II ROLL CALL Members Present: Patrick Downie, Richard Wight, Jerry Cornell, James Hulett Members Absent: Richard Anderson, David Brewer, Mickey Ranta Staff Present: Paul D. Carr, Dan VanHemert, Louise Frost, Andy Rose, Gary Braun . III APPROVAL OF MINUTES Mr. Wight moved to approve the Minutes of the April 28th meeting as submitted. Mr. Cornell seconded the motion, which passed unanimously. IV HEARINGS PLANNED RESIDENTIAL DEVELOPMENT HEARING - KEY. Request to consider a proposed Planned Residential Development on approximately 25 acres. Location: South of Campbell Avenue; east of Mount Angeles Road; bordering White Creek on the east. (Continued from April 14, 1982.) Chairman Pro Tern Downie announced that this matter would be continued for lack of a quorum. Mr. Wight has previously excused himself from participation. Mr. Cornell moved to continue this matter to May 26th. Mr. Hulett seconded the motion, which passed unanimously. . PLANNING COMMISSION May 12, 1982 Page 2 . CONDITIONAL USE HEARING - SLEDD. Request for extension of a Conditional Use Permit to make and sell handcrafted costume jewelry as a Home Occupation. Location: 422 South ilL" Street. Mr. VanHemert reviewed the request for extension; Chairman Pro Tem Downie opened the public hearing. Mr. Cornell asked if any changes in the operation had occurred in the past year: and Mrs. Sledd said "no". She installed the fire extinguisher required by the Fire Department. Chairman Pro Tern Downie closed the public hearing. Mr. Cornell moved to recommend extension of the Conditional Use Permit to make and sell costume jewelry as a Home Occupation for a two-year period, subject to the original conditions. Mr. Hulett seconded this motion, which passed unanimously. . M-1 PERMIT HEARING - CLALLAM COUNTY EMERGENCY ALCOHOL CENTER. Application for an M-l Permit to establish and operate a short term care and holding facility for the purpose of detoxification and protection of people with alcoholism-related problems. Location: 2602 West 18th Street. Mr. Carr reviewed the Department Report. Chairman Pro Tern Downie opened the public hearing. Dorothy Hegg, Chairperson for the Center, explained that it is emergency protective shelter, not detoxification, which provides long-term withdrawal care. The clients may stay for up to 24 hours. Individuals brought to the Center would be able to sleep off their liquor, have hot coffee and meals, so long as they behave. If they become obstreperous, the Police will take them away. .Lois Soderquist, Olympic Memorial Hospital, said that short-term intoxication problems can no longer be treated at the Hospital, due to the current economic situation. The structure will require some remodeling, including compliance with the Fire Code. . Mr. Wight asked if the service would be provided without cost to the clientele and Mrs. Hegg said yes. Marylou Mackley said that there would be a "quiet room" for the louder clients. Mrs Soderquist advised that there will be one paid staff person and sufficient volunteers from Alcoholics Anonymous and other organizations working with the clients. Mr. Wight moved to recommend approval as a Conditional Use Permit in the M-1 Zone because of its unusual nature, for an initial period of one year, subject to the following conditions: 1. The permit be reviewed at the end of one year to review the appropriateness of the use at the location. 2. That the requirements of the Fire Marshall be met; (a) a UBC approved emergency exit be installed near the northeast corner of the large classroom; (b) the door between the main structure and the shop be a securable solid core door; (c) smoke alarms and "no smokinglt signs be installed in sleeping areas; (d) that the shop area not be used as a wood shop. 3. That a minimum of two staff members be present on the premises during all hours of occupancy by clients. As findings of fact for this motion, Mr. Wight cited the following: . A. The location in the existing building on the Diversified Industries industrial site provides adequate access to existing arterials and will not alter traffic patterns. B. The proposed use in this location will not significantly change neighboring land use patterns. C. The impact upon the residential area to the north should be minor and considerably less than if the facility were developed in a totally residential area. Mr. Cornell seconded this motion, which passed unanimously. V COMMUNICATIONS FROM THE PUBLIC None. VI STAFF REPORTS . Mr. Carr noted that the City Council requested the Planning Commission consider revising the Parking Ordinance. City Staff is now working on possible revisions, and discussion is scheduled for the May 26th meeting. . . . PLANNING COMMISSION May 12, 1982 Page 4 Mr. VanHemert distributed a background memorandum on an interpretation for foster family homes for adults. Following a discussion among the Commission, Staff and Toni Galacci of DSHS, Mr. Wight moved to continue discussion of this matter to the May 26th meeting to allow the Department to obtain additional information from other communities. Mr. Hulett seconded this motion, which passed unanimously. VII REPORTS OF COl1MISSIONERS Mr. Wight: Nothing. Mr. Cornell: Mentioned a traveling sign salesman attempting to sell interior window signs with blinking lights, and inquired as to the propriety of them. Mr. Downie: Nothing. Mr. Hulett: Nothing.
