PLANNING COMMISSION Port Angeles, Washington May 14, 1986 I CALL TO ORDER The meeting was called to order at 7: 02 P.M. by Vice- Chairman Hulett. II ROLL CALL Members Present: Mike Lemon, Jim Hulett, Dave Burns, Gary Cissel, Donna Davison. Members Absent: Ted Puckett, Jerry Glass. Staff Present: Paul D. Carr, Dan VanHemert. III APPROVAL OF MINUTES Ms. Davison moved to approve the minutes of the April 23, 1986, meeting as submitted. Mr. Burns seconded the motion, which passed unanimously. IV COMMUNICATIONS FROM THE PUBLIC None. V PUBLIC HEARINGS SHORELINE MANAGEMENT PERMIT - SEA FARM OF NORWAY. (Applicant has requested that this hearing be continued until the May 28, 1986, meeting of the Commission.) Mr. VanHemert reveiwed the Department memo noting that the applicant had requested a continuance to May 28th. Don Stevens requested a continuance to the first meeting in June. The Commission discussed possible dates. Following a discussion, Mr. Burns moved to continue the item to May 28, 1986. Ms. Davison seconded the motion, which passed unanimously. SHORELINE MANAGEMENT PERMIT ZARANA FISHERIES. Request for a Shoreline Management Permit to allow a 10,000 square-foot fish processing plant to locate ln the M-2, Heavy Industrial, District. Location: Railroad Avenue. Mr. Carr reviewed the Department report. Vice-Chairman . . . PLANNING COMMISSION May 14, 1986 Page 2 Hulett opened the public hearing. Harry Murray of Zarana Fisheries briefly explained the proposed fish processing operation. The icing plant will likely be in the interior of the building. Ken Sweeney of the Port of Port Angeles explained that the Port controlled all of the property north of Front Street and west of Oak Street. The Port will lease Zarana Fisheries whatever property is needed, including area for the parking and landscaping shown on the illustration. Observation towers, such as shown on the illustration, cost between $70,000 and $110,000. The burden of constructing the tower should not fall on one applicant, but should be a community project. Mr. Murray stated that he did not anticipate having to construct the tower as part of his Application. The Commission discussed who would provide the tower with Ken Sweeney and Harry Murray in an attempt to resolve the issue. Jerry Cornell supported the use, provided there was buffering and an attempt to make it compatible with the Downtown. Following further discussion, Vice-Chairman Hulett closed the public hearing. Ms. Davison moved to recommend approval of the Permit, subject to conditions. Following discussion of the motion, Ms. Davison withdrew her motion. Mr. Burns moved to continue this hearing to May 28th to enable the applicants to explore options for making the observation tower a reality and set concrete boundaries for the lease area. Mr. Lemon seconded the motion, which passed unanimously. STREET VACATION HEARING - CHASE STREET, between East Fourth and Fifth Streets, and the 4/5 alley lying in Block 170, TPA. Vice-Chairman Hulett closed the public Mr. Cissel moved to recommend adoption of the Ordinance vacating Chase Street between Fourth and Fifth Streets and vacating the alley in Block 170, Townsite of Port Angeles, for the purpose of constructing a City Hall and a community/ convention center; citing as findings: A. The vacation would enhance a planned, campus-like development of the site. PLANNING COMMISSION May l4, 1 9 B 6 Page 3 . B. Access, traffic patterns, public safety, and utility services will not be negatively affected and utility easements can be provided if utilities are not relo- cated. C. The vacation would stimulate further development in this vicinity, strengthening the economic vitality of the community. Ms. Davison seconded the motion, which passed unanimously. CONDITIONAL USE HEARING - DAVID JOHNSTON, M.D. Request for a psychiatrist's office to be located as a Home Occupation in the RS-7, Single-Family Residential District. Location: 1320 South Cherry Street. Mr. VanHemert reviewed the Department Report and noted the petition signed by 21 residents submitted just before the meeting. Ms. Davison excused herself from the room. Vice- Chairman Hulett opened the public hearing. . David Johnston explained his operation and requested to have clients from 8 AM to 6 PM, rather than 8 AM to 5 PM, and on the week-end. Jerry Young opposed the Home Occupation because customers would park on Cherry Street, which is narrow, and create traffic hazards. Marilyn Reidel opposed the Home Occupation because it would establish a precedent for other commercial uses in the area. Other citizens also spoke in opposition to the proposed Home Occupation. David Johnston explained that there was sufficient area for clients to park off-street and he would direct them there. Vice-Chairman Hulett closed the public hearing. Mr. Burns moved to recommend approval of the Conditional Use Permit for a Home Occupation, subject to the following con- ditions: 1. That clients be scheduled so that no more than two non- resident vehicles be on the premises at anyone time. 2. That no sign be installed and that there is no altera- tion to the exterior of the accessory building which changes its residential appearance. 3. The hours of operation be limited to 8 AM to 6 PM, Monday through Saturday. 4. That a 2A10BC portable fire extinguisher be installed in the office area. . 5. Only members of the immediate family be employed in the business. . . . PLANNING COMMISSION May 14, 1986 Page 4 He cited the following findings: A. The proposed Home Occupation does not involve unusual equipment or unusual levels of human activity which may introduce noise, smoke, dust, fumes, or other obnoxious conditions into the neighborhood. B. Provided the conditions are included, the Home Occupa- tion will not significantly increase local vehicular or pedestrian traffic because it is a specialized medical and personal service. C. Provided the conditions are included, the Home Occupa- tion will not cause a change in the visual appearance of the residence and accessory building and therefore it will not be injurious or detrimental to adjoining properties. D. The Home Occupation will not endanger the public health, safety, morals and welfare and it is in the public interest. Mr. Lemon seconded the motion, which passed unanimously. Ms. Davison returned to the hearing room. CONDITIONAL USE PERMIT - WILLIAMS. (Applicant has requested that this hearing be continued until the June 11, 1986, meeting.) Mr. Carr reviewed the Department memo. Ms. Davison moved to continue this item to the June 11, 1986, meeting. Mr. Burns seconded the motion, which passed unanimously. CONDITIONAL USE HEARING - NEWGENT. Request for extension of a Conditional Use Permit allowing a self-service auto laundry to be located in the CSD-C1, Community Shopping District. Location: 15th and "C" Streets. Mr. VanHemert reviewed the Department Report. Vice-Chairman Hulett opened the public hearing. Bill Newgent asked if the Commission could modify the conditions of the Conditional Use Permit so that he could intall either landscaping or a fence, but not both. Ms. Weber, the property owner immediately west, said the City Council had attached both landscaping and fencing to protect her yard and plants from gas fumes. The Planning Department PLANNING COMMISSION May 14, 1986 Page 5 . recommended that the conditions not be modified unless the item was reposted. Vice-Chairman Hulett closed the public hearing. Mr. Burns moved to extend the Conditional Use Permit for an additional year, subject to the original conditions and findings. Mr. Cissel seconded the motion, which passed unanimously. CONDITIONAL USE HEARING - PRESSLEY. Extension of a Conditional Use Permit allowing an adult foster home to be operated as a Home Occupation in the RS-9, Single- Family Residential District. Location: 909 South "Nil Street. Mr. VanHemert reviewed the Department Report. Vice-Chairman Hulett opened the public hearing. Gladys Pressley was available for questions. Following a brief discussion, Vice-Chairman Hulett closed the public hearing. . Mr. Burns moved to recommend a two-year extension of the Permit, subject to the original conditions. Mr. Cissel seconded the motion, which passed unanimously. TEMPORARY USE HEARING - BRITISH PETROLEUM. Request for a Temporary Use Permit to allow a temporary office unit to locate at the BP site on Ediz Hook until a permanent unit can be constructed on the site. Location: Ediz Hook. Mr. VanHemert reviewed the Department Report, noting that the applicant had been issued an administrative temporary use permit for an office during construction of the project. Construction has since been completed and the applicant wishes to obtain a Temporary Use Permit for a one-year period to enable them to construct a permanent office. Vice-Chairman Hulett opened the public hearing. Bob White of British Petroleum explained that they had intended to locate an office within the Crown Zellerbach building itself, or construct a new office during the last year. However, changes in the corporate structure and ownership of Crown Zellerbach have delayed all negotiations for office space. The Commission discussed proposed office locations with British Petroleum, and the need for a Shore- line Substantial- Development Permit application. vice- Chairman Hulett closed the public hearing. . Mr. Burns moved to continue this item to the June 11th meeting in order to obtain an opinion from the Attorney . . . PLANNING COMMISSION May 14, 1986 Page 6 regarding if continuation of the temporary office building for one year would require a Shoreline Substantial Development Permit. Location: 2823 Wst 18th Street. (The applicant has requested a continuance of this hearing.) Ms. Davison moved to continue this item to the June 11, 1986, meeting. Mr. Burns seconded the motion, which passed unanimously. VI STAFF REPORTS None. VII REPORTS OF COMMISSIONERS Vice-Chairman Hulett noted there were considerable develop- ment and access problems occurring on Highway 101 between Sequim and Port Angeles.
