Present: Anderson (acting chairman), Dilling, Treat, McHone. and Building Inspector Willson. Absent: Hunt, Hankins, Driscoll Minutes of previous meeting were approved as published. No variance requests had been received for hearing at this meeting. Old Business: e E. L. McWilliams was present to discuss their proposed platting of Suburban Lot 48. A sketch showing their proposed layout of not only Suburban Lot 48 but also of Suburban Lots 38 and 39 was pre- sented by the McWilliams to support their contention that adequate street rights of way were being provided and overall traffic cir- culation was being considered. The McWilliams also presented a letter from a party to whom they have sold two lots. The letter objected to a proposed street right of way which would place their property in the position of having a street on both the front and rear. Following a lengthy discussion in light of the proposed overall area developement, the Planning Commission recommended approval of the Seamount Estates platting of Suburban Lot 48, as corrected. and with the deletion of the "Community Park" lot; no right of way requirement along the east property line for a continuation of Owen Ave. This approval was contingent upon the area being developed as per the 1966 proposed sketch with the required revisions of right of way alignments and Eighth Street. Mr. and Mrs. McWilliams requested that they be allowed to present the additional data to the City Council at their meeting of July 18 , 1968. D. W. Eacrett was present with his application for a Trailer Park permit. His request for rezoning of the south half of suburban Lot 76 had been approved by the City Council at their June 20,1968 meeting. After considerable discussion the permit application was tabled until the following meeting. This would give M~. Eacrett an opportunity to revise his layout plan in accordance with some of the items discussed at this meeting. ~ A letter had been received from Mr. Barkley Such of 921 East Front Street. Mr. Such had requested that the site-obscuring fence sur- rounding the new car wash. being constructed by Vern Grall and Harold Green, adjacent to his property on the east, be reduced to 3 feet along side of his house. The Planning Commission members had no objection since the fence was being required as a screen for the benefit of the neighboring property. It was therefore recommended that the height of the site obscuring fence be allowed to be reduced to 3 feet for a distance of approximately 30 feet from the Front street right of way line along the west property line. Mr. Such is to be advised that if he changes his mind at some future date, the Planning Commission will not require the owners of the car wash to reconstruct this portion of t~fence to its original height. Mr. Vern Grall was contacted on 7/5/68 and his knowledge of this request verified. He expressed no objections to lowering this portion of the fence, or for that matter eliminating the fence entirely. RE: Meeting scheduled for July 2, 1968 No variance requests have been received for hearing at this meeting. Old Business - The proposed platting of "Seamount Estates~ by E.L. McWilliams, which was passed on to the City Council for their review and comments was discussed at their meeting of June 20, 1968. It was the sentiment of the council members that the preliminary sketch referred to them, of this platting. was unacceptable as proposed, for two basic reasons: One: There is inadaquate right of way dedication to provide sufficient access to abutting property and the proposed width of the dedicated right of way for 8th street is inadequate. Two; The lot designated as "community" is not a desirable feature as it presents the liklihood of future problems since the responsibility for the maintenance on it is not specific and is of doubtful duration. This plat received quite a thorough review and the general feeling at the council was that the area in the westend of town will be developing more rapidly in the future and that it is going to be vital that primary consideration be given to the overall patterns of developement and rights-of-way rather than to a segmented develope- 4It ment. The fact that some subdivions in the past have been platted without consideration to the area-wide development points up the necessity of this approach rather than establishing a precident for it to continue. Enclosed is a copy of a letter from the City Attorney pertinent to the Seamount Estates plat. D. W. Eacrett's request for re-zoning the area east of Grandview Heights for a mobile home park was approved. Mr. Eacrett has now filed an application for a trailer park permit and will be present to discuss the requirements for the permit. The City Council in discussing the rezoning at their last meeting, concurred with the District Health Officers recommendation that public rest rooms not be required for this type of mobile home sites where all units are more or less static, self-contained, dwellings rather than readily moveable travel units. I have a letter from the property owner to the west of the new car wash being constructed by Vern Grall and Harold Green at 921 East Front Street. The owner, Mr. Barkley Such objects to the site - obscuring fence required as a condition of the Conditional Use Permit granted for this operation. Specifically, Mr. Such wants approximately the south 30 feet of the fence on the west property line restricted to a height of 3 feet. Mr. Walt Reyes contacted me 6/28/68 and advised m? that t?ere w~ll a delay in his request for approval of a re-plattlng of hlS moblle home tract in Suburban Lot 99, due to personal reasons.
