II ROLL CALL Members Present: Ted Puckett, Jim Hulett, Lorraine Ross, Jerry Cornell, Donna Davison, Gary Cissel Members Absent: Jerry Glass Staff Present: Pau~ D. Carr, Dan VanHemert III APPROVAL OF MINUTES Mr. Cornell moved to approve the minutes of the April la, 1985, meeting, suoJect to an addition notlng the apparent habitation in White Creek Ravine. Gary Cissel seconoed the motion, which passed 5 - 0, with Ms. Davlson abstaining. IV PUBLIC HEARINGS CONDITIONAL USE HEARING - CITY LIGHT DEPARTMENT. Request for a conditional Use Permit to allow the installation of identification signs at all City Light Substations located in Resldential Districts of tne City. Mr. Carr revlewed the Department Report. Chairman Ross opened the public hearing. The hearlng was closed because no one was present to comment. Mr. Hulett moved to recommend approval of the Conditional Use Permit, citing the following findings of fact: A. The proposed signs will not introduce incompatible, detrimental, hazardous or depreciatlng conditions into the resioential areas. B. The information on the signs W1Ll promote the public health, safety and welfare. C. Together with the landscaping, the proposed signs will improve the appearance of the existing SUbstations. Mr. Puckett seconded the motlon, which passed 6 - o. . . . PUU~HING COt~lISSION April 241 1985 Page 2 ORDINANCE REDESIGNATING M-1 AND PSC DISTRICTS ON ZONING 1~. Amendments to the C~ty Zoning Map #2158, as amended, redesignat~ng all M-l Industrial D~stricts on the official Zoning Map as LI, Light Industrial; and deleting the PSC, Planning Shopping Center designation from the map entirely. ~tr. VanHernert reviewed the Department Report. Chairman Ross opened the public nearing, and then closed ~t, as no one was present to comment. ~tr. Cissel moved to recommend adoption of the Ordinance. Mr. Cornell seconded the mot~on, which passed 6 - O. V CO~~UNICATIONS FROM THE PUBLIC None. VI PLANNING STUDIES Single-Family Residential Discussion Mr. VanHernert began the discussion on Single-Family Residen- tial districts of the proposed Zoning Code. The Commission formally asked the Board of Adjustment for suggestions. Fallowing a long discussion, the Commission identified the tollowing issues to discuss in the RS-7 and RS-9 residential districts: 1. Front and rear setbacks. 2. Conditional Use Permits. 3. Mobile homes. 4. Signs for Home Occupations. 5. Duplexes as a permitted use. 6. Mother-~n-law apartments. 7. Three- and four-plexes as condit~onal uses or outright uses. 8. Conditional Use Permit procedures, including time limitations, speCific uses, and standing of citizens and posting. VII REPORTS OF COMMISSIONERS Mr. Hulett inquired about the development in White CreeK Ravine on DelGuzzi property; and the litter in the lot north of the Salty Dawg. He suggested notitying the owner of the nuilding west of Black Ball Freight Co. that the truck trailer used for fish processing is not permitted in the District. Mr. Cornell suggested the Planning Commission review the boundaries of the Central Business Distr~ct, particu- larly westward. . . .
