Willson, Building Inspector RE: Meeting scheduled for March 23, 1970 Old Business - There is no old business except the rezone request for the 8th and Race vicinity which has been deferred for a study session. New Business - Five items of business are scheduled for this meeting. Saint Andrews Ep~scopal Church has requested a Conditional Use permit to enable them to construct new church facilities in the RS-7 zone, on the south side of Park Avenue in the vicinity of 510 East Park. Also, a variance from be height restrictions has been requested to permit the building to exceed the 30 foot limit (45'). Frank E. Thompson has requested a variance from the front yard setback requirements of the RS-7 zone to permit him to construct a single family residence on the north side of Columbia Street, west of Chambers Street, and retain a margin, for safety, between the back of the house and edge of the bluff. Edward L Hutchinson has requested a hardship variance to permit the installation of a mobile home at 928 West 14th Street (RS-7'zoneJ for temporary housing of an elderly parent. James I. Bairey has requested a Conditional Use permit to allow construction of a ~uplex on the south side of Thirteenth ~ Street just east of "C" Street (CSD-C1 zone). The property is 75' x 140' (wt lot 8 and all of lot 9 Block 395 Townsite). Earl B.. Miller has requested a variance from the zoning regulations to permit him to restore the fire damaged apartments above "P.J.'s Tavern" on Marine Drive at the foot of the "I" Street Hill. This building is situated in an M-2 zone and has been posted since January 1970. Other Business - Lawrence Jungman has inquired about the possibility of utilizing the old ice house on the north side of 8th street between Laurel & Oak Streets for auctions in connection with his second hand business at the 8th and cherry bridge. The memo from the City Manager dated 2/25/70 regarding septic tanks and building permits probably should be discussed, as the meeting of March 9, did not allow any time for consideration of this item. As of this date, I have no further business scheduled for this meeting. The City Council took the following action on items of business from the March 9, 1970 Planning Commission meeting. Epcon Sign Co., Delmar E. Ivy, Donald E. Casner, First National Bank, Merritt Taytar, Enger & Harper, Samuelson were all approved as recommended. R. P. Willson, Recording Secretary tit ~ Minutes of the Port Angeles Planning Commission meeting of March 23, 1970. - e Present: Hunt, Anderson, McHone. Dilling, Treat, Building Inspector Willson. Absent: None (two vacancies exist) The meeting was opened at 7:30 P.M. in the Municipal Chambers. Minutes of the previous meeting were approved as received. Old Business - There was no old business to be presented at this time. New Business - Five requests for Conditional Use permits or variances had been received and properly posted for hearing at this time. The congregation of St.Andrews Episcopal Church, through its building committee, had requested a Conditional Use Permit to enable them to construct church facilities in an RS-7 zone and a variance to permit them to exceed the height limit of that zone.j The prope~ involved is located on the south side of Park Ave. bet~en Grace St. and the Olympic National Park Headquarters property. Mr. Brelsford, spokesman from the building committee,introduced Mr. George Osborn, who exhibited a scale model of the proposed building and its site. Mr. Osborn outlined the steps taken in the developement of the proposed project. Special attention was called to the fact that the structure had been delibrately located on a lower portion of the site in order to minimize the vertical intrusion of the roof line into the view enjoyed by the residents of the 6reencrest subdivision. The elevation of the ridge line as the building is planned. would be within approximately two feet of the elevation of the ridge line of a permissible building located on a higher portion of the property. A discussion took place during which the following individuals registered protests: Mr. H.C.Elwell, 2914 Regent St. Lot 5 Greencrest; Mr. Wallace K Peterson, 2905 Regent st. Lot 10 Greencrestj Mr. John Willemson, 2915 Regent St. Lot 12 Greencrest; Mr Robert Green, 3023 Regent st Lot 16 Greencrest; Mr. Cliff Peterson, 911 E. 12th St Lot 6 Greencrest; Mr. Ed Massini, 3004 Regent Lot 4 Greencrest. There were indications that additional ~rotests would be filed. The Planning Commission voted to table the request until the next meeting and the secretary was directed to prepare a protest map for that meeting. Mr. Frank Thompson had requested a variance from the front yard setback requirements of the RS-7 zone to permit him to construct a single family residence and garage fifteen feet from the north margin of Columbia Street instead of the required 25 feet. The property concerned lies on the north side of Columbia St. west of Chambers St. The request was prompted by a consulting engineers recommendation that a margin of 25' be retained between the proposed dwelling and the edge of the bluff above the CMSTP RR. Mr. J.A. Sobieck of 1032 East Columbia filed a protest. After considering the application and the protest, the members voted to recommend the request be approved, but directed the secretary to verify the dimensions shown by Mr. Thompson on his plot plan. This was done be referrin~~the assessment map for LID 180 and found to be comparable. e Minutes - Planning Commission March 23, 1970 page 2. e Mr. Edward L. Hutchinson, 928 West 14th st., had requested a variance from the regulations of an RS-7 zone to permit the installa- tion of a mobile home on his property (Lots 7 & 8 Block 414 Townsite) as temporary living quarters for an aged parent. Following a brief discussion, the Planning Commission voted to recommend approval of the request with the stipulation the application is to be resubmitted in one year. Mr. Hutchinson was also advised that at such time as this facility is no longer required for this individual, the mobil home is to be removed immediately. Mr. Hutchinson agreed to both conditions. Mr. James I. Bairey - request withdrawn and the secretary was directed to refund the application fee. Mr. Earl B. Miller had requested a variance to permit him to rehabilitate two fire damaged apartments above the business known as IIp.J.'s Tavernll located at the intersection of the nIl! Street Hill with Marine Drive. These unit had been damaged in excess of their tax assessed valuation and the Building Inspector had denied a building permit since residential occupancies are prohibited in the M-2 (Industtial) zone. After a lengthy discussion, the members voted to recommend the variance be granted. The vote was two in favor, two opposed and the chairman cast the deciding vote in favor. Other Business Mr.lawrence Jungman had inquired about the possibility of using the former ice plant on the north side of 8th St. between Laurel and Oak Sts. for occassional auctions in connection with his Second Hand store at 321 West 8th. The Planning Commission directed the secretary to advise Mr. Jungman to submit an application. A memo, pertaining to the installation of septic tanks in those areas of town not served by City sewers, was received from the City Manager. The problems encountered were discussed and members were of the opinion there should be greater control, possibly to the extent of denying building permits, over the installation of such facilities. Members requested another joint City Council-Planning Commission work shop be scheduled, as numerous items are occuring which proposed zoning ordinance amendments would clarify or eliminate. Suggested nights were any except the 2nd and 4th Tuesday or the 3rd Wednesday in the month.
