to the City Limits of the City of Port Angeles. Location: South of Thistle street, east of Albert Street, west of Eunice Street, north of Scribner Road. (Continued from Janu- ary 14, 1981.) At the suggestion of Staff, Mr. Bennett moved to table this matter until the Draft EIS is prepared and submitted. Mr. Whidden seconded this motion, which passed unanimously. M-l PERMIT HEARING - RENAUD/ALEXANDER. Request for extension of an M-l Permit to construct an 1,800 square foot ice plant. Location: 308 Valley Street. There being no representative of the applicant present, Mr. Anderson moved to continue this matter to March 11th. Mr. Bennett seconded the motion, which passed unanimously. CONDITIONAL USE HEARING ~ RALSTON. Request for a Conditional Use Permit to construct a duplex. Loca"t"io"n: . West bf18T5 East Third Street. Mr. Carr suggested that this matter be continued to Feb- ruary 25th. Mr. Anderson then moved to continue this hear- ing to February 25th, Mr. Bennett seconded the motion, which passed unanimously. V COMMUNICATIONS FROM THE PUBLIC None. . . . Planning Commission February 11, 1981 Page 4 VI STAFF REPORTS Mr. Carr said that Public Works is preparing information on subdivision improvements for the February 25th meeting. The downtown Group is still deliberating the sign ordin- ance. Sign consultants will be illustrating the end re- sult if the signs are designed to meet the proposed code. Chairman Brewer asked about the new sign on the Elks Club. Mr. Carr said there will be a meeting scheduled with the consultants and the Downtown Group probably the second week in March. Mr. Carr explained that the Council is remanding the Home Occupations fee ordinance to the Commission to review the utility charges. A water study is being done for part of the City. VII REPORTS OF COMMISSIONERS Jean Thompson: Nothing. Mr. Whidden: Requested status of the Gund Plaza EIS and was told that it may be available as early as late February or early in March. Mr. Whidden: Asked questions regarding the Port's and Northern Tier's Harbor relocation plan; which Mr. Carr explained the City had not been involved in at any point. Mr. Bennett: Asked for details of referring the Terrill Parking Variance back to the Commission, which Mr. Carr.explained. Chairman Brewer: Asked the Council vote on Clallam County Hostelries, and was told. Chairman Brewer then read a letter from Bill Lindberg, BJSS, applauding the efforts of the Commission. The Commission will send a letter of thanks. Mr. Downie: Asked if the name of Railroad Avenue could be changed, and Mr. Carr said it probably would not take much to do so. Mr. Whidden suggested a City-wide contest. . . . Planning Commission February 11, 1981 Page 5 Mr. Anderson: Asked if Crown-Z had given up on their Shoreline Permit. Mr. VanHemert said he had just reviewed the Army Corps of Engineers Permit for the mooring buoy. Mr. Anderson then commented that the parking lot at Albert- son's/Pay IN Save is full of cars for sale again, as well as that at Civic Field.
