II ROLL CALL Members Present: Jim Rexroat, Scott Lewis, Steve Pazan, Lucia McPhee Members Absent: John Lacey Staff Present: Paul D. Carr, Dan VanHeffiert III APPROVAL OF MINUTES Mr. Paz an moved to approve the minutes of the April 1, 1985, meeting as submitted. Mr. Rexroat seconded and the motion passed unanimously. IV COMMUNICATIONS FROM THE PUBLIC None. V VARIANCES V-85(5)11 - FOWLER. Request for variances in the required side yard setbacks between an existing house and a garage from the required 7 feet to 6~ feet, to permit creation of a separate zoning lot. Location: 1515 West 5th street. Mr. Carr stated that the applicant had requested a two-month continuance. Mr. Pazan moved to continue the public hearing until July 1, 1985. Mr. Rexroat seconded the motion, which passed unanimously. V-85(5)12 - OLYMPIC MEMORIAL HOSIPTAL. Request for a variance of the required 35-foot setback requirement from a public right-of-way in the PBP District, to 25 feet, to allow an addition to the Olympic Memorial Hospital Administration Building. Location: 939 Caroline Street. Mr. VanHemert reviewed the Department Report. For lack of a representative, Mr. Paz an moved to table the matter until the end of the meeting. Mrs. McPhee seconded the motion, which passed unanimously. . . . BOARD OF ADJUSTMENT May 6, 1985 Page :2 V-85(5)13 - CRESTWOOD CONVALESCENT CENTER. Request for a variance of the required 30-foot setback to 25 feet; of the required 40-foot rear yard to 0 feet (or to 25 feet, including right-of-way vacated by nonuse); and of the maximum 30% lot coverage to 33%, to permit structural additions to an existing nursing home. Location: lll6 East Lauridsen Boulevard. Mr. VanHemert reviewed the Department Report. Chairman Lewis opened the PUblic hearing. Bill Folden, 2405 South Laurel, stated that there will be no new beds; the off-street parking is adequate; and the prop- erty owned by the Center to the south will not be used at this time. Annette Ticka, 1119 East Park street, asked if an addition was being made to the rear of the existing building. She was told that the additions were on line with the existing south wall. Chairman Lewis closed the public hearing. Mr. Pazan moved to grant the variances, citing the following findings of fact: 1. The lot shape, orientation and location are special circumstances which deny the property the use right of minor additions. 2. Since other similar residential institutions in the City do not have required setbacks and the proposed yards are no less than those required for residential uses in the vicinity, the variances will not constitute a grant of special privilege inconsistent with limitations upon other uses in the vicinity and in the RS-9 Zone. 3. The proposed additions will not be materially detri- mental to the general public or injurious to properties and improvements in this vicinity and district. Mr. Rexroat seconded the motion, which passed unanimously. V-85(5)12 - OLYMPIC MEMORIAL HOSIPTAL. Request for a variance of the required 35-foot setback requirement from a public right-of-way in the PBP District, to 25 feet, to allow an addition to the Olympic Memorial Hospital Administration Building. Location: 939 Caroline Street. Chairman Lewis, noted that Steve Vorous, representing Olympic Memorial Hospital, was present. Mr. Rexroat moved to remove the item from the table. Mrs. McPhee seconded the motion, which passed unanimously. Chairman Lewis opened the public hearing. . . . BOARD OF ADJUSTMENT May 6, 1985 Page 3 Steve Vorous explained the use of the proposed addition. Chairman Lewis closed the public Hearing. Mrs. McPhee moved to approve the variance, citing the following findings of fact: l. Location adjacent to less restrictive districts and a dead-end street and the bluff are special circumstances related to the subject parcel and its surroundings which deny it the use right of a small structural addition. 2. The variance will not convey a special privilege to the parcel not shared by others in the vicinity and PBP Zone. 3. The addition will not be materially detrimental to the general public or injurious to nearby properties. Mr. Rexroat seconded the motion, which passed unanimously. VI STAFF REPORTS Letter from Daniel and Janet Gouin, V-85(2)2 Mr. Carr stated that Daniel and Janet Gouin had requested a reconsideration of their denied side yard setback (V-85(2)2). Mrs. McPhee moved to reconsider the application at a special meeting on May ~O, 1985, at 7:00 P.M. Mr. Rexroat seconded the motion, which passed unanimously. VII ELECTION OF OFFICERS Mr. Lacey was elected chairman, and Lucia McPhee vice- chairman. VIII ADJOURNMENT The meeting adjourned at 7:50 P.M. Paul D.
