First, is a Condi ti ona1 UsePermi t reque s ted by the Community Players to erect a building and conduct educational and cultural activi ties in am;RS-7 zone. This is to be located at 8th and Liberty Streets. Second, Robert Seat of 740 West 5th Street has requested a variance from the regulations of an RS-7 zone to permit him to construct a double garage and carport 10 feet off the alley and 10 feet off the east margin of nAn Street. Third, John Waldron of 1004 West 13th Street has requested a variance to enlarge an existing, non-conforming building in a CSD-Cl zone. The building is too near the alley and Section 7 Art. X page 57 prohibits SFR in commercial districts. (1 dis- covered this sometime after I had issued a building permit for the house at 14th & "C"). When posting this notice I found work had already been started. Fourth, Allen G. Jensen of 910 South Pine has requested a ~ variance to construct a carport closer to the alley than per- mitted in an RS-7 zone. He proposes to roof over his present parking site between his fence and the south side of his house. Fifth. C. A. Correll of 830 West 13th Street has requested a variance on a hardship basis to enable him to locate a small trailer on the rear of his property. This would be used tem- porarily as a bedroom. (This situation represents about the most clear-cut hardship case I think we have had. Mr. Correll's 86 year old mother is blind and now lives alone in a small rental, about one block from him. The family must continually go back and forth to care for her. I suggested adding a room to the house, but after investigating this. Mr. Correll felt this was impossible financially, as they have recently lost a son who died of unsuspected diabetes. The trailer is to be loaned by a friend and they plan to let their oldest daughter use it for a bedroom and accomodate the mother in the house.) Old Business - E. L. The City Council deferred their scheduled May 23 as most of the members expected to of Washington Cities meeting in Spokane. from the last Planning Commission meeting upon. meeting of May 16 until attend the Association Therefore. business has not been acted e Mr. Stan Forsythe of Olympic Lumber {across from Clallam Grain} has inquired about building an apartment in connection with the mill office and living on the premises. The area is zoned M-2 and residential uses are prohibited in this zone. Mr. Forsythe will probably attend this meeting. At this time I know of nothing else coming up at this meeting. R. P. Willson Recording Secretary - . e e Minutes of Port Angeles Planning Commission meeting of May 21. 1968. Present: Hunt. Anderson, Hankins, Dilling, Driscoll and Building Inspector Willson. Absent: Treat, McHone and Director of Public Works Warder. Minutes of previous meeting were approved as published. Five requests had been received and properly posted for hearing at this time. The Community Players had requested a Conditional Use Permit to enable them to construct a building to house their educational and culturai activities in an RS-7 zone. This property is located at 8th and Liberty Streets. A discussion concerning the location of the structure on the property and the available area for off-street parking followed. The Planning Commission was satisfied that adequate parking will be available by the time property donations have been completed. Other questions of building placement are to be worked out after firm plans are available. It was recommended that a Conditional Use Permit be gFanted. e Robert Seat of 740 West 5th Street had requested a variance from the regulations of an RS-7 zone which would permit him to construct a combination double garage and carport closer to the east margin of "A" Street ~an permitted. After discussing a convers~tion one of the members had had with Mr. Seat and the request submitted. it was voted to table the request and the secretary was directed to contact Mr. Seat for further information. John Waldron of 1004 West 13th Street had requested a variance to enable him to enlarge an existing, non-conforming structure, single family residence, in a CSD-Cl zone. After a short dis- cussion, the commission voted to recommend approval of this request. e Allen G. Jensen, 910 South Pine Street, had requested a variance from the regulations of an RS-7 zone which would permit him to construct a carport between his house and his fence, abutting the alley. This does not meet the setback requirements from the alley. In view of the manner in which the abutting properties have been developed, the Planning Commission felt this request would not be detrimental to the neighborhood and recommended approval of the request to construct an open carport to within one foot of the existing fence paralleling the alley. The request ot C. A. Correll of 830 West 13th Street for permission to install a travel trailer on the rear of his property to be used as a temporary bedroom was strongly recommended for approval after hearing a summary of the circumstances necessitating the request. It is further recommended that Mr. Correll be required to get annual approval for the continuation of this variance as needed. D. W. Eacrett was present to answer any questions concerning his request for a rezoning of the South half of Suburban Lot 76 for -e Minutes - Planning Commission - May 21, 1968 paqe 2 mobile home sites. The Planning Commission were advised that Mr. Eacrett plans to have the area develope in the same manner as the Grandview Heights area immediately west of his property. The main difference being one of property ownership, in that Mr. Eacrett proposes to lease his land rather than sell to the indivi- duals. The lots are to be 50' x 140' (correction to sketch sub- mitted with request). The Planning Commission voted to recommend approval of rezoning this area from RS-9 to RTP. Contingent upon Mr. Eacrett being required to dedicate right-of-way for all abutting streets and alleys and make satisfactory arrangements for the extension of utility services, opening of road ways and meeting the requirements of the Health District in respect to his septic tank and drainfield installations. Mr. E. L. McWilliams was present with his surveyor Mr. Darrell Peterson. to explain revisions which they had made in the sketch submitted of a proposed plat called "Seamount Estates" at 10th and "N" Streets.
