Planning Commission members present were Strange, Lamoureux, Gort, Smith, Stewart and Reiners, also Mayor Feeley and Commissioner Robinson, and City Engineer Ahlvers. The minutes of the meeting of May 7th, 1951 were read and approved. Chairman Strange reported that he had discussed the 6!% of our assessed valuation to finance the proposed arterial improvements with Mr. Harold Shefelman and was informed that whoever made the statement that 6!% was legal, was in error. A general discussion followed on the overall arterial paving program. During this discussion it developed that the Planning Commission as well as the members of the City Commission present, were unanimous in their opinion that the provement of the lower end of Tumwater Bridge, by widening to facilitate heavy trucks turning off of same, as well as some type of pavement on wVest Fifth Street from nC" Street to "I" Street, be included. Chairman Strate of the Planning Commission and City Engineer Ahlvers were instructed to re-survey the arterial program as it has been proposed and bring in recommendations on the most feasible places were the program could be cut down to the extent that enough moneys would be saved to finance the above two additions. It was suggested that cost could be cut by eliminating certain asphaultic shoulders and probably a few blocks of paving here and there. During the discussion, it was generally agreed that the proposed new bond issue would be for $400,OOQ.00. This amount being the legal limit of indebtedness allowed on general obligation bonds.
