COUNCIL ACTION CONCERNING PLANNING COMMISSION MINUTES OF JULy 22, 1992: No action required by the City Council at this time. . . . . . MINUTES PLANNING COMMISSION Port Angeles, Washington July 22, 1992 CALL TO ORDER Chairman Souders called the meeting to order at 7:00 P.M. ROLL CALL Members Present: Ray Gruver, Bob Philpott, Larry Leonard, Roger Catts, Bob Winters and Cindy Souders Members Absent: Bill Anabel Staff Present: Brad Collins, John Jimerson APPROVAL OF MINUTES Commissioner Gruver moved to approve the minutes of the July 8, 1992, meeting of the Planning Commission with the following changes: In Bill Wilbert's testimony on page 8, "southwest" should read "southeasf'. On the bottom of page 9 in Commissioner's Philpotfs motion, change It 1982" to read "199ZU. In addition Commissioner Gruver moved that the condition of approval for City Light's Shoreline Permit be clarified in the minutes of July 22. The intent of the condition is for the lighting of the trail to include the Francis Street parking area and the access from the parking lot to the trail. He further requested that City Light submit to the Planning Commission a written statement which says they understand this intent. The motion was seconded by Commissioner Winters and passed 5-0 with Commissioner Leonard abstaining. PLANNING STUDIES Medium Density Residential Zone Chairwoman Souders asked for an update on the Council's action on the hospital area zoning and how it affects the Planning Commission's review tonight. Brad Collins explained the rezone approved by the CO!lncil i.nclud~ tho~e_ areas. the ,Plan~i!lg (:ommission recommended to be rezoned to PBP. In addition they rezoned the area between Chambers and Jones Streets to Office Commercial. The Planning Commission may still wish to consider recommending this area be rezoned to the new medium density zone (RMD). Commissioner Leonard asked how the City can avoid spot zoning as they consider rezoning properties throughout the City. Brad Collins explained the City must find there are broad public purposes served by a rezone. Rezones that do not serve broad public purpose(s) and are under PLANNING COMMISSION July 22, 1992 Page 2 . single ownership of the land may be candidates for challenge as a spot zone. John Jimerson reviewed the proposed medium density zone district noting that it would provide for a density (12.5 du/acre) which would about split the difference between single family and RMF densities of existing developments within the City. The proposed permitted and conditional uses are derived from the existing residential districts, and the development standards are based on the RMF district. The 30% landscaping requirement from the PRD ordinance is also included. He reviewed the three potential locations for rezoning properties to the new zoning, noting it is the Planning Department's intent to minimize the amount of area to be rezoned pending completion of the Comprehensive Plan which is expected to have specific policies pertaining to new residential development and densities. Steve Dryke, 1125 Georgiana, stated he was surprised by the Council's decision to rezone his property and other properties in the vicinity to Office Commercial (DC). He was not interested in office commercial uses, but a zone which would allow him to build a fourplex on two lots. He thinks allowing a duplex on one lot and four to six units on two lots is appropriate. For larger sites, a medium density zone is an appropriate way to avoid higher densities. . Commissioner Leonard stated that he would like duplexes to be listed as a permitted use in the single family zone districts if located on two lots. With two lots the density is not increased over what would occur if two single family homes were to be constructed. Brad Collins noted the Growth Management Advisory Committee is considering changing the approach from housing types (s.f., duplex etc.) to low, medium and high densities. The Commission discussed concerns with the proposed permitted uses and development standards including impact of lot width and size on building orientation and design; the appropriateness and enforceability of the 70% impervious surface standard; the appropriateness of communication towers as a permitted use; screening of parking lots and outdoor storage areas; and signage. It was the consensus of the Commission that the draft ordinance to be prepared for the public hearing should be modified as follows: Include 17.12.070 (B) language in permitted signs; eliminate Conditional Use "F"; eliminate the impervious area standard; clarify that the design and landscaping requirements are for apartments; and modify the parking lot screening standard to include a minimum threshold where screening would be required. The Planning Commission did not wish to consider rezoning properties to the new zone at this time. Commissioner Leonard moved to set the public hearing for the September 9, 1992 meeting. , The -motion .was"'Seconded "by 'Commissioner 'Catts and' carried un"animously. COMMUNICATIONS FROM THE PUBLIC . None PLANNING COMMISSION July 22, 1992 Page 3 . STAPP REPORTS: Brad Collins reminded the Planning Commission that a workshop with the Growth Management Advisory Committee is on the schedule for the long range meeting of August 26th. The public is invited to the workshop. The Port Angeles Downtown Association is in the process of revising its parking proposal. The City would like the Planning Commission to address downtown parking at the August 12, 1992 meeting. The Planning Commission consensus was that the agenda was already full for that meeting and therefore additional items should not be included, . There was discussion on the Planning Department's approach to scheduling items after deadlines have passed. Commissioner Leonard stated that the City should be subject to the same deadlines to get on an agenda as private interests. If it was a private interest that was trying to sell property, the Planning Department would not grant concessions with respect to deadlines. Brad Collins pointed out that the Planning Department has scheduled a street vacation request for the August meeting even though the application failed to meet the deadline for the very reason of accommodating a potential sale of property. Commissioner Gruver stated that it has been the City's approach to review requests from private interests as quickly as possible and that consideration should be given to the City as well. Because the agenda is already full the Commission may want to consider a special meeting. Chairwoman Souders stated she is against scheduling any items after the deadline as it does not provide staff adequate review time and it makes the Planning Commission meetings too long. REPORTS OP COMMISSION MEMBERS Commissioner Gruver expressed concern with the t.axi-cab business at 7th and Race Street. He would like an update on the status of the use- has it received a Conditional Use Permit. He suggested naming the residential zone districts by their density rather than structure type (i.e. RZ - 6 for 6 d.u.lacre). He expressed his support for the upper left hand drawing for the City of Port Angeles (logo) lettering for the Council Chambers. Chairwoman Souders seconded the notion. Commissioner Leonard stated he was disappointed the Planning Commission approved the Thunderbird Boathouse Conditional Use Permit even though the use has not operated in compliance with its conditions of approval. Commissioner Leonard noted for the record that he has listened to the audio tapes of the Ennis ., Creek "Pinal "PRO"public -nearing 'SO that' he' can participate in' the' final' decision. Commissioner Winters would like the aerials in the Commission packets to be updated where reasonable and relevant. . Commissioner Philpott suggested that the City extend sewers to the unincorporated portions of the City to the east along Highway 101 and possible Gales Addition. The City is losing business to Sequim. If sewers were available, more business may come to Port Angeles. . . . PLANNING COMMISSION July 22, 1992 Page 4 Commissioner Leonard questioned whether it would be in the City's best interest to serve businesses in the County. City services are an incentive for property owners to annex in the City. That incentive would be lost if the services were provided prior to annexation.
