CALL TO ORDER Vice Chair Souders called the meeting to order at 7:00 P.M. n. ROLL CALL Members Present: Linda Nutter, Roger Catts, Cindy Souders, Orville Campbell, Carl Alexander and Bob Philpott. Members Excused: Bob Winters Staff Present: Brad Collins and Sue Roberds ill. APPROVALOFMThmT~ Commissioner Campbell moved to accept the June 9, 1993, minutes as presented. Commissioner Alexander seconded the motion which passed unanimously. IV. PLANNING STUDIES: Bylaw Review Following discussion of the draft bylaw changes it was decided to remove reference to the gender of the Planning Commission Chair. Staff will make the changes as directed. Commissioner Nutter than moved to accept the bylaws as amended with the minor corrections as noted. Commissioner Catts seconded the motion which passed unanimously. Commissioner Philpott said that it would be helpful if speakers would identify their interest in the agenda items when providing public testimony. Staff was directed to so note the request in the public hearing instruction information. Retail Stand/Farmers' Market Review Sue Roberds summarized the Department's memorandum which provided background on the history of retail stands in the City, current and past permit activity. The Planning Department recommended that retail stand conditional use permits be required only in the Central Business (CBD) and Public Buildings and Parks (PBP) Districts and that retail activities in other commercial zoning districts be permitted subject to existing zoning Planning Commission Minutes June 23, 1993 Page 2 00 . regulations. Following discussion, Commissioner Nutter moved to direct staff to set a public hearing for consideration of amendment to Chapter 17.87 (Retail Stand CUP) of the Port Angeles Municipal Code. Commissioner Alexander seconded the motion which passed unanimously. Brad Collins explained that although there is an ongoing farmers' market activity occurring in the CSO (Community Shopping District) at the corner of Eighth and Chase Streets, that activity is not specifically permitted in the City's zoning regulations. Additionally, a farmer's market stand operation was located in the Arterial Commercial District (ACD) during the summer and fall of 1992. That use was highly noticed and commented upon by members of the public in that the signage and parking were noticeably haphazard. Farmers' markets are not specifically permitted in any zoning district, and therefore there are no methods to allow or regulate such activities. Thus, staff requested the Commission's direction in permitting the continued operation of such activities. . The issue was discussed at length. It was the consensus of the Commission and Planning Department that farmers' markets should be encouraged. Commission members did not conclude that permitting or regulation of such activities is desired at this time. Brad Collins noted that, since the activity is not permitted in the zoning ordinance, the use could be found in non-compliance at any time, or that it would be difficult not to allow another such use at another location in the City. The Commission directed staff to research and obtain more information on how other communities address farmers' markets. v. COMl\1UNICATIONS FROM THE PUBLIC None. VI. STAFF REPORTS Brad Collins noted "that the City Council wished to express its appreciation to Commission members for scheduling extra meetings during the next three months to deal with pending Commission matters. The dedication of the City's Planning Commission members is admirable. He.. also noted that the Growth Management Advisory Committee (GMAC) would be meeting through July and possibly August in order to review proposals by the Capital Facilities Plan (CFP) Committee for the Capital Facilities Element of the Comprehensive Plan. VD. REPORTS OF mE COMMISSION Commissioner Alexander noted that the CFP Committee is moving forward on its ranking of proposed proj ects. . Commissioner Philpott reported that he had recently attended a meeting of the Port Angeles Downtown Association (PADA). The PADA has some exciting plans for the future of the Downtown. . . . Planning Commission Minutes June 23, 1993 Page 3 of3 Washington Coastal Corridor Project meeting to be held in Port Angeles on September 23 and 24. She urged interested Commissioners to let staff know if they will be able to attend. VID. ADJOURNMENT The meeting adjourned at 8:37 pm. h~.
