II ROLL CALL Members Present: Jean Thompson, Charles whidden, Richard Anderson, Patrick Downie, Milton E. Ranta Members Absent: Colin Bennett, David Brewer Staff Present: Paul D. Carr, Dan VanHemert, Louise Frost, Andy Rose III APPROVAL OF MINUTES . Mr. Downie moved to approve the minutes of the June 10th meeting as submitted. Mr. Whidden seconded the motion, which passed unanimously. IV COMMUNICATIONS FROM THE PUBLIC None. V INTERPRETATION DIVERSIFIED INDUSTRIES - Request for interpretation of a commercial greenhouse/nursery operation as a compatible use in an M-l Industrial District. Loca- tion: Eighteenth Street - Airport Industrial Park. Following a discussion on the nature of wholesale uses, Mr. Downie moved to interpret that the commercial greenhouse/ nursery operation proposed is appropriate in the M-l Air- port Industrial Park, provided it is limited to wholesale only; and that Diversified Industries be committed to the covenants contained in the Port's M-l Permit. Mr. Whidden seconded this motion, which passed unanimously. . VI PLANNING STUDIES 1. Horne Occupations Utilities Charges. Mr. Carr reiterated that the Council wished to investigate an efficient means of charging a commercial utility rate . . . Planning Commission June 24, 1981 Page'2 for Home Occupations. After considerable effort Staff had settled upon Chapter 82.04 RCW, which sets $1,000 per month gross income for payment of a Business and Oc- cupation Tax. Following some discussion, the Commission wanted to see additional information on the actual mech- anics of implementing this approach; whether br not the $1,000 per month was each month or an average of $1,000 per month over the year; and wanted to compare cost dif- ferences between residential and commercial utility rates. The Department will furnish that information for the next long range meeting. 2. Short Plat Ordinance Review. The Commission, Planning Department, Andy Rose, City En- gineer, Louie Torres of Clark & Associates, and Scott Hopper, a developer, discussed the proposed improvements section of the short plat ordinance. All parties involved agreed that the proposed section would essentially erase the difference between short plats and long plats with respect to improvements. There was also some discussion of the new State law and its effect upon the proposed short plat ordinance. The proposed design and lot standards section was sub~ rnitted for comment at the next long range meeting. The Commission decided to continue discussion of both issues to the next meeting. VII STAFF REPORTS Mr. Carr reported':that the City had received $800,000 from EDA for Downtown improvements. Each Commissioner will receive a copy of the Sign Ordinance at the next meeting. VIII REPORTS OF COMMISSIONERS Mrs. Thompson: Nothing. Mr. Whidden: Said that there are still cars for sale at the Albertsonts/Pay 'N Save lot, as well as at an old gas station at Eighth and "C". Regarding the new sign ordinance, he asked what would . . . Planning Commission June 24, 1981 Page 3 be the status of the newspaper sale boxes. Mr. Rose responded that the City is attempting to contact the owners of these boxes, because as part of the L.r.D. locations for them were provided in the mid-block crossings. Mr. Whidden then asked about the liability of private benches located on sidewalks. Mr. Rose said that it is the function of the City to determine what may be in the public right-of-way. Mr. Anderson: Nothing. Mr. Downie: Said that the restrooms on the City pier had been locked about 8 PM one evening. Mr. Carr said he would find out what hours they are to be open. Mr. Downie then suggested that the hours be posted, and directions to the nearest open facilities be given. Mr. Downie then asked about permitting sidewalk cafes in the CBD, as they would be good tourist attractions. Mr. Carr said at this time they would not be permitted; and such a use would raise the question of City lia- bility. Mr. Ranta: Asked if the restroom in City Hall had been made accessible to a wheelchair. Mr. Carr replied that all but the handrails had been completed. Mr. Ranta then asked about the City Pier parking spaces designated for use by officers of the Coast Guard. IX ADJOURNMENT The meeting adjourned at 8:37 P.M. ~ Paul D.
