II ROLL CALL Members Present: Richard Wight, Jerry Cornell, Richard Anderson, Janes Hulett, David Brewer, Patrick Downie [arrived at 7:10 PM] r.1ernbers Absent: Milton E. Ranta Staff Present: Paul D. Carr, Dan VanHemert, wuise Frost, Andy Rose III APPROVAL OF MINUTES .. Mr. Brewer m::wed to approve the Minutes of the April 14th meeting as suhnitted. Mr. Cornell seconded the rrotion, which passed unanim::lUsly. IV HEARINGS CONDITIONAL USE HEARING - SMITH. Review of a Con- di tional Use penni t for a roller skating rink as a recreational use in a residential zone (Family Skate Center). Location: 703-707 South Chase Street. (Continued from April 14, 1982.) Mr. VanHemert reviewed the scheduled hearing. No CCl'tplaints have been received fran the public or any other City departrrent. Chainnan Anderson opened the public hearing. Bill Smith concurs with the Departrrent Report, and requested an additional two-year pennit. Chairman Anderson closed the public hearing. . t-tr. Brewer !roved to extend the Conditional Use Pew t to operate a roller skating rink at 703-707 South Chase Street for an additional two-year period, subject to all of the prior conditions. Mr. Wight seconded this notion which passed unaninously. Planning Commission April 28, 1982 Page 2 . V PLANNING STUDIES 1. Short Plat Ordinance Revision. !'otr. Carr reviewed the present draft ordinance. Mr. VanHerrert said that Ken Clark of Clark & Associates had telephoned to express his satisfaction with the proposed ordinance, but requested clarification in the iroproverrent sections. [Mr. Downie arrived at 7:10 PM.] The Ccmnission clarified that only the half of the right-of-way abutting the short platted property was required to be improved. The Ccmnission discussed the requirement to provide TV cable; and acknCMledged that if other utilities are being buried, it is just as easy to include a conduit for the TV cable at that ti1re. Louie 'Ibrres of Clark & Associates, suggested the ten-day appeal period for appealing a Planning Depart:Irent decision is insufficient. The Carrnission changed it to ten (10) working days; and the time for approval of the final short plat should be twenty (20) working days. '. Other minor language clarifications were made throughout the dOClUl'eI1t. Mr. Torres suggested extensive revision of the section on preliminary short plat acceptance. The Corrroission determined that the section contained all of the requirerrents; but it could be reorganized . [Mr. Brewer left the hearing rcx:m at 9: 50 PH.] Mr. Wight rrnved to set a public hearing on the Proposed Short Plat Ordinance for May 26th. Mr. Cornell seconded this notion, which passed unanirrously. 2 . Hcrre Occupations Utili ties Charges. Following a brief discussion on the current infomation available on this topic, Mr. na..mie rroved to continue this discussion until May 26th. VIII REPORI'S OF CXMUSSIONERS Mr. Downie asked about possible replacerrent of on-street parking when the bus terminal is established on Oak Street. The rest of the Ccmnissioners had no ccmnents.
