PLANNING COMMISSION Port Angeles, Washington June 27, 1990 I CALL TO ORDER Vice-Chairman Gruver II ROLL CALL Members Present: Members Absent: Staff Present: III APPROVAL OF MINUTES called the meeting to order at 7:03 P.M. Ray Gruver, Donna Davison, Bob Philpott, William Anabel. Larry Leonard, Jim Hulett, Roger Catts. Brad collins, Sue Roberds, Schmitt. Lucille Ms. Davison moved to approve the minutes of the June 13, 1990, Planning Commission meeting as submitted. Mr. Philpott seconded the motion, which passed unanimously. IV PLANNING STUDIES Consideration of a Resolution before the city Council establishing an Ad Hoc Committee to review and update the Port Anqeles Comprehensive Plan. Mr. Collins outlined the ad hoc committee resolution as submi tted in draft form for the Commission I s review. Mr. Collins noted that the Department is recommending three items be amended in the resolution. The items include the tasks, number of members on the committee, and duration of the committee involvement. There was discussion resulting in the Planning Commission's concurrence that five members is too few and more than ten would be too many; therefore, Mr. Anabel moved to revise section 3 of the draft resolution to read: "The Comprehensive Plan Advisory Committee shall consist of f-ive ten members. I' Ms. Davison seconded the motion. Mr. Philpott offered a friendly amendment to Section 4 of the draft resolution to read as follows: nThe duration of the Comprehensive Plan Advisory Committee shall be from the enactment of this Resolution until approval of a new Compre- hensive Plan or December 31, 1991, whichever occurs fi-rst. If Mr. Anabel concurred and Ms. Davison agreed. Ms. Davison then offered an additional friendly amendment to Section 2 of the draft resolution to add the following tasks: PLANNING COMMISSION June 27, 1990 Page 2 . Establish ComDrehensive Plan Driorities; approve Dlanning methods and population proiection; direct the public process as well as conduct planning meetings; conduct public hearings; and recommend an updated Comprehensive Plan. Mr. Anabel concurred. The question was called and the amended motion passed unanimously. Review of the Port Angeles Environmentally Sensitive Areas Map. Mr. Collins indicated the Environmentally Sensitive Areas maps were distributed to the Planning Commission members and gave a background of the map designations and the history of how the map was drawn, as well as indicated where the Schneider/ Hopkins property, which the Commission had recently discussed, was located in regard to the map designations. Mr. Collins reviewed the memo distributed to the Commission, Presbyterv of Seattle vs. Kina Countv. The result of the court decision is that sensitive areas ordinances will be considered as legitimate regulations for those areas and will require local governments to follow certain Constitutional tests in designa- tion of the areas. The decision gives direction as to what needs to be included in environmentally sensitive ordinances. . The City may decide to designate watercourses, wetlands, steep slopes, unstable soils, and wooded hillsides in the criteria. Mr. Collins suggested the City move forward with formulation of an environmentally sensitive ordinance, an inventory that would refine factors to be considered on a site-by-site basis, and refine environmentally sensitive areas per a number of criteria. Mr. Collins added that a City Council Goal is to develop protective regulations for environmentally sensitive areas. He further stated that the Department would commence work on the ordinance and forward a draft to the Commission at a long-range meeting. Review of the Port Anqeles Capital Improvement Proqram . Mr. Collins referred to the letter from the Clallam County Department of Community Development concerning state growth law, ESHB-2929, the main point being that the new regulations direct the establishment of Capital Improvement Programs for areas showing a 10% population increase over a previous 10- year period. Clallam County has experienced a 10% population increase over the past 10-year period. The city of Port Angeles is expected to have reached the 10% growth factor shortly. The planning regulations go beyond zoning and require capital facilities to serve proposed projects. The Capital Improvement Program identifies infrastructure, both physical and large capital facilities, such as vehicles and equipment. Mr. Collins stated that the city's Six-Year Transportation Improvement Program does not provide much capacity increase in infrastructure, which may limit some proj ects when 2929 becomes mandated for Port Angeles. The new . . . PLANNING COMMISSION June 27, 1990 Page 3 State law requires the CIP to relate to the development of the commu-nity, rather than to act as just a budgetary document for projects. The new state law requires consistency of develop-ment regulations, such as zoning, land division, shoreline, etc., with the City's Comprehensive Plan by July 1, 1992. It also requires the Six-Year Road Improvement Program to be consistent with the Comprehensive Plan. Following discussion, the Commission indicated that review of the new criteria as they relate to the City of Port Angeles will be placed on.the Commission's long-range planning goals and work projects. The Commission requested a copy of the new Capital Improvement Program as it becomes available. Review of the Port Anqeles 1991-92 Budqet Mr. Collins asked the commission if any member would be interested in travel and schooling for 1991-92. He stated that the revisions to the 1989-1990 Budget are in process. There was discussion concerning staffing levels and work programs for 1991-92. The Commission requested that information on the budget and budget process be forwarded when it becomes available. The Commission took a 10-minute recess at 8: 30 P.M. meeting reconvened at 8:40 P.M. The The commission added an additional No. 5 to the agenda: Lana-Range Planninq Proiect Review The Commission reviewed the long-range planning goals and objectives as listed in the September 27, 1989, minutes. The Commission noted that five of the fifteen items have been completed in the past nine months. The Commission added the Environmentally Sensitive Areas Ordinance and Capital Improve- ment Program Review to the list. The Commission directed staff to provide information on Items 5 and 6 of the long- range goals, which are Traffic Patterns for the City and zoning South of City Hall at the August long-range meeting. The Environmentally Sensitive Areas Ordinance and Capital Improvement Program will be discussed at the September long- range meeting. V COMMUNICATIONS FROM THE PUBLIC None. VI STAFF REPORTS None. PLANNING COMMISSION June 27, 1990 Page 4 . VII REPORTS OF COMMISSION MEMBERS Mr. Anabel noted that he will be attending the Environmental Institute Conference in Tacoma on July 11th. Mr. Philpott noted that in the June 13, 1990, Planning Commission minutes Mr. Hulett stated that at 120 Railroad Avenue several semi-trailers are being used as a structure attached to an existing warehouse building. Mr. Philpott wondered if any action had been taken on the item. He also noted that Mr. Hulett had requested the ci ty look into trimming the trees at Haynes Park. He requested staff bring this to the attention of the Public Works Department. Mr. Collins indicated that staff had passed the Haynes Park concerns on to the Parks Department and would continue to follow up on the other item. There was discussion on the copies of letters to Ron Shepard of the T-Bird Boathouse concerning non-compl iance with his Conditional Use Permit. The planning Commission thanked the staff for the enforcement follow-up and requested the Planning Department continue to monitor the situation and report to the Planning Commission. . The Commission noted the copies of letters to Scott Hopper and John Tangedahl in regard to retail stand permits along the Railroad Avenue waterfront. The letters indicated possible non-compliance with permit provisions. The commission again thanked staff for its enforcement follow-up on these actions. The Public Works letter to Jack Miller, concerning development of his property, was noted for reference. VIII ADJOURNMENT The meeting adjourned at 9:45 P.M. . .~ PLAN. 329 . . . .
