II ROLL CALL Members Present: Bob Hill, Steve, Pazan, James Rexroat, John Lacey Members Absent: Evelyn Tinkham Staff Present: Paul D. Carr, Dan VanHemert III PUBLIC HEARING . SGV-83(6)1 - GULL INDUSTRIES. Application for a variance from the requirements of Ordinance No. 2152, the Downtown Sign Ordinance; to allow a 51 x 51 freestanding sign for a proposed building that would be less than 151 from the property line at the southeast corner of First and Lincoln. Location: 210 East First Street. (Reconsideration from July 11, 1983.) Mr. Carr reviewed the prior decision on July 11, 1983, and the reason for the continuation of the hearing. Chairman Rexroat polled the members regarding their previous vote, to which Mr. Pazan stated he wished to reconsider. Mr. Hill commented that a revote on the motion may be in order. As previously made, the motion stated: Mr. Pazan moved to approve the variance, subject to two conditions: 1. The sign is located not closer than 10 feet to the northeast corner of the property, similar to the Public Works Site Plan. 2. The permit is for the sign submitted with the variance application. , citing the following findings of fact: A. At the conditioned location, the proposed sign would not be detrimental to pedestrian or vehicular traffic or the public in general. . BOARD OF ADJUSTMENT Special Meeting July 15, 1983 Page 2 B. The proposed sign would not be detrimental to abutting properties. C. At that location and as proposed, the sign would be . more pedestrian-oriented and more consistent with the Sign Ordinance. D. The proposed sign is consistent with the Downtown Improvement efforts. E. The proposed building location does not provide good visibility for a sign for north-bound traffic on Lincoln Street. Mr. Hill seconded the motion. On call for the question, the vote was 1 - 3, with Mr. Hill voting "Aye" and Messrs. Lacey, Rexroat and Pazan voting "Nay" because the request cannot comply with enough of the variance criteria of the sign Ordinance, in particular those cited as Nos. 4 and 6 in the Department Report.
