1. REQUEST FOR ANNEXATION - MELODY LANE: Letter requesting permission
to circulate petition for annexation of a portion of Melody Lane,
located just west of Golf Course Road, approximately 776 feet, and
approximately 400 feet deep. (This matter was referred to the Commission
at the March 26, 1986 meeting of the City Council).

I CALL TO ORDER
Chairman Glass called the meeting to order at 7:05 PM.
II ROLL CALL
Members Present: Mike Lemon, Ted Puckett, Jim Hulett, Jerry
Glass, Donna Davison, Dave Burns.
Members Absent: Gary Cissel.
Staff Present: Paul D. Carr, Dan VanHemert, Jeff Abram.
III APPROVAL OF MINUTES
Mr. Hulett moved to approve the minutes of the
1986, meeting as submitted. Mr. Burns seconded
which passed 4 - 0 with Ms. Davison and Mr.
abstaining.

IV PUBLIC HEARINGS
CONDITIONAL USE HEARING THUNDERBIRD BOATHOUSE.
Request to allow an additional 18-space recreational
vehicle park for overnight camping of RVs, west of the
present Thunderbird Boathouse. Location: Ediz Hook.
(Continued from March 12, 1986.)
Mr. VanHemert reviewed the Department memo. Mr. Burns
expressed concern about the placement of fill material in
the area and the need for a Shoreline Permit. Chairman
Glass opened the public hearing.
Ron Shepard of Thunderbird Boathouse explained that gravel
has been placed in the area as a result of the gravel lost
during the oil spill clean-up operation. He would like to
have a phased plan for improvements with garbage receptacles
and graveled spaces in Phase One.
Don Frizzell, charter boat operator, stated that there was
considerable need for overnight parking in this area. Joe
and Loren Schmitt spoke in favor of the proposal. Chairman
Glass closed the public hearing.
The Commission discussed the need for an environmental
checklist and staff review of the graveling activities that
have occurred on the Hook prior to making a decision.

Mr. Burns then moved to continue the consideration for two
weeks. Ms. Davison seconded the motion, which passed 5 - 1,
with Mr. Puckett voting "No".
CONDITIONAL USE HEARING HUETHER. Request for
extension of a Conditional Use Permit allowing a beauty
shop as a Home Occupation in the RS-7, Single-Family
Residential District. Location: 815 West Ninth.
Mr. VanHemert reviewed the Department report.
Glass opened the public hearing.

Penny Heuther was available to respond to questions.
Chairman Glass closed the public hearing.
Mr. Burns moved to recommend granting a two-year extension,
subject to the original conditions and citing the original
findings. Ms. Davison seconded the motion, which passed
unanimously.
PARKING VARIANCE HEARING - 7TH DAY ADVENTIST CHURCH.
Request for a variance of the parking requirements from
the required 21 to 16 spaces. Location: 124 West 9th.
Mr. VanHemert reviewed the Department report.
Glass opened the public hearing.
Chairman
Dr. Griffith, representing the Church, stated the conditions
were acceptable. Chairman Glass closed the public hearing.
Ms. Davison moved to recommend granting the parking
variance, subject to the following conditions:
1. That the existing off-street parking area adjacent to
the alley be graded, graveled and spaces marked by
bumper stops.
2. A detailed parking lot plan be submitted to the Public
Works Department with the building permit application.
3. That the congregation be informed and encouraged to
park in the off-street parking area in the rear of the
property.
4. In the event that it becomes necessary, the Church will
create additional off-street parking in the front yard
area, upon request of the City;
and citing the following findings:

A.
The use of the proposed addition does not generate
additional demand for off-street parking.
B. Improvement of the parking lot may encourage greater
use by the congregation.
Mr. Puckett seconded the motion, which passed unanimously.
CONDITIONAL USE HEARING - BIRDWELL FORD. Request for a
Conditional Use Permit to allow a licensed wrecking/
storage facility to locate on the property. Location:
1527 East Front Street.
Mr. Carr reviewed the Department report. Chairman Glass
opened the public hearing.
Mike Gort of Birdwell Ford stated that paving was not
necessary and that pollution would not be a problem because
vehicles are usually only stored ten days. Installation of
vision-obscuring slats in the fence was unnecessary, because
the yard is in the back northwest corner of their property.
Chairman Glass closed the public hearing.

Mr. Hulett moved to recommend approval of the Conditional
Use Permit, subject to the following conditions:
1. The proposed holding area be paved and the storm water
runoff directed to an approved storm water system.
2. Vision-obscuring slats be installed at least on the
south side in the cyclone fence.
3. If yard lights are installed, they be shaded.
He cited the following findings:
A. Storage of impounded and abandoned vehicles is an auto-
oriented use that is compatible with the purpose and
intent of the ACD District.
B. Birdwell Ford is a full-service car dealership. Thus,
the proposed use is generally compatible.
c.
With the attached conditions and the proposed location:
set back from Front Street and abutting White Creek
Ravine on the north and west sides, the proposed use
can be compatible with existing and proposed commercial
development and will not introduce any detrimental,
hazardous, or depreciating conditions.

SHORELINE MANAGEMENT HEARING ZARANA FISHERIES.
Request for a permit allowing a fish processing,
freezing and associated storage facility to locate in
the M-2, Heavy Industrial District. Location: 213
Railroad Avenue.
Ms. Davison moved to continue this hearing to May 14, 1986,
to enable staff to complete the Department report. Mr.
Burns seconded the motion, which passed unanimously.
SHORELINE MANAGEMENT HEARING - PORT OF PORT ANGELES.
Request for a permit to allow the extension of an
existing pier 16 feet, and widened 10 feet, on the Port
Angeles Waterfront, just west of the foot of Oak
Street. Location: Foot of Oak Street.
Mr. Carr reviewed the Department report. Chairman Glass
opened the public hearing.

Ken Sweeney of the Port of Port Angeles explained the
historical use of the pier, and that it would be used by
Zarana Fisheries. The existing occupant of the building on
the pier, Star Trading, is strictly an office and they
anticipate that it would be moved. He expressed concern
about the public access easement, noting that the Waterfront
Trail goes south on Oak Street, not in front of this pier.
Mr. Carr explained that staff's major concern was that the
City be able to discuss possible public access easements
with the Port in the future and not be precluded as a result
of this permit. Chairman Glass closed the public hearing.
Mr. Burns moved to recommend approval of the Shoreline
Substantial Development Permit, provided that a public
access easement be provided on the non-structure areas of
the property if, in the future, the City requests it as part
of a waterfront trail plan. He cited the following
findings:
A. Remodeling and expansion of an existing pier in an
already developed area for the on-loading and
off-loading of vessels can comply with General
Regulations C.1, C.4, and Use Activity F.l.b.
B. Provided a public access easement is provided, the
proposed shoreline permit and design of the pier can be
consistent with General Regulations C.2, C.3, Land use
Element D.2 and Use Activity F.8.b.

not significantly affect Harbor area use and adjacent
uplands. Thus, the proposal can comply with Use
Activities P.l.a, F.8.d, and F.17.a, b, and c.
Mr. Hulett seconded the motion, which passed unanimously.
CONDITIONAL USE HEARING - CLINE. Request for extension
of a Conditional Use Permit allowing the manufacture
and sale of sewing kits, located in the RS-7 Single-
Family Residential District. Location: 1233 West
10th.
Mr. VanHemert reviewed the Department report.
Glass opened the public hearing.
Chairman
No testimony was received. Chairman Glass closed the public
hearing.

Mr. Hulett moved to recommend granting a two-year extension
subject to the original conditions and findings. Mr.
Puckett seconded the motion, which passed unanimously.
PARKING VARIANCE HEARING - THE BLACK KETTLE. Request
for a Parking Variance to allow a reduction of the
required 19 spaces to 0 for an existing restaurant,
located in the CSD-C2, Commercial Shopping District.
Location: 408 South Lincoln Street.
Mr. VanHemert reviewed the Department Report.
Glass opened the public hearing.
Chairman
Mr. Adams explained that they were really only asking for
reduction of 3 spaces and that Safeway would not lease any
spaces. In response to a question, he explained his eight
employees currently park in the area. Following additional
discussion, Chairman Glass closed the public hearing.
Mr. Burns moved to recommend denial of the parking variance,
citing the following findings:
A. The cafe currently has no parking spaces nor does it
have land to supply the spaces. Therefore, a variance
for building expansion would increase demand on on-
street parking and private lots in the vicinity.

B.
The expansion represents a 40% increase in the seating
area of the cafe and may result in a proportionate
increase in patron vehicular traffic which could

detrimentally affect circulation and parking ln the
area.
C. The interior layout of the new seating area is likely
to attract groups and organizations, some members of
whom do not work in this vicinity and therefore are
likely to drive to the cafe.
D. The request does not meet the intent of the Parking
Ordinance to provide necessary parking spaces.
E. The variance request is not in keeping with the public
safety or interest.
F. Granting of the variance would not be fair to those
businesses which have had to provide parking pursuant
to the requirements of the Parking Ordinance and would
therefore be considered a grant of special privilege.
Ms. Davison seconded the motion, which passed unanimously.
V PLANNING COMMISSION ACTION
REQUEST FOR ANNEXATION MELODY LANE. Letter
requesting permission to circulate petition for
annexation of a portion of Melody Lane, located just
west of Golf Course Road, approximately 776 feet, and
approximately 400 feet deep. (Referred to the
Commission by the Council.)
Mr. Carr reviewed the Department report. In response to a
question, Lois Osborne explained that KAPY Radio was not
interested in being annexed. Following further discussion,
Mr. Hulett moved to recommend allowing the applicant to
circulate an annexation petition, subject to the following
conditions:
1. Assumption of bonded indebtedness, which is required on
all annexations to the City.
2. The zoning be RS-9.
3. The annexation boundaries be drawn to include all of
Melody Lane adjacent to Tax Parcels Nos. 3432, 3367,
3335, 3406, 3333, 3324, and 5754.

The annexation boundaries be drawn to include all of
Golf Course Road adjacent to Tax Parcel Nos. 5754,
5755, and 3349.

A.
The proposed annexation area is contiguous to the City.
B. The applicant constitutes more than 10% of the property
value in the area requested for annexation.
Ms. Davison seconded the motion, which passed unanimously.
VI COMMUNICATIONS FROM THE PUBIC
None.
VII REPORTS OF COMMISSIONERS
The Commission discussed reviewing and tightening up its
public hearing procedures.
Mr. Hulett inquired about sight obstructions on the 1/2
alley at Chambers Street: Staff would refer the matter to
appropriate Departments.
Mr. Hulett also expressed concern with the new location for
the weather station down at the Sewage Treatment Plant which
was resulting in lower temperature readings, to the detri-
ment of the development of the community.
The entire Commission re-emphasized the importance of
attendance.
