II ROLL CALL Members Present: Lorraine Ross, Jerry Cornell, Jim Hulett, Brad Banner, Todd Holm. Members Absent: Ted Puckett, one vacancy. Staff Present: Paul D. Carr, Dan VanHemert, Gary Braun. III APPROVAL OF MINUTES Mr. Cornell moved to approve the minutes of the April 25, 1984, meeting as submitted. Ms. Ross seconded the motion, which passed 4 - O. [Mr. Holm arrived late.] IV PUBLIC HEARINGS CONDITIONAL USE HEARING - VanWALD. Request for an extension of a Home Occupation allowing an alteration and fashion design business to operate from a residence in the RS-7 Zone. Location: 708 Caroline. (Tabled from April 11, 1984.) Mrs. VanWald was not present, so this item was continued to the June 13th meeting. TEMPORARY USE PERMIT - ASSEMBLY OF GOD CHURCH. Request for an extension of a Temporary Use Permit allowing a travel trailer at the Church for a resident watchman during the construction phase of the new structure. Location: 326 Viewcrest. (Tabled from April 11, 1984.) Mr. VanHemert reviewed the Department Report. Hulett opened the public hearing. Chairman Mr. Gustafson, representing the Church, indicated that the mobile home will be replaced by a permanent home in the next year. Chairman Hulett closed the public hearing. . . . PLANNING COMMISSION May 9, 1984 Page 2 Ms. Ross moved to recommend granting the extension for 18 months. Mr. Cornell seconded the motion, which passed 5 - O. CONDITIONAL USE HEARING - STEPHENS. Request tor an extension of a Conditional Use Permit allowing operation of a floral decoration business as a Home Occupation in the RS-7 Zone. Location: 804 East Second Street. Todd Holm removed himselt from the hearing room to comply with the appearance of tairness doctrine. Mr. VanHemert reviewed the Department Report. Hulett opened the public hearing. Chairman Doreen Stephens, during discussion, expressed support for the requirement of a fire extinguisher. Chairman Hulett closed the public hearing. Mr. Banner moved to recommend extending the Conditional Use Permit for a two-year period, subject to compliance with the conditions of the Home Occupation Ordinance, specifying that the hours when customers may visit the premises be from 9 AM to 9 PM; that a fire extinguisher be provided; and that there be no business sign in the window. Mr. Cornell seconded the motion, which passed 4 - O. [Mr. Holm returned to the hearing room.j M-1 PERMIT HEARING - PORT OF PORT ANGELES. Request to create a parking lot for the Longshoremen. Location: Tumwater and Third Streets. Mr. VanHemert reviewed the Department Report. Chairman Hulett opened the public hearing. Ken Sweeney, representing the Port of Port Angeles, explained that the parking lot is needed because the Port is redesigning the main terminal site and relocating the longshoreman parking south of Marine Drive. When four ships dock, approximately 130 spaces will be needed for longshoremen. The Planning Commission discussed the benefits of a 10-foot easement alongside the Creek. Chairman Hulett closed the public hearing. Mr. Cornell moved to recommend approving the M-l Perm~t subject to the following conditions: PLANNING COMMISSION Hay 9, 1984 Page 3 . 1. That a detailed plan for the layout and improvement of the off-street parking area, including storm water drainage, be submitted to the Public Works Department. 2. That Third Street and the alley be, at minimum, paved in a sufficient width to provide ingress/egress to the parking lot. 3. That the driveway openings adjacent to the Truck Route be rebuilt to full height ot the curb, and sidewalk be rebuilt, if necessary. 4. That the dead space resulting from the design of the off-street parking spaces adjacent to the Truck Route be landscaped, and, wherever possible, inside the parking lot. 5. That a 10-foot easement alongside the Creek, measured from the top of the bank, be granted for maintenance access and a public trail. He cited the following findings: . A. That the oft-street parking area is an accessory use to the Port of Port Angeles Terminals 1 and 3 and should be provided in proximity to the Harbor. B. Upland locations are the preferred site for ott-street parking in lieu of waterfront locations. C. The proposed use will not have a negative impact on any of the surrounding 'light industrial uses and meets the intent and purpose of the M-1 District. Mr. Holm seconded the motion, which passed unanimously. CONDITIONAL USE HEARING - SLEDD. Request for an extension of a Conditional Use Permit allowing the making and selling of handcrafted jewelry as a Home Occupation in the RS-7 Zone. . Location: 422 South "L" street. Mr. VanHemert reviewed the Department Report. Hulett opened the public hearing. Chairman . Mrs. Sledd explained there had been no change in the Home Occupation. There is no sign on the premises; she has the fire extinguisher; and no customers visit the premises. Chairman Hulett closed the public hearing. . . . PLANNING COMMISSION May 9, 1984 Page 4 Mr. Holm moved to recommend extending the original permit, subject to the original conditions and original findings. Ms. Ross seconded the motion, which passed unanimously. M-l PERMIT HEARING - CHAMBERLAIN. Request to relocate peninsula Fuel Co. office and warehouses, underground tanks and truck station from its present location to the proposed location. Location: Tumwater Access Road and Seventh street. Mr. VanHemert reviewed the Department Report. Hulett opened the public hearing. Chairman Mr. Chamberlain explained that he planned to construct the buildings on the retaining wall on the west side of the Creek. He foresees no need for a public access and mainten- ance easement along the west side of the Creek. The Commis- sion, Staff and Mr. Chamberlain also discussed the parking code requirements for paving. Chairman Hulett closed the public hearing. Ms. Ross moved to recommend approval of the M-1 Permit, subject to the following conditions: 1. A plan for off-street parking, showing at least 10 spaces and drainage facilities, be submitted with the building permit application. 2. That a 10-foot maintenance easement on the east side of Tumwater Creek, as measured from the bank, be granted. She cited the following findings: A. The proposed truck service station is compatible with the existing development in the Tumwater Creek Ravine M-1 District. B. The use will achieve the purpose and intent of the M-l District. C. Tratfic and circulation impacts will not be signiticant. Mr. Cornell seconded the motion, which passed 4 - 1, with Mr. Banner voting "No", because construction should be further from the Creek to maintain safety; there is a need for a more specific guarantee that an oil/water separator and other pollution control measures be provided; and that the site landscaping requirements should be more specific. PLANNING COMMISSION May 9, 1984 Page 5 . CONDITIONAL USE HEARING - INGHAM. A request for a Conditional Use Permit to allow overnight recreational vehicle parking (RV park) at the Thunderbird Boathouse on Ediz Hook. Location: Ediz Hook. Mr. Carr reviewed the Department Report; Chairman Hulett opened the public hearing. Roger Spencer, representing the Thunderbird Boathouse, Inc., explained that they wanted to provide short-term camping, similar to a State park, not a fully equipped RV park. He does not want to provide asphalt paving, holding tanks, or an oil/water separator; however, improvement of the bulk- head, wheel-stops, rest room identification, and a fire extinguisher would not be a problem. He would not provide water to the campers. Pat McDonough, owner of City Center Trailer Court, said they prov~de short-term and long-term RV spaces as well as residential mobile home spaces. Chairman Hulett closed the public hearing. Mr. Holm moved to recommend granting the Conditional Use Permit subject to the following conditions: . 1. That the total number of spaces provided by 12; all spaces be a minimum of 151 x 201, numbered and identi- fied on the ground; with at least two spaces 151 x 301 and at least two spaces 151 x 251. 2. The area be paved with at least two inches of asphaltic concrete to reduce pollution problems. 3. That a drainage plan with an approved oil/water separator be submitted to the Public Works Department to reduce pollution impacts. 4. That the areas of the existing bulkhead in a state of disrepair be repaired and wheel-stops on the spaces be provided, to assure the safety of the potential users. 5. That one 2A/10BC dry chemical fire extinguisher be provided in a location accessible to all tenants and properly identified. 6. That the rest room facilities of the Thunderbird Boat- house be made available to the campers and so identi- fied. 7 . That a water outlet, in a design approved by the Clallam County Health Department, be provided. . B. That a holding tank for sewage and waste water generated by the RVs be installed. . . . PLANNING COMMISSION May 9, 1984 Page 6 9. That Conditions I, 4, 5 and 6 be complied with immediately. 10. That Conditions 2, 3, 7 and 8 be met within one year. 11. That if Condition 10, including the necessary Shoreline Substantial Development Permit to install said improve- ments, is not met within one year, the permit for the RV park shall expire. 12. Until Conditions 10 and 11 are complied with, the applicants shall not provide water to the RVs and the park rules shall expressly state such prohibition of water usage and prohibition of used water discharge on the site. A copy of said park rules to be provided to the Planning Department and available upon request by the Department. Mr. Holm cited the following findings: A. With the conditions attached, the proposed use can be compatible and complementary to the adjacent uses. B. With the conditions attached, there are adequate provisions for the protection of the general health, safety and welfare of the community and prospective users. Mr. Cornell seconded the motion, which passed unanimously. Request for Annexation - Hare. Location: 90 Lindberg Road. This item was continued to the May 23rd meeting. V COMMUNICATIONS FROM THE PUBLIC None. VI STAFF REPORTS Mr. Carr reviewed the City Council actions on the Planning Commission items. . . . ...,. VII REPORTS OF COMMISSIONERS PLANNING COMMISSION May 9, 1984 Page 7 Mr. Banner expressed concern that the noise from the janitors is disruptive to the meetings.
