PLANNING COMMISSION/CITY COUNCIL Port Angeles, Washington February 25, 1987 I CALL TO ORDER Mayor Whidden called the meeting to order at 7:08 P.M. II_ ROLL CALL Councilmernbers Present: Mayor Whidden, Councilmen McPhee, Helsa, Schermer, Stamon. Commission Members Present: Mike Lemon, Ted Puckett, Donna Davison, Jim Hulett, Jerry Glass, Gary Cissel, Dick Wight. Councilmernbers Absent: Councilmen Quast, Hallett. Staff Present: Paul D. Carr, Larry Glenn. III PLANNING STUDY Mr. Carr provided a brief history and review of the Harbor planning effort and the final report. A number of Planning Commission and Council members expressed concern that tourism was not adequately emphasized. The major thrust of the report is port industrial activities. Councilman McPhee expressed concern that there is an over-emphasis on aqua- culture. Ms. Davison suggested that the emphasis on tourism in the earlier reports be included into the final report. During a discussion on the aquaculture section of the final report, tpe participants considered that a maximum of one more aquaculture pen is all that was likely to occur in the Harbor. The participants noted that the commercial fishing and fish processing summaries in the Executive and on page 3.26 did not agree. This should be corrected. During the discussion of recreation/marina/beach, the par- ticipants determined that not enough alternatives were evaluated . Alternatives that could be explored included transient boat moorage east of the Pier, expansion of the existing Boat Haven, property swaps and relocation of existing industries (assisted by local government). There was concern over the common--sense of-iilYfng-oneboa-f marina in order to create another: The proposed beach was a good proposal. There was concern that the proposed recrea- tional marina east of City Pier was not cost-effective. . . I. PLANNING COMMISSION CITY COUNCIL JOINT February 25, 1987 Page 2 The participants discussed moving the Waterfront. Trail to alleviate concerns. Councilman Schermer suggested moving the current Waterfront Trail to Second Street near the Port of Port Angeles. During the discussion of off-shore minerals and oil, the participants decided that given the long time-frame of the proposal, they needed to know the status of the off-shore leases before any decisions could be made. The participants decided that we should examine the current use of the Coast Guard Station and involve the Coast Guard before seriously pursuing homeporting Navy vessels asso- ciated with the Everett port. There was concern about the Executive Swnmary and its presentation. Of p~~"!:..icular concern 'N~s the _ ~Q5 acr~s i_~__ the Harbor that 'allegedly appear to be excess with respect to log storage. The participants suggested investigating alterna- tive uses other than aquaculture, such as finger piers and fishing piers. The participants requested the Planning staff review possible re-writes of the Executive Summary. As a result of the discussion, a-maJority of participants felt the City should take the lead agency position in the upcoming phase of the work. They also felt there should be another phase of work.
