I I ROLL CALL Members Present: Lorraine Ross, Jim Hulett, Jerry Glass, James Hallett, Gary Cissel. Members Absent: Ted Puckett, Donna Davison. Staff Present: Paul D. Carr, Dan VanHemert. III MINUTES Mrs. Ross moved to approve the minutes of the July 10, 1985, meeting as submitted. Mr. Hallett seconded the motion, which passed unanimously. IV PLANNING REPORTS Discussion of RS-7 and RS-9, Single-Family Residential Zoning Districts. Mr. VanHemert opened the discussion on residential zoning. During the discussion, the Planning Commission decided to tour new housing types in Olympia sometime in September. Staff would prepare the tour. The Commission also decided to investigate conducting a tour of mobile home parks in Clallam County. In response to questions in the staff memo, the Planning Commission decided the following issues: 1. To continue the discussion on the residential pattern and its relationship to the Comprehensive Plan until a later meeting. 2. Diversity of architectural style is desirable; however, presently, it is occurring naturally and if circum- stances change, the Commission can reinvestigate the Zoning Ordinance. Diversity of housing type is also desirable and the Commission directed the staff to pursue investigations of townhouses, cluster zoning, three- and four-plexes in single-family residential districts, and common wall construction for incorpora- tion into the new residential zoning districts. . . ... . PLANNING COMMISSION July 24, 1985 Page 2 3. Infilling of substantially developed residential neigh- borhoods basically has occurred and appears to be occurring in a natural economic process. 4. The Commission requested additional information on how the low and moderate income housing needs of the com- munity are being met and on the housing needs of the elderly and singles. 5. The City's involvement ln "affordable" housing appears to be adequate. 6. In addition to looking at front and rear yard setback requirements, the Commission requested that staff in- vestigate alternative setback requirements for corner lots in the RS-9 District. The Commission also decided to further investigate the issue in the revision of the Subdivision Regulations. 7. The Commission requested a copy of a building permit application plus a brief walk-through so they could better understand the current residential development process. Subsequent discussions will address modular mobile homes and multi-family zoning. Discussion of Possible Office Commercial Zoning Around Lincoln Street. Mr. Carr opened the discussion on Office Commercial develop- ment around Lincoln Street by distributing the 1981 Commer- cial Area Technical Report and the Commercial Lands and Locations Principles, 1982 - 2005 Report. Following a discussion, the Planning Commission decided to investigate the area identified by the Planning Department in the memo dated July 17th, with the understanding that they might also investigate whether to pursue more general commercial zoning for two and one-half blocks within that area at a later date. V COMMUNICATIONS FROM THE PUBLIC None. VI STAPF REPORTS Mr. Carr distributed a hand-out and briefly explained that Jan Floerchinger, a summer intern, was working on public brochures to increase public awareness of the development process. The Commission expressed strong support of the idea and commended the Department for its efforts. . . . PLANNING COMMISSION July 24, 1985 Page 3 Following a brief discussion, Mrs. Ross moved to cancel the August 28th long-range Planning Commission meeting.
