COUNCIL ACTION CONCERNING PLANNING COMMISSION MINUTES OF MAY 27, 1992: 1. * SPECIAL PUBLIC HEARING - 6 PM: Clallam County Draft Planning Policy No action required at this time - info111UJtional only 2. SHORELINE MANAGEMENT PERMIT - SMA 92(()6H26 - ITT RA YONIER. INCH 700 North Ennis Street: Request for a Shoreline Management Permit to allow the remediation of contaminated soils at the lIT Rayonier Mill site. Council could concur with recommendation of the Planning Commission to approve with the two conditions along with the findings and conclusions noted in the 6-10-92 Minutes, or Council could decide to hold its own public hearing to consider an alternate course of action. . 3. EXTENSION REOUEST FOR CONDITIONAL USE PERMIT - CUP 90(04)02 - CRESTWOOD CONVALESCENT CENTER - 1116 East Lauridsen Boulevard: Request for extension of a Conditional Use Permit to allow the expansion of an existing nursing home facility by 15 units and the addition of 70 assisted living units, in the RS-9, Residential Single-Family District. No action is required at this time unless appealed. 3. REZONE REQUEST - REZ 92(()6)03 and ZpNlNG CODE AMENDMENT - ZCA 92(06)02 - CITY OF PORT ANGELES. In the vicinity of Race and Jones Streets and Front and Columbia Streets: Consideration of a rezone of property from RS-7, Residential Single-Family to OC, Office Commercial and/or PBP, Public Buildings and Parks District; amendment to the Office Commercial District of the Port Angeles Municipal Code to allow parking lots as a conditional use; and amendment to Section 14.40 (parking) of the PAMC to include standards for off-site parking. Council will hear this item at a public hearing scheduled for July 21, 1992. . . MINUTES PLANNING COMMISSION Port Angeles, Washington May 27, 1992 CALL TO ORDER Chairwoman Souders called the meeting to order at 7:05 P.M. ROLL CALL Members Present: Ray Gruver, Bob Philpott, Larry Leonard, Roger Catts, Bob Winters and Cindy Souders Members Absent: Bill Anabel Staff Present: John Jimerson APPROV AL OF MINUTES Commissioner Leonard moved to approve the minutes of the May 13t 1992, meeting of the Commission with the following changes: On page four, change the word UinU to UandU in Jim Heckman's testimony; on page nine in Finding One, change the word "if' to "is"; on page ten, delete the second "but" in Craig Miller's testimony; on page eleven, add to Commissioner Leonard's testimony "This is the most blatant misuse of the SEPA Responsible Official's power to promote his personal views that I have seen in the four years I have been on the Planning Commission and it should not happen again."; on page eleven mitigation measure No.2 should read "27'"; on page eleven, Commissioner Catts seconded the motion, not Commissioner Winters. The motion was seconded by Commissioner Winters and carried unanimously. PLANNING STUDIES Chairwoman Souders explained the hospital area rezone public hearing originally scheduled for tonight has been rescheduled for June 10, 1992. Replacing it on the agenda is the review of the sign ordinance, which is scheduled for review again in January 1993. She is open for suggestions as how to approach the matter of sign regulation. Commissioner Leonard questioned whether a separate sign ordinance is needed. John Jimerson explained that existing sign regulations are not in one comprehensive document. They are contained in the Downtown Sign Ordinance, scattered throughout the Zoning Ordinance and in the Uniform Sign Code. The lack of a single ordinance makes it difficult for the public to be aware of all the different regulations. A new ordinance could help improve administration . . . PLANNING COMMISSION May 27, 1992 Page 2 of the regulations by eliminating ambiguities, clarifying definitions and eliminating inconsistencies. He pointed to examples of signage where there have been ambiguities and confusion between the public's interpretation of the sign regulations and the Planning Department's interpretation. The City does not have a consistent test for sign variances. The Downtown criteria are not the same as that criteria used for the rest of the City. Commission Gruver expressed some hesitancy towards creating new ordinances that have more and more specific fequirements. Such an ordinance would limit the City's flexibility, may create unforeseen problems and may not even accomplish what it intends to accomplish. Problems will arise whether a new ordinance Of the existing ordinance is in effect. The existing ordinance can be amended as needed on a case by case basis. John Jimerson stated that the City has made two recent amendments to the sign regulations. These amendments were proposed by local businesses. There was some conflict with the applicant's needs and the City's need to fully understand the implications of the ordinance changes on the rest of the City. The advantage of feviewint the ordinance prior to any specific application is that the City can make decisions without the pressure of having to act on an application in a short period of time. Chairwoman Souders suggested a new ordinance may not be needed, but the information could be packaged in a manner more useful to the public. After some discussion, the Planning Commission concluded that for the January, 1993, meeting staff should prepare the following: 1. A compilation of all the sign regulations in one easy to understand format. 2. An analysis which explains what is accomplished by the existing regulations and what could be accomplished by changing them. Explain why there are different standards for each zone district. 3. Compile a list of the problems identified by staff that could be addressed through changes to the ordinance and provide actual examples. STAFF REPORTS John Jimerson stated the City Council referred review of the Ennis Creek Estates final Planned Residential Development back to the Planning Commission for review at its July 8, 1992 meeting. REPORTS OF COMMISSION MEMBERS Chairwoman Souders noted that the first draft of the County-Wide Planning Policy has been released. The Growth Management Advisory Committee will be conducting an informational workshop on June 9th at the Franklin Middle School library. The purpose of the workshop is to inform interested parties as to what is contained in the policy, so that those parties can be prepared to give informed testimony to the County Commission on June 16th. . . . PLANNING COMMISSION May 27, 1992 Page 3 The Planning Commission engaged in a fair amount of discussion over the process in which the draft planning policy was prepared. Chairwoman Souders stated she is disappointed with the fact that the Growth Management Advisory Committee was not afforded an opportunity to participate. Commissioner Leonard felt there were two issues: One, the County is trying to railroad the policy through as quickly as possible; and two, the City staff and Council have not included their advisory boards in the decision making.
