II ROLL CALL Members Present: Ted Puckett, Jerry Glass, Jim Hulett, Lorraine Ross, Jerry Cornell, Gary Cissel Members Absent: Freeman Rice Staff Present: Paul D. Carr, Dan VanHemert, Gary Braun, Ken Ridout III APPROVAL OF MINUTES Mr. Cornell moved to approve the minutes of the January 23, 1985, meeting as submitted. Mr. Glass seconded the motion which passed 5 - 0, with Mr. Puckett abstaining. IV PUBLIC HEARINGS CONDITIONAL USE HEARING - WARE. Request for extension of a Conditional Use Permit allowing a community-based training and placement program for disabled adults as a Home Occupation in the RS-7 Single-Family Residential District. Location: 610 West 11th Street. Mr. VanHemert reviewed the Department Report. Chairman Ross opened the public hearing. Judith Ware explained that their operation is a division of Diversified Industries. Their staff meetings involve two to five people. Chairman Ross closed the public hearing. Mr. Hulett moved to recommend granting a one year extension subject to the following conditions: 1. The application terminates if the applicants are no longer employed in the program. 2. A maximum of one non-resident employee is permitted on the premises. 3. There be no exterior remodeling that changes the appearance of the garage. . . . PLANNING COMMISSION February 13, 1985 Page 2 4. The applicant continues to seek another location over the next year. 5. The hours of operation be from 8 AM to 4 PM, Monday through Friday. Mr. Puckett seconded the motion, which passed unanimously. SHORELINE PERMIT HEARING - ITT RAYONIER. Request to allow replacement of wood pilings and floor under existing warehouse with 4,550 cubic yards of gravel fill and rock riprap at the present mill site. Location: ITT Rayonier Mill. (Continued from December 12, 1984.) Mr. Carr noted that ITT Rayonier had requested a continuance. Mr. Cornell moved to continue this item to the March 13, 1985, meeting. Mr. Cissel seconded the motion, which passed unanimously. M-1 PERMIT HEARING - PORT OF PORT ANGELES. Request for a light manufacturing facility located at Fairchild International Airport Industrial Park. (Applicant has requested that_~his item be continued.) Mr. Carr noted that the Port had requested a continuance of this item to the next meeting. Mr. Cissel moved to continue the item to the February 27, 1985, meeting. Mr. Cornell seconded the motion, which passed unanimously. M-l PERMIT HEARING - CRONAUER. Request to allow conversion of an existing duplex into a general contracting office, with related trade activities: Limited display of various products and materials, and retain sales. Location: Third and Cedar Streets. Mr. VanHemert reviewed the Department Report. Chairman Ross opened the public hearing. Paul Cronauer explained that they were not intending to use the basement at this time; a retaining wall is included in their building plans; and their business will include display boxes of the product (gravel). Chairman Ross closed the public hearing. Mr. Cornell moved to recommend approval of the M-1 Permit, subject to the following conditions: 1. That the final site plan accompanying the building permit incorporate a retaining wall and/or landscaping to protect the disturbed slopes on the site. PLANNING COMMISSION February 13, 1985 Page 3 . 2. That the basement be used only for small equipment and material storage related to the contractor's office use. 3. That fire extinguishers and address numbers be installed in accordance with the NFP No. 10 and Uniform Fire Code, 1982 Edition. He cited the following findings of fact: A. The proposed contractor's office is compatible with existing industrial development in the Tumwater Creek Ravine M-1 District. B. The use will achieve the purpose and intent of the M-l Zone since the use is not intensive. C. Traffic and circulation impacts will be insignificant and utilities are available to the site. Mr. Glass seconded the motion, which passed unanimously. . CONDITIONAL USE HEARING - SCHWARTZ. Request for extension of a Conditional Use Permit allowing a daycare and preschool in the RS-7 Single-Family Residential District, as a Home Occupation. Location: 1304 West Fifth Street. Mr. VanHeffiert reviewed the Department Report. Chairman Ross opened the public hearing. Mrs. Schwartz explained that despite their notifying parents, no one has been parking in the designated parking area. Mr. Blanchard said he doesn't use the parking area when he drops his daughter off. The Schwartzes only infrequently use that parking area, and do not want to gravel it. Chairman Ross closed the public hearing. Mr. Cornell moved to recommend extension of the Conditional Use Permit for two years, subject to the following original conditions: 1. That the number of pre-school/day-care students be limited to a maximum of 20 children on the premises at anyone time. 2. That the existing parking area be identified by an appropriate form of signage. . Mr. Cornell noted that signage did not include graveling, which would not be required. Mr. Hulett seconded the motion, which passed unanimously. . . . PLANNING COMMISSION February 13, 1985 Page 4 ZONING ORDINANCE HEARING - REPEAL OF PLANNED SHOPPING CENTER DISTRICT, PSC. Consideration of repeal of Article IV, section 10, City of Port Angeles Zoning Ordinance No. 1709, as amended. Mr. Carr explained that the PSC District had never been used or even designated on a map. Chairman Ross opened the public hearing. There was no public testimony. Chairman Ross closed the public hearing. Mr. Hulett moved to recommend adoption of the ordinance repealing the Planned Shopping Center District. Mr. Cissel seconded the motion which passed unanimously. V COMMUNICATIONS FROM THE PUBLIC None. VI STAFF REPORTS None VII REPORTS OF COMMISSIONERS Mr. Cornell inquired about the availability of the final EIS on the annexation on the west side.
