CALL TO ORDER Chairman Wight called the meeting to order at 7:10 P.M. II. ROLL CALL Members Present: Jerry Glass, Bob Philpott, Dick Wight Larry Leonard, Jim Hulett, Donna Davison-Ness, Members Absent: Jerry Cornell Staff Present: Sue Roberds and Otto J. Miller APPROVAL OF MINUTES . Larry Leonard moved 1988. meeting as written. passed 6 - O. to adopt the minutes of the May II, Jim Hulett seconded the motion which IV. PLANNING STUDIES Adult Residential Care Study: Mr. Miller reviewed the staff report and graph prepared for discussion. Mary Jo Porter, of Pacific C it ies, Inc., was present. Ms. Porter said that her experience indicates that 60 units of adult residential housing per project is average, with the higher break occurring at 100 to 120 units. The facilities usually supply meals, house- keeping, and transportation, but not health care. The projects are for the elderly who are healthy. Ms. Porter said that 400 . square feet is average for a studio unit; 500 square feet for Planning Commission May 25, 1988 Page 2 of 3 . one room~ 600 to 720 square feet for two- units. Projects tend to be two or three-story structures with an elevator, rather than single-story structures. Ms. Porter encouraged the Commission to retain the conditional use process for adult residential projects to enable the City to review and individually regulate each proposal. There was discussion on density within the single-family residential districts in the City concerning compatibility of multi-family adult care projects in those districts. It was generally felt that impact to the infrastructure would not be more than the impact from single-family housing. Larry Leonard moved to conditionally allow adult congregate care centers in the RS-7 District with a maximum of 30 units per acre: and in the RS-9 District with a maximum of 25 units . per acre with maximum lot coverage of 30% in both districts. Jim Hulett seconded the motion which passed unanimously. Setbacks, buffering and infrastructure impacts in residential neighborhoods were discussed. Donna Davison moved to adopt as conditional uses, State licensed boarding homes in the RS-7 District based upon the minimum 10t area of the district, plus an additional 2000 square feet of additional lot area for each additional resident above four adults. Jerry Glass seconded the motion which passed unanimously. . The Commission agreed that for projects of one acre or more the setbacks for adul t care facilities and State licensed boarding homes should be 35 I on all sides. Bob Philpott moved to close discussion and direct staff to draft wording regulat ing setbacks and buffering for adult residential care facilities and State licensed boarding homes in the single-family residential districts.
