II ROLL CALL Members Present: Ted Puckett, Jerry Glass, Jim Hulett, Lorraine Ross, Jerry Cornell, Gary Cissel. Members Absent: None - one vacancy. Staff Present: Paul D. Carr, Dan VanHemert, Gary Braun. III APPROVAL OF MINUTES Mr. Cornell moved to approve the minutes of the March 13, 1985, meeting as submitted. Mr. Glass seconded the motion, which passed unanimously. ~ IV PUBLIC HEARINGS SHORELINE MANAGEMENT PERMIT - PEN PLY. Request for a Shoreline Permit to allow filling of the east half of the existing log pond. Location: 439 Marlne Drive. Mr. Carr explained that the staft and the applicant .were working to resolve issues raised by the Department of Ecology and staff requested a continuance of this matter. Mr. Cornell moved to continue the public hearing to the meeting of May 8, lY85. Mr. Cissel seconded the motion, whiCh passed unanimously. CONDITIONAL USE PERMIT - COLLEEN WILLIAMS. Request for a Conditional Use Permit to allow a beauty shop as a Home Occupation in the RS-7, Single-Family Residential District. Location: 1516 West Seventh Street. Mr. Carr revlewed the Department Report. Chairman Ross opened the public hearlng. . Mr. Williams explained that they were buying the house. The beauty shop entrance would he in the rear of the house and accessed from the alley. Following further discussion, Chairman Ross closed the public hearing. . . . PLANNING COMMISSION April 10, IYH5 Page 2 Mr. Hulett moved to recommend approval of the Home Occupation subject to the following conditions: l. That it be limited to one operator. 2. That only two customer vehicles be present at anyone time. 3. That visible address numbers and a fire extinguisher be installed, in accordance with NFPA #10 and the Uniform Fire Code. He cited the following findings: A. The Home Occupation will not introduce excessive noise, vibration or odor into this residential district. B. If properly controlled, vehicle trattic and on-street parking will not be significantly increased. C. The Home Occupation wlll not adversely impact nearby adjacent residential properties. D. It will not endanger the public health, safety, morals or welfare, and is in the PUblic interest. Mr. Cornell seconded the motion which passed 6 - o. CONDITIONAL USE HEARING - GLADYS PRESSLEY. Request tor a Conditional Use Permit to allow an adult foster home to be ooerated as a Home Occupation in the RS-9 single-Family Residential District. Location: 909 South "N" Street. Mr. Carr reviewed the Department Report. Chairman Ross opened the public hearing. Mrs. Pressley explained that the operation has been conducted in her home for approximately three years. No more than two cars have visited the house at one time. She read letters of support. She intends to place the handicapped people on the first floor to comply with handicapped requirements; and has a large bathroom for females and a small one for males. Clint Hulse spoke in favor of the application, saying it will not affect the neighborhood and that there are a large number of elderly people in the community. Judy White, who also has an adult foster care home, stated that several other such homes in the City have vacancies. Mrs. Thompson and Trudy WaIner spoke in favor of the Horne Occupation. Following a discussion of DSHS requirements, Mr. Cornell moved to recommend approval of the facility as a boarding home tor care of adults, as licensed by the Department of Social and Health Services, subject to meeting the DSHS requirements, citing that there would be no increase in population density and given the condition that public safety would be maintained. Mr. Puckett seconded the motion, which passed 6 - O. CONDITIONAL USE HEARING - HALEY/NEWGENT. Request for a Condi tional Use Permit to allow a self-service auto laundry to be located in the CSD-C2, Community Shopping Dlstrict. Location: l5th and "C" Streets. Mr. Carr reviewed the Department Report. opened the PUblic hearing. Chalrman Ross . Tim Haley, representing Bill Newgent, displayed a revised site plan which placed the vacuuming areas near "C" Street, rather than near the west property line. Gerry Powell, owner of the Redwood Manor Apartments south of the property, expressed concern about the impact upon the apartments and the method of public notice. will Muller, property owner of apartments to the east, suggested that professional offices would be a better use of the site. Chairman Ross closed the public hearing. During subsequent d~scussion, Mr. Cissel noted that an additional car wash bay had been added in the revised site plan, bringing the total to six. Mr. Hulett moved to recommend approval of the Conditional Use Permit for a car wash for up to six bays, subject to the tollowing conditions: 1. Vision obscuring fence or low-maintenance landscaping is installed on the west property line to a height of 6 feet, and low-maintenance landscaping be provided in the planting strips on l~th and on "C" Streets. l. Sidewalk be installed on "C" Street. 3. All lights be shaded so as not to shine on abutting residential property. 4. A drainage plan be submitted with the building permit. . He cited the following findings: A. Provided the conditions are attached, the use can be compatible with the adjacent propeties and uses. . . . PLANNING COMMISSION April lO, 1985 Page 4 B. Traffic patterns and impacts will not be detrimental to abutting properties. C. The use is related to a neighborhood commercial activity. Mr. Cornell seconded the motion, which passed 6 - O. CONDITIONAL USE HEARING - MG MEDICAL. Request tor a Conditional Use Permit to allow a business selllng medical supplies to locate in the OC, Office Commercial District. Location: 402 East Lauridsen Blvd. Mr. Carr reviewed the Department Report. Vice-Chairman Puckett opened the public hearing. Dave Johnson, attorney representing MG Medical, explained that approximately two to three people a day visit the facility; the rest of the business is conducted by tele- phone. Two days a month, a professional fits artificial limbs for approximately ten people. Vice-Chairman Puckett closed the public hearing. Mr. Cornell moved to recommend approval ot the Conditional Use Permit allowing a business selling medical supplies at 402 East Lauridsen Blvd., citing the following findings: 1. The use lS compatible with the adjacent non-residential uses. 2. Peabody Street and Lauridsen Boulevard provide adequate access and safety for the proposed use and abutting properties. VII REPORTS OF COMMISSIONERS Following a discussion, Mr. Cornell moved to direct staff to initiate enforcement proceedings against the Mac Leroy Bed and Breakfast. Mr. Hulett seconded the motion, which passed 4 - 0, with one abstention. Mr. Cissel inquired about the storage of vehicles and junk in a yard in the 300 block of South Valley Street. Mr. Hulett noted that there was a wrecked car on l4th and "N" Streets. He also expressed appreciation to the PUblic Works Department for the installation ot the crosswalk on Eighth Street near the bowling alley, noting that it was an improvement to the area. Mr. Cornell raised concern that the Jones Washington Steve- doring building at the southwest corner of Tumwater and t-1arine Drive may cause traffic congestion. Following further discussion, the Commission decided that if the present layout presented a problem, modification of the layout or the building may be necessary. 14It VIII ADJOURNMENT The meeting adjourned at 9:15 P.M.
