(This hearing is continued from the June 11th meeting) 2. REZONE REQUEST - RZ 86(7)3 - CLALLAM COUNTY PHYSICIAN'S SERVICE, SW Corner of 2nd and Vine Streets: Request for a rezone of approximately 35,000 square foot parcel of property from RMF, Residential Multi-Family, to DC, Office Commercial, for a professional office. PLANNING COMMISSION Port Angeles, Washington July 9, 1986 I CALL TO ORDER Vice-Chairman Hulett called the meeting to order at 7:07 P.M. II ROLL CALL Members Present: Mike Lemon, Dave Burns, Gary Cissel, Donna Davison, Jim Hulett. Members Absent: Jerry Glass, Ted Puckett. Staff Present: Paul D. Carr, Dan VanHemert. III APPROVAL OF MINUTES Ms. Davison moved to approve the minutes of the June 1l, 1986, meeting as submitted. Mr. Lemon seconded the motion, which passed 5 - o. IV PUBLIC HEARINGS SHORELINE MANAGEMENT HEARING ZARANA FISHERIES: Request for a Shoreline Permit to allow a fish processing plant on approximately 3.5 acres, located in the M-2, Heavy Industrial District. Location: Foot of Oak Street and Railroad Avenue. (Continued from the June 11, 19U6, meeting.) Mr. Carr reviewed the site plan which had been received Monday, July 7th, noting that ~t generally complied w~th the Department's concerns, and reviewed the Department's recommendation. Vice-Chairman Hulett opened the public hearing. Harry Murray of Zarana Fisheries explained that he would be employing approximately 30 people and the proposed condi- tions were acceptable. The Commission, Mr. Murray and statt also discussed liability and ma~ntenance issues. Vice- Chairman Hulett closed the public hearing. Mr. Burns moved to recommend approval of the Shoreline Substantial Development Permit subject to the following conditions: 1. The pallet and tote storage area be screened on the south side and on the east side in a manner that is . . . PLANNING COMMISSION July 9, 1986 Page 2 appropriate for screening and ease ot operation, as determlned by the Planning Department. 2. The landscaplng buffer on the south Slde of the property be 15 feet wide and use planting similar to that in the Downtown Beautification Project. 3. The landscaping buffer on the east side by 15 feet, contain a public access easement and 5-foot wide pathway, and use plantings similar to those in the Downtown Beautification Project. 4. A public access viewing area in the northeast half of the east building facade be provided. 5. The IS-foot by l5-foot by 4-foot high concrete viewing stan~ identified in the site plan)be constructed to the following specifications: a. An elevation of 21 feet from City base line (17 foot ground level plus 4 feet of raised concrete viewing stand); b. Utilization of a design that screens wind from the west. 6. A public access easement connecting the public access path, viewing stand, and observation area into the building with the sidewalk on the north side of Rallroad Avenue at the intersection of Railroad Avenue and Oak Street be provided to the City. 7. The "Port Angeles blue" color be used as an accent color in the painting scheme of the building to promote the aesthetics of the central waterfront and to in- crease compatability. 8. Building permlt and site plans to be reviewed by the Planning Department for compliance wlth these conditions. and citing the following findings: A. The proposed use compIles with General Regulation C.1. and Land Use Element D.l.a., because the use is water- related and derives some benefit by being located near the existing pier and the area is already developed. B. Provided the conditions are attached, the proposed use can comply with General Regulations C.2., C.3., Land Use Element D.2., and Use Activity F.8.b. because PLANNING COMMISSION July 9, 1986 Page 3 . visual and physical public access, in accordance with the City's Waterfront Trai Plan, would be provided. C. Provided the conditions are attached, the proposed use would be aesthetically compatible with the existing Central Business District and the Downtown Shoreline Waterfront. D. Approval of the Permit would be compatible with General Regulation C.4. because the proposed site is upgrading of an already developed area. Ms. Davison seconded the motion, which passed 4 - 1, with Mr. Cissel voting "No" because the applicant should not be responsible for the maintenance of the proposed public access path and viewing stand. REZONE HEARING - CLALLAM COUNTY PHYSICIAN'S SERVICE 1 Request for a rezone of an approximately 35,000 square- foot parcel of property from RMF, Residential Multi- Family, to OC, Office Commercial, for a professional office. Location: Southwest corner of Second and Vine Streets. .. Mr. Hulett and Ms. Davison left the hearing room, citing the appearance of fairness guidelines. Mr. VanHemert entered the Department Report into the record. Acting Chairman Gary Cissel opened the public hearing. Mr. Carr explained that according to the Planning Commission by-laws, a majority of the Planning Commission is necessary to vote on a change in the zoning map. The remaining members (three) did not constitute a majority; therefore, the item should be continued. Bill McDowell, representing the applicant, said a continu- ance was acceptable. He asked it the staff could poll the members prior to the next meeting to assure that there would be a majority of the Commiss~on present and to notify the applicant if there were any problems. Statt agreed. Acting Chairman Cissel closed the public hearing. Mr. Burns moved to continue this item to the August 13th meeting. Mr. Lemon seconded the motion, which passed 3 - o. Ms. Davison and Mr. Hulett returned to the hearing room. V COMMUNICATIONS FROM THE PUBLIC None. . . .. . PLANNING COMMISSION July 9, 1986 Page 4 VI STAFF REPORTS Mr. VanHemert stated that he had arranged a viewing trip of the proposed Sea Farm of Norway pen location with the Fire Department on July 14th, Monday night, at approximately 7:30 PM and asked who could attend. Ms. Davison, and Messrs. Hulett and Lemon would be available. The other members would attempt to provide private transportation, either the 14th or the 15th of July. Staff would call the members on Monday to remind them. Mr. Carr submitted a proposed letter to the County regarding coordination of information for Commission review. The Commission agreed to send the letter. VII REPORTS OF COMMISSIONERS Mr. Lemon noted that some citizens had complained about vehicles turning too sharply and cutting across the left- turn pocket at Hill Street and Marine Drive. Staff will forward the issue to the Public Works Department. Mr. Hulett noted that some of the RVs using the new section of the Thunderbird Boathouse RV campground were having to back out into the Ediz Hook road to leave the facility. There is also apparently a new manufactured home on Fair- mount Avenue which does not have the skirting installed. Staff will investigate. Ms. Davison inquired what could be done about razing abandoned buildings in the Downtown area. The Commission and staff discussed the item. VIII ADJOURNMENT The meeting adjourned at 8:20 P.M.
