MINUTES PLANNING COMMISSION Port Angeles, Washington 98362 July 25, 2007 6:00 p.m. ROLL CALL Members Present: Dave Johnson, John Matthews, Stanley Harris, Werner Beier, Doc Reiss, Mike Caudill Members Excused: Cherie Kidd Staff Present: Sue Roberds, Scott Johns, Nathan West Public Present: Dave Neupert CALL TO ORDER Salute to the Flag was led by Chair Beier. APPROVAL OF MINUTES Commissioner Matthews moved to approve the July 11, 2007, regular meeting minutes. The motion was seconded by Commissioner Johnson and passed 5 - O. PUBLIC HEARINGS: Chair Beier indicated that those who testify must sign the "Sign In" log and affirm that their testimony will be truthful to the best of their knowledge. REZONE REQUEST - REZ 07-01 - HONG/CRONIN etal. Race Street between 4th and 7th Streets: Proposal to rezone properties from RS-7 Residential Single FamIly and RMD Residential Medium Density to CO Commercial Office. This item was conducted in error as the public hearing notice indicated a hearing for August 8, 2007, NOT July 25, 2007. (The meeting is found on recording Tape 211.) AMENDMENT TO A PRELIMINARILY APPROVED PLANNED RESIDENTIAL DEVELOPMENT - Green Crow - Campbell Avenue: (This item will be continued to August 8, 2007.) Staff requested that this item be continued to allow the applicant time to submit requested information. The applicant is aware of the need to submit additional materials but was unable to present those materials in time for adequate review. Commissioner Matthews moved to continue the public hearing until September 12, 2007, to allow adequate time for continued processing. Commissioner Harris seconded the motion which passed 5 - O. . . . Planmng CommISSIOn Mznutes July 25, 2007 Page 2 COMMUNICATIONS FROM THE PUBLIC None STAFF REPORTS Principal Planner Nathan West introduced Planning Intern Catherine Lee who is helping staff with summer projects. Planner West distributed the Rural Conservation and Development (RC and D) survey and asked Commissioners to complete and return at their leisure. The RC and D is an Intergovernmental group that Mr. West serves on as the City's representative. REPORTS OF COMMISSION MEMBERS Chair Beier felt it is important to review the City's sign regulations with particular reference to the Central Business District. Commissioner Johnson discussed his role as the Planning Commission representative to the Port Angeles Forward group. P A Forward will be revisiting the issue of crosstown routes in the near future and Mr. Johnson asked for Commissioners' thoughts on the subject. Commissioner Caudill asked what a dollar figure would be for "affordable" and "attainable" housing. Mr. West responded that the amount comes from a State definition which is based on median income. Affordable income is currently $42,802 (median income) a year. An affordable residence would be no more than $102,000, with attainable being $131,000 at the present time.
