HomeMy WebLinkAboutMinutes 03/04/1958 ~ e - - Minutes of the regular meeting of the Port Angeles Planning Commission March 4th, 1958. Members present were Hampton, Gort, McGee, Hankins & Strange. Also present was City Engineer warder. Minutes of the previous meetings were read and approved. First order of business was the consideration of a report from the Department of Natural Resources, State of Wash. in which they state an application had been made by Milo Wetheraldnand Lois Hinkleman for a harbor area lease at the north end of Lincoln Street for the construction of a salt water and fresh water acquariam. Mr. Wetherald was present at our meeting and was queried at length on the proposed installation, the type of construction and espec- ially arrangements that would be made to take care of the box culvert exten- sion which presently empties at the north side of railroad avenue. Mr. Wetherald submitted tentative plans and ideas to take care of " the Peabody Creek discharge which flows thru the above mentioned culvert. There was considerable discussion, joined in by Mr. Warder, relative to the type of construction required. It was the unanimous opinion, by those present, that the construction of an acquariam would be a decided improvement to the area and that we recommend the approval by the Council of this project, provided the final plans meet with the approval of the engineering department. Persuant to a letter read from City Manager G. S. Vergeer relative to the lighting of 8th Street from "C" to Race Streets, a general discussion followed. In discussing the costs of the project, it was pointed out that a considerable saving could be made by the use of single overhead wiring over the costs of underground conduit. It is the opinion of the members of the Planning Commission that the appearance of a single overhead wire parallel- ing the street would not be objectionable and it was felt money saved fro~ this type of installation could be better employed by the installation of more mercury type vapor lighting which the members feel is far superior to the incandescent type, especially on an arterial such as 8th Street. The installation of a light at each street intersection and one in the middle of the block would appear feasable. The above is so recommended. A communciation was read concerning City owned and operated comfort stations. In the discussion that followed, it was generally agreed that the necessity of improvements of this type would be desirable, but inasmuch as the Planning Commission realizes that the installation and especially the operation of a comfort station is a decided expense, it was decided to lay the matter on the table until further discussion relative to the above costs and also the desires of the City Council could be ascertained.
