PLANNING COMMISSION Port Angeles, Washington May 31, 1989 I CALL TO ORDER Chairman Wight called the meeting to order at 7:00 P.M. II ROLL CALL Members Present: Dick Wight, Jerry Cornell, Bob Philpott, Larry Leonard, Donna Davison, Jim Hulett. Members Absent: Jerry Glass. Staff Present: otto Miller, Sue Roberds. III APPROVAL OF MINUTES Ms. Davison moved to approve the minutes of the May 10, 1989, meeting as written. Mr. Leonard seconded the motion, which passed unanimously. . Chairman Wight asked if the Commission would reverse Items IV and VI on the Agenda. The Commission agreed to reverse these items. IV STAFF REPORTS Mr. Miller explained that the Zoning Code amendment recently passed by the Council, which concurred with the Planning Commission I s recommendation for approval of ZCA- 89(04)1, did not address a requested parking density reduction with the inqreased allowed density for publicly- subsidized senior housing developments. Mr. Miller asked if the Commission had overlooked the parking reduction due to the late hour (1:30 A.M), or if the Commission did not overlook the item and intended not to address the requested reduction to the parking requirements. It was the consensus of the Commission that the Commission had inadvertently overlooked the parking reduction for pub~icly. subsidized senior housing due to the lateness of the hour at which this item was considered by the Commission. . Mr. Leonard moved to' recommend to the City council, in conjunction with the Zoning Code amendment approved for an increase in density for pUblic subsidized senior housing developments to include a parking reduction for public subsidized senior housing to read: 2 and 3 bedrooms at 1-1/2 parking spaces per unit; 0 to 1 bedroom, 1 parking space per unit; and, subsidized senior housing with van PLANNING COMMISSION May 31, 1989 Page 2 . service as 1/2 parking space per unit. Ms. Davison seconded the motion, which passed unanimously. V ELECTION OF OFFICERS - 1989 to 1990 Mr. Hulett nominated Mr. Cornell as Chairman for the year 1989-90 term. Ms. Davison seconded the motion. Chairman Wight called three times for other nominations, as required. There were no further nominations. Chairman Wight closed the nominations. The vote was called for and was unanimous. Mr. Cornell nominated Mr. Leonard as vice-chairman for the year 1989-90 term. Mr. Philpott seconded the motion. Chairman Wight called three times for other nominations, as required. There were no further nominations. Chairman Wight closed the nominations. The vote was called for and was unanimous. VI LONG-RANGE STUDIES . The Commission began review of the comprehensive Plan. It was noted in discussion that the Land Use Inventory and population data are very outdated and will need to be updated prior to a comprehensive review of the Plan. Mr. Miller noted that the Planning Department is in the process of hiring an intern who should be able to help with the updating of data. Page 2 of the Comprehensive Plan states that Port Angeles has been a forest products community where over 90% of all employment is based on timber or timber-related industries. The background information contained in the Plan should also be updated, as the City has intentionally diversified its economic background in order to not be dependent on the forest products industry. There was confusion over the direction the City Council would like to see the Planning Commission take in reviewing the Comprehensive Plan. It was the general consensus of the Commission to direct staff to begin educating the Commission on the fundamentals of examining the Comprehensive Plan for update, prior to an actual review of the city's Plan. The Commission generally discussed pages 1 through 21 of the Comprehensive Plan, scanning the remainder of the Plan for possible content update. VI REPORTS OF COMMISSIONERS . Mr. Leonard expressed concern over the memorandum from the City Manager concerning the change of dates for the view trip to Quesnel and Peace River. Mr. Leonard said the new schedule conflicts with available dates for Commission members to attend the trip. Mr. Leonard also questioned why PLANNING COMMISSION May 31, 1989 Page 3 . the trip is to be scheduled after the Draft EIS is circulated. Mr. Hulett noted a mobile home which is being located on 12th street between "E" and "F" streets. He noted that the siding and roofing on the mobile are aluminum, and ques- tioned if Commission members had considered that possi- bility when amending the Zoning Ordinance to allow mobile homes in the city. Mr. Hulett also indicated there' are several areas of town where lighting on personal property is directed in such a manner as to be a nuisance to neighbors and traffic. He noted the City at present has no ordinance specifically regulating lighting. Mr. Cornell wished to thank Mr. Wight for his Chairmanship during 1988 and 1989. The Commission members and staff concurred in thanking Chairman wight. Mr. Philpott added that annexation east to Morse Creek should not be delayed. Chairman wight wished to thank the staff for their service, and the Commission members for support during 1988-1989. .
