PLANNING COMMISSION Port Angeles, Washington March 23, 1988 I CALL TO ORDER Chairman called the meeting to order at 7:05 P.M. II ROLL CALL Members Present: Larry Leonard, Jerry Cornell, Bob Philpott, Donna Davison-Ness, Dick wight, Jim Hulett. Members Absent: Jerry Glass. Staff Present: Paul D. Carr, otto Miller. III MINUTES Mr. Philpott moved to approve the minutes of the March 9, 1988, meeting, with a correction. Mr. Cornell seconded the motion, which passed unanimously. IV PLANNING STUDIES . ZONING CODE AMENDMENT - RESIDENTIAL CARE FACILITIES . Mr. Carr and Mr. Miller reviewed previous materials and the staff memo on this subject. Mr. Wight reviewed the results of the phone survey of other communities on which he assisted the Planning Department. The Planning commission, in open conversation with the public present at the hear- ing, discussed the distinction between general apartments and State-licensed facilities, including such things as meals and methods of operation. Mr. Torres expressed a preference for tying adult care facilities to state licensing because that ensures a guarantee of quality of service. There was some discussion about retaining nursing homes in the Single-Family Residential Districts and allowing group homes in such areas as well, provided that detention-type facilities were not included. Most of the Commission considered nursing homes with five or more clients as a Conditional Use in the Single-Family Residen- tial Districts acceptable. All of the commission felt that State-licensed boarding homes for seniors containing five or more clients could be Conditional Uses in the Single-Family Residential Districts, provided there were minimum con- ditions and performance standards included. The Commission decided to change the group homes definitions to just the sub-category for adult family homes. Further work will need to be done at a later date for juvenile detention facilities and half-way houses and similar group home uses. With that clarification, the Commission. is clear as to what an adult PLANNING COMMISSION March 23, 1988 Page 2 . family home use is and that the use could be conditionally allowed in the Single-Family Residential Districts. Th,e Commission requested staff to focus on conditions, with respect to such issues as buffering, access, and size of lots, all related to the size of the facility. V COMMUNICATIONS FROM THE PUBLIC None. VI STAFF REPORTS None. VIr REPORTS OF COMMISSIONERS Ms. Davison-Ness inquired when the railroad car issue would come before the Commission. Mr. Carr explained it would be a Conditional Use Permit for the Commission at the next meeting. Mr. Wight informed the Commission he would miss the first meeting in April. . Mr. Philpott noted there appeared to be a leak in the industrial water line at the east end of the boat marina. Staff would forward the issue to Public Works. Mr. Hulett noted there appeared to be a religious organiza- tion on Fourth Street between Oak and Cherry. Mr. Carr noted that staff had been observing to see if the activity was temporary.
