McMicken, 817 E. 6th St.: Request. for a Conditional Use Permit to allow an electronics repair sales/service business as a Home Occupation in the RS-7, Single-Family Residential District. (This item is continued from the February 12, 1986 meeting). . 2. CONDITIONAL USE PERMIT REQUEST - CUP 86(2)1 - Michael Hastings, 721 East Fifth Street: Request for a Conditional Use Permit to allow a one-person legal practice as a Home Occupation in the RS-7, Single-Family Residential, District. Front St.: Request for a variance of the parking requirements for a retail establishment from the 25 required spaces to 10 spaces, located in the ACO, Arterial Commer- cial, District. 6. PLANNING COMMISSION Port Angeles, Washington March 12, 1986 I CALL TO ORDER Chairman Glass called the meeting to order at 7:11 P.M. II ROLL CALL Members Present: Ted Puckett, Jim Hulett, Dave Burns, Donna Davison, Jerry Glass. Members Absent: Lorraine Ross, Gary Cissel. Staff Present: Paul D. Carr, Dan VanHemert, Jeff Abram. III APPROVAL OF MINUTES Ms. Davison moved to approved the minutes of the February 26, 1986, meeting as submitted. Mr. Hulett seconded the motion, which passed unanimously. IV PUBLIC HEARINGS CONDITIONAL USE HEARING - R. L. McMICKEN. Request for a Conditlonal Use Permit to allow an electronics repair sales/service business as a Home Occupation in the RS-7, Single-Family Residential District. Location: 817 East Sixth Street. (Continued from February 12, 19~6.) Mr. VanHemert reviewed the Department Memo. Mr. Burns moved to deny the application without prejudice. Ms. Davison seconded the motion, which passed unanimously. CONDITIONAL USE HEARING - MICHAEL HASTINGS. Request for a Conditional Use Permit to allow a one-person legal practice as a Home Occupation in the RS-7, Single-Family Residential District. Location: 721 East Fifth Street. (Continued from February 12, 1986.) Mr. Carr reviewed the Department Report. Chairman Glass opened the public hearing. Mr. Hastings explained how much of the residence would be used for the office, and that it will be his primary resi- dence. The garage in the back will be removed tomorrow. Mrs. Merle Crawford expressed concern about off-street parking impacts. Chairman Glass closed the public hearing. . . . PLANNING COMMISSION March 12, 1986 Page 2 Mr. Hulett moved to recommend approval of the Conditional Use Permit subject to the following conditions: 1. The hours of operation shall be from 9 AM to 5 PM, Monday through Saturday. 2. A graveled parking area, sufficient for three cars and access from the alley, be provided. 3. The permit be reviewed by the staff in one year to determine if there have been any changes, and it there have been no complaints, staff may extend the permit for a period not to exceed two years. 4. A smoke detector and a 2A10BC fire extinguisher be installed. He cited the following findings: A. The Home Occupation complies with the Home Occupation criteria in Chapter 17.86 of the Zoning Code because the number of customers and the. traffic volume are within acceptable volumes for a residential neighbor- hood. Mr. Puckett seconded the motion, which passed unanimously. SHORELINE MANAGEMENT HEARING - SEA FARM OF NORWAY. Request for a Shoreline Permit to allow additional floating net pens for rearing of full-size salmon to be sold commercially. Location: Ediz Hook. (Continued from December 11, 1985.) Mr. VanHemert rev~ewed the Department memo. Chairman Glass opened the public hearing. John Forster, Sea Farm of Norway, explained their work with the Departments of Ecology, Natural Resources and Fisheries to prepare the water quality and associated studies. They hoped to have the study underway by April. The study will provide a baseline analysis and a subsequent monitoring program. The Department of Fisheries is preparing a generic environmental impact statement on fish farming to be com- pleted by June 30th. Chairman Glass closed the public hearing. Ms. Davison moved to continue the item to the April 9, 1986, meeting. Mr. Hulett seconded the motion. Following further discussion, the motion was withdrawn. PLANNING COMMISSION March l2, 1986 Page 3 . Mr. Hulett moved to continue the hearing to the May 14, 1986, meeting. Mr. Puckett seconded the motion, which passed unanimously. CONDITIONAL USE HEARING THUNDERBIRD BOATHOUSE. Request for a Conditional Use Permit to allow RV parking in the M-2 Heavy Industrial District. Location: Ediz Hook. Mr. VanHemert reviewed the Department Report. Chairman Glass opened the public hearing. Ron Shepard explained that he has never observed gray water being dumped at the present RV park. He has no objections to the required improvements, but would like one year to comply. Pat McDonough, City Center Trailer Court, stated that the present 12-space RV park is on its third year without installing full improvements. She was opposed to the application. Chairman Glass closed the public comment portion of the hearing. . Mr. Hulett moved to continue this item to the April 9, 1986, meeting. Mr. Burns seconded the motion, which passed 4 - 1 with Mr. Puckett voting "No". PARKING VARIANCE HEARING - CLALLAM GRAIN & GARDEN. Request for a variance of the parking requirements for a retail establishment from the 25 required spaces to 10 spaces, in the ACD, Arterial Commercial District. Location: 310 West Front Street. Mr. Carr reviewed the Department Report. Chairman Glass opened the public hearing. Mr. Gustafson of Clallam Grain explained that he intends to store hay inside the building. Mr. Abram explained that by limi ting the amount of hay stored inside, the proposed operation could comply with the Fire Code. The Fire Depart- ment will routinely check to assure compliance with the requirements. Mr. Carr explained that given the change in the proposal, the requirement for paving would be eliminated. Chairman Glass closed the public hearing. Mr. Burns moved to recommend approval, subject to the fol- lowing conditions: 1. No parking spaces be designated in front of the loading door on the warehouse portion of the building. . . . . PLANNING COI~ISSION March 12, 1986 Page 4 2. The greenhouse can be constructed ~n the area of the northwest corner of the building. He cited the following findings: A. Wi th the above conditions attached, granting of the variance would not intensify a noncontorming situation. B. Artlcle IX, Section 16 of the Zoning Code prohibits the storage of merchandise in front or side yards. Mr. Hulett seconded the motion, which passed 5 - O. CONDITIONAL USE HEARING - UMBEHOCKER. Request for extension of a Conditional Use Permit allowing the sale of square dance apparel as a Home Occupation in the RS-7, Single-Family Residential District. Location: 2909 South Oak Street. Mr. VanHemert reviewed the Department Report. Glass opened the public hearing. Chairman Mr. and Mrs. Umbehocker were available to respond to ques- tions. There has been no change in the Home Occupation, nor have there been any complaints. Chairman Glass closed the public hearing. Ms. Davison moved to recommend a two-year extension. Mr. Burns seconded the motion, which passed unanimously. CONDITIONAL USE HEARING - WARE. Request for extension of a Conditional Use Permit to operate a community- based training and placement service for disabled adults as a Home Occupation in the RS-7, Single-Family Residential District. Location: 610 West 11th Street. Mr. VanHemert reviewed the Department Report. Mr. Puckett left the hearing room on the appearance of fairness. Chair- man Glass opened the public hearing. Judy Ware reviewed her efforts to find office space elsewhere. The Commission discussed w~th her other possibilities for obtaining commercial office space. Ms. Ware indicated that she would pursue them and provide the Planning Department with a written report. Chairman Glass closed the public hearing. Mr. Hulett moved to recommend a two-year extension, subject to the following conditions: .' . . PLANNING COMMISSION March ~2f 1986 Page 5 1. The application terminates if the applicants are no longer employed in the program. 2. A maximum of one non-resident employee is permitted on the premises at one time. 3. There w~ll be no exterior remodeling that changes the appearance of the garage. 4. The applicant make a written report to the Planning Commission regarding the agency's etfort to relocate the training and placement program, which report will be reviewed by the Commission at its August 13/ 19~6, meeting. 5. The hours of operation be from 8 AM to 4 PM Monday through Friday. Ms. Davison seconded the motion, which passed 4 - o. Mr. Puckett returned to the hearing room. V COMMUNICATIONS FROM THE PUBLIC None. VI STAFF REPORTS Mr. Carr stated the Department would investigate parking variance criteria and propose possible amendments. Mr. Carr reviewed the Attorney's proposed language regarding provision of underground power to manufactured housing in the proposed Residential Single-Family Zoning Chapters. The Commission concurred that the language did not substantively change their intent, but rather clarified it. , VII REPORTS OF COMMISSIONERS The Commissioners discussed the importance of good attendance at Planning Commission meetings by all members. . . .
