The motion was seconded by Commissioner King and passed 3 - 0 with Commissioner Souders abstaining. Chair Reed reordered the agenda as a number of people were in the audience for item No. 2 on the agenda which was to be continued. (Continue to March 25, 1998.) Senior Planner Sawyer asked that the item be continued to April 22, 1998, as the applicant has indicated that the requested traffic study will not be submitted until March 27th. Commissioner Souders moved to continue the meeting to April 22, 1998. The motion was seconded by Commissioner King and passed 4 - O. Chair Reed thanked those in attendance for the scheduled meeting and stated that they hoped they would attend the April 22nd meeting. . . . Planning Commission Meeting - March J J. J 998 Page 2 PUBLIC HEARING: COlWIDO.NALlISE PERMIT - C~=.D2-=-DLYMPIC.MEMORIAL HOSPIT AL:..NortheasLcomeLufRac~ GeorgianaBtre.ets.: Request for an off-site temporary parking lot in the CO, Commercial Office zone. Senior Planner Sawyer reviewed the Department's report recommending approval of the conditional use permit and answered questions regarding improvement of the proposed parking lot. He responded that the parking lot will be required to observe the CO zone's landscaping requirements. The Planning Department does not feel that it can make a recommendation not to pave the parking area as that decision would have to be made through the City's Engineer. Chair Reed opened the public hearing. ..~ ~f.""~'1 Mike Glenn, Assistant Administrator at Olympic Memorial Hospral, _stated that the Hospital is remodeling the facility and is proposing the parking lot to replace approximately 15 parking spaces that are being utilized by the construction activities. In response to Commissioner Souders, Mr. Glenn answered that the Hospital is proposing unrestricted use of the parking lot as needed for staff purposes. Commissioner Souders asked if the Hospital considered the need for some lighting ofthe parking area as the lot is proposed for 24-hour use. Mr. Glenn responded that the Hospital is not proposing lighting but if staffrequests the area be lit, other arrangements can be made. There being no further questions, Chair Reed closed the public hearing. Commissioner Nutter moved to approve the conditional use permit subject to the following conditions and supported by the following findings and conclusions: Conditions: 1. The parking lot shall be improved to meet City standards. 2. This Conditional Use Permit is subject to the conditions required by the Public Works Department in their memo (Attachment C) dated February 26, 1998, which requires the driveway to Georgiana Street to be to City standards and addresses drainage specifications and a requirement for paving if the use is extended beyond the 18 month period. 3. This Conditional Use Permit shall expire on September 11, 1999, 18 months from the date of its original approval. 4. After the 18 month period concludes, all improvements shall be removed, the top soil replaced, and the lot replanted with grass, unless a building permit for a permitted use is submitted to and accepted as complete by the City's Building Division. . . . Planning Commission Meeting - March J I. 1998 Page 3 Eindings Based on the information provided in the Planning Department Staff Report for CUP 98-02 dated March 11, 1998, including all of its attaclunents, comments and information presented during the public hearing, the Planning Commission discussion and deliberation, and the above listed conditions of approval, the City of Port Angeles Planning Commission hereby finds that: 1. The applicant, Olympic Memorial Hospital submitted the subject application to the City on February 6, 1998. A Determination of Completeness was published on February 11, 1998. The associated public comment period ended on February 26 with no written comments received (please see Attaclunent A of the Planning Department Staff Report dated March 11, 1998 for CUP 98-02). 2. The application is to develop an off-site "temporary" parking lot for use during the hospital's current remodel and expansion project. The estimated time the lot is to be used for parking is 18 months. The proposal is for the lot to be gravel surfaced, unlighted and available for use on a 24 hour basis. After the 18 month period concludes, the gravel is to be removed, the top soil replaced and the lot will be replanted with grass. 3. A Determination of Non-Significance (DNS #788) was issued for this proposal on March 4, 1998 (please see Attachment B of the Planning Department Staff Report dated March 11, 1998 for CUP 98-02). 4. The City previously approved CUP 97-06, a request to continue operation of an unimproved "temporary" commercial parking lot in the City's Downtown area. That approval was the fifth approval of the lot over a six year period and was conditioned with no further extensions on a "temporary" basis. 5. The site is zoned Commercial Office and is designated by the Comprehensive Plan as Commercial. 6. The subject site is 75' x 140' (10,500 square feet) and is located at the northeast corner of Georgiana and Race Streets in the City's North Central Planning Area. 7. An off-site parking Jot is a conditionally permitted use in the CO zone. 8. J 998 Page" Conclusions Based on the information provided in the Planning Department Staff Report for CUP 98-02 dated March 11, 1998, including all of its attachments, comments and information presented during the public hearing, the Planning Commission's discussion and deliberation, and the above listed conditions of approval and the above listed findings, the City of Port Angeles Planning Commission hereby concludes that: A. Comprehensive Plan Land Use Element Policies Al-2 and E3 are most relevant to the proposed proj ect. B. As conditioned, the proposed use is consistent with the City's Comprehensive Plan including but not limited to Land Use Element Policies Al-2 and E3. C. As conditioned, the proposed use is consistent with the City I S Zoning Ordinance including Chapter 17.17 and the purpose of the CO zone. D. As conditioned the proposed project is not contrary to the public use and interest. The motion was seconded by Commissioner King. Commissioner Souders noted that the City's parking regulations limits required parking to be no further than one hundred feet from the associated use, a ninth finding should be made to support and clarify that the proposed parking is not required by the Hospital. The maker and second of the motion agreed to add Finding No.9 as follows: 9. The proposed temporary parking lot is surplus parking above the number of parking spaces required by the City's Parking Ordinance for the existing Hospital use. The motion passed 4 - O. COMMUNICATIONS FROM THE PUBLIC None. ST AFF REPORTS Planner Sawyer noted that if the traffic study required to process the Northwest Permit Rezone application is not submitted in a timely manner, that issue may need to be further continued. REPORTS OF COMMISSION MEMBERS Commissioner Nutter noted that the Non Motorized Committee met and will continue meeting on a regular basis. . . .
