CALL TO ORDER D. ROLL CALL m. APPROV AL OF MINUTES: Meeting of May 22, 1991 IV. PUBLIC HEARINGS: I. URBAN GROWm AREA PRINCIPLES AND BOUNDARIES: Hearing to gain public input on the proposed urban growth area principles and boundaries in accordance with the State's Growth Management Act of 1990. VD. STAFF REPORTS vm. REPORTS OF COMMISSION MEMBERS IX. ADJOURNMENT PUBLIC HEARING PROCEDURE: Spokesmen for the proponents and opponents will be given an opportunity to speak to the request. Information submitted should be factual, relevant and not merely duplication of a previous presentation. A reasonable time (10 minutes) shall be allowed the spokesman; others shall be limited to short supporting remarks (5 minutes). Other interested parties will be allowed to comment briefly (5 minutes each) or make inquiries. The Chairman may allow additional public testimony if the issue warrants it. Brief rebuttal (5 minutes) for proponents and opponents heard separately and consecutively with presentation limited to their spokesman. Rebuttal shall be limited to factual statements pertaining to previous testimony. Comments should be directed to the Planning Commission, not the City Staff representatives present, unless directed to do so by the Chairman. . MINUTES June 5, 1991 (Special Meeting) PLANNING COMMISSION Port Angeles, Washington 98362 I. CALL TO ORDER Chairman Gruver called the meeting to order at 7:00 pm. IT. ROLL CALL Members Present: Ray Gruver, Roger Catts, Bob Philpott, Bill Anabel, Larry Leonard, Cindy Souders & Jim Hulett Staff Present: Brad Collins, David Sawyer & Gary Kenworthy lIT. APPROVAL OF MINUTES Commissioner Philpott requested the minutes be continued to the next Planning . Commission meeting to allow their review before approval. IV. PUBLIC HEARINGS: 1. Urban Growth Area Principles and Boundary Recommendations Mr. Sawyer described the various display maps, the location of the CCURB Committee's recommended Urban Growth Area Boundary and the primary principles upon which the location of the line was based. Chairman Gruver explained the Commission's procedures for conducting a public hearing and then opened the public hearing at 7:30 pm. Jim Hinshaw, Scrivner Road . - Comment: _Asked ..the Commission.if. the,public ~would ,get. to vote on this and stated that he did not want his property included. Response: The public will not vote on the UGA Principles or Boundaries but vote on any future annexation proposals. . 1 . Robbie Mantootht 2238 E. Lindberg Road Comment: Highlighted several issues of concern detailed in letter to the Planning Commission dated June 5, 1991, concerns included the protection of open spaces, too large of a UGA, specification of infill strategies, minimum density regulations and local public involvement. sOJUty West. 594 Black Diamond Road Comment: What would be the effect on her property that is currently being short platted into 2.5 acre lots? Response: It would not be affected. Renee Cochran. 978 W. Scrivner Road Comment: Does not want her property to be located in the UGA,asked about the City's annexation procedures and encouraged more public input. Response: Staff explained the City's annexation procedure. Earline Boyd. 36 Golf Course Road Comment: Asked if she would have to replace her septic tank with a hook-up to the Citf s Sewer? Response: No, not unless she is part of an annexation to the City and a mandatory hook-up program is instituted at that time. . Linda Nutter. 1701 E. Third Street Comment: Asked for clarification of annexation procedures and expressed concerns about the UGA line with regard to adequate environmental protection, the commercial survival of the downtown and public input. Response: Staff clarified the annexation procedure. Clay Rennie. 401 E Vista View Way Comment: Expressed his desire for stronger quality design standards for future development. Herman Laugallies. 1868 Dry Creek Road Comment: Expressed his concerns about the UGA boundaries being too large and the amount of future development. Jessie Allen. 2356 E. Fourth Street Comment: Speaking for her mother, expressed concern regarding future sewer requirements. Kent Brauninger. 903 Park Avenue Comment: Expressed concerns about the UGA's effect on the development potential of vacant land. . 2 . Margaret Brittenham, 1857 Edgewood Drive Comment: Stated that the west boundary of the UGA should be at the end of the airport. Nancy Bigelow, Black Diamond Road Comment: Will a septic system be okay outside of the UGA? Response: Yes. Bernice Cook, 27 Key Road Comment: Expressed her preference for two or more phased UGA boundary lines. Freda Freeman, 168 Benson Road Comment: If her property is eventually annexed to the City would she be required to hook up to the City water service and how much would it cost? Response: No, she would not necessarily be required to hook into the City water system. The cost would depend on several factors that would be determined at that time. Joanne Lugallies, 1868 Dry Creek Road Comment: Stated that the west boundary should be at the end of the airport and that she preferred a phased 10 and 20 year boundary. . Don Bettger, 1015 S. Cherry Street Comment: Stated that he felt the east and west boundaries should go to the far side of each river, expressed concern regarding the development potential of a one unit per one acre zoned lot outside of the UGA and favored stronger inf111 incentives. Phylis Coates, 1852 Edgewood Drive Comment: Expressed concern regarding existing versus potential densities along the Elwha River Canyon and stated that she felt the west boundary should be at the end of the airport. Chairman Gruver closed the public hearing at 9:35 pm. The Planning Commission held a general discussion on the location of the west boundary line. The Commission then reviewed each individual principle arriving at a consensus approval on all of the principles as recommended except for principle No.s 2 and 15. These conditions were ch3Q.ged to read as follows: . 2. Lands within urban growth areas which are adjacent to existing cities should be able to be annexed to those cities. The cities and county should iffiffietliMely develop an annexation plan which includes annexation of land characterized by urban development and a phased program of annexation . 3 consistent with the extension of services and the development of land in . accordance with the city's comprehensive plan and capital facilities plan. 15. Unplatted land now zoned for one or more units per acre which is not included in the UGA mttSt should be downzoned. The county will establish a process for downzoning following designation of several UGAs in the county. Commissioners Philpott and Hulett initiated a discussion on the location of the east boundary . Commissioner Leonard moved to approve the Urban Growth Principles as amended and the Urban Growth Area Boundary as recommended by the CCURB Committee. The motion was seconded by Commissioner Anabel. After further discussion on the location of the western boundary the motion was approved 5-2 with Commissioners Hulett and Philpott voting no. V. STAFF REPORTS . Staff asked the Commission regarding an upcoming PRD, if they would like to have the staff report and presentation at their next meeting with the public hearing at the following June 26th meeting (because of notification deadlines). The Planning Commission directed staff to schedule the item for one meeting on June 26, 1991. VI. REPORTS OF COMMISSION MEMBERS Commissioner Anabel reported his attendance at the Joint Planning Conference on Growth Management in Wenatchee. Commissioner Leonard questioned staff on the status of the required fees for the day care related CUPs the City is about to process. Mr. Collins responded by saying the City Council recently indicated the referenced day care applications should be subject to the City's normal fees, Commissioner Catts commented on the City Council's scheduling of their public hearing for the UGA Principles and Boundaries. . 4 . . .
