PLANNING COMMISSION Port Angeles, Washington April 11, 1984 I CALL TO ORDER Chairman Hulett II ROLL CALL Members Present: Members Absent: Staff Present: III MINUTES called the meeting to order at 7:00 P.M. Lorraine Ross, Dick Anderson, Jim Hulett, Todd Holm, Jerry Cornell Ted Puckett, Brad Banner Paul D. Carr, Dan VanHemert, Gary Braun Mr. Cornell moved to approve the Minutes of March 28, 1984, as submitted. Ms. Ross seconded the motion, which passed 3 - 0, with Messrs. Holm and Anderson abstaining. IV HEARINGS Conditional Use Hearing - VanWald. Request for an extension of a Conditional Use Permit allowing a clothing design and alteration business as a Home Occupation in the RS-7 Zone. Location: 708 Caroline Street. This item was continued to the first meeting in May because Mary VanWald was unable to attend. Temporary Use Hearing - Assembly of God Church. Request for an extension of a Temporary Use Permit allowing a travel trailer at the Church for a resident watchman during construction of a new structure. Location: 326 Viewcrest. This item was placed on the first meeting in May because no one attended. . . . PLANNING COMMISSION April ll, 1984 Page 2 M-1 Permit Hearing - Harper. Request to allow a new, additional storage warehouse, 40' x 60', on the present site. Location: Tumwater Truck Route, Lots 8 and 9, Block 75, TPA. Mr. VanHemert reviewed the Department Report. Chairman Hulett opened the public hearing. Mr. Harper explained that his tenant was requesting addi- tional space for the trucking operation. He did not feel requiring the planting of vines and evergreens was appro- priate because he wanted the storage yard to be visible from the street for police surveillance. Following additional general questions, Chairman Hulett closed the public hearing. The Commission then asked the staff questions about the width of the easement adjacent to Tumwater Creek. Ms. Ross moved to recommend that the M-1 Permit be granted subject to the following conditions: 1. A plan for off-street parking and drainage with 10 spaces be submitted with the building permit application. 2 . A ten-foot access and maintenance easement on both sides of Tumwater Creek, as measured from the Creek bank, be granted. She cited the following findings of fact: A. The present and expanded use is light industrial in nature and meets the purpose of the M-1 District. B. Traffic and circulation impacts will be reduced by the required off-street parking areas. C. The use complies with the Comprehensive Plan. Mr. Anderson seconded the motion, which passed unanimously. Conditional Use Hearing - Witherow. A request to allow a Bed and Breakfast establishment as a Conditional Use in the RS-7 Zone. Location: 318 North Eunice. Mr. VanHemert reviewed the Department Report. Hulett opened the public hearing. Chairman Mrs. Witherow explained that she had installed fire extin- guishers and smoke detectors, but does not want to widen the driveway, as recommended. Following additional discussion, Chairman Hulett closed the public hearing. PLANNING COMMISSION April 11, 1984 Page 3 . Mr. Cornell moved to recommend granting the Conditional Use Permit for a Home Occupation for a Bed and Breakfast for two bedrooms, subject to the following conditions: 1. That the existing garage and driveway be maintained ln a manner to accommodate four vehicles. 2. That smoke detection devices and fire extinguishers be provided in accordance with WAC 212-10 and NFPA #10. He cited the following findings of fact: A. The Home Occupation will not generate excessive noise, odors, or other hazards in this residential neighborhood. B. Traffic will not be significantly increased by the Home Occupation. C. It will not be injurious to abutting properties. D. The proposal will not endanger the public health, safety, morals, or welfare, and is in the public interest. . Mr. Anderson seconded the motion, which passed unanimously. Conditional Use Hearing - Seafarms Pacific, Inc. Request to permit limited fresh fish processing, specifically oyster shucking and packing, and handling of previously dressed fish for freezing and containering in an existing 9,250 square-foot warehouse, in the CSD-C2 Zone. Location: 2020 South Oak Street. Chairman Hulett introduced the item. Gary Engman of Sea- farms Pacific announced that he was withdrawing the applica- tion because he now has power and water which were tempor- arily shut off at his fish processing plant at the foot of Lincoln Street. Following a brief discussion, Mr. Anderson moved to accept the withdrawal of the application. Mr. Holm seconded the motion, which passed unanimously. . Several of the approximately 20 people in the audience expressed their concern about being unable to comment on the operation. The Commission inquired about possible remedies. Following further discussion between staff and the Commission and the public, Mr. Anderson moved to recommend staff pro- ceed with administration and enforcement of Conditional Use . . . PLANNING COMMISSION April 11, 1984 Page 4 Permit CUP-82(2)2. Mr. Cornell seconded the motion which passed unanimously. Mr. Carr announced that pending concurrence from the City council and legal advice from the City Attorney, the Planning Department would set a public meeting to discuss and receive comments about the operation of Seafarms Pacific and its compliance with the Conditional Use Permit. The citizens in attendance were asked to write their name and address or phone number on the attendance roster so that they could be contacted by the Department. V PLANNING STUDIES Ms. Ross moved to set a public hearing for the amendments to the zoning Code to allow RV Parks as Conditional Uses. Mr. Cornell seconded the motion, which passed 4 - O. (l-1r. Anderson had left the meeting at this point.) VI STAFF REPORTS Mr. VanHemert noted the Short Course on Planning for Wednesday, April 18, 1984. VII REPORTS OF COMMISSIONERS Ms. Ross expressed a desire to move quickly into the revision of the Light Industrial Zone. Chairman Hulett expressed concern about the hazardous conditions on "N" Street between Tenth and 18th. VIII ADJOURNMENT The meeting was adjourned at 8:50 P.M. ~ Pau D.
