II ROLL CALL Members Present: Ted Puckett, Jerry Glass, Jim Hulett, Lorraine Ross, Jerry Cornell, Todd Holm, Brad Banner. Members Absent: None. Staff Present: Paul D. Carr, Dan VanHemert. III MINUTES Mr. Holm moved to approve the minutes of the July 11, 1984, meeting as submitted. Mr. Cornell seconded the motion, which passed 5 - 0 with Mr. Glass abstaining (Mr. Banner arrived late). IV PUBLIC HEARINGS M-1 PERMIT HEARING - PORT OF PORT ANGELES. Amendment to M-l Permit granted for parking lot for Longshoremen. Location: Tumwater and Third Streets. Mr. Carr reviewed the staff memo, explaining that the Port wished to amend the M-1 Permit to allow re-opening of an existing key-lock gas station on the site which was used during the last year. Chairman Ross opened the public hearing. Ken Sweeney, representing the Port of Port Angeles, explained that there are 99 spaces in the new layout which is approxi- mately the same as in the original layout. Following addi- tional questions from the Commission, Chairman Ross closed the public hearing. Mr. Hulett moved to recommend that the M-l Permit be revised to allow continuation of the gas key-lock use, provided that the curb cuts comply with the requirements of the Public Works Department and the fuel storage tanks meet the Uniform Fire Code. Mr. Cornell seconded the motion, which passed unanimously. . . ". PLANNING COMMISSION July 25, 1984 Page 2 V COMMUNICATIONS FROM THE PUBLIC None. VI STAFF REPORTS Light Industrial Mr. VanHemert reviewed the landscaping requirements in light industrial zones in other cities. Following discussion, the Planning Commission decided to have landscaping between industrial and non-industrial zones. The discussion on landscaping abutting rights-of-way, in parking lots, and around outdoor storage areas was continued to the next long-range meeting. The Planning Commission and staff discussed the reorganiza- tion of the industrial districts, creating a division between water-oriented industrial uses and upland industrial uses rather than the traditional division between heavy and light industrial uses. The Commission decided to pursue this in a few weeks, particularly in light of the Airport Area annexation EIS and the outline of the upcoming Harbor Plan. Bed and Breakfasts Staff explained past permits for Bed and Breakfasts. Fol- lowing discussion, the Planning Commission directed the staff to develop some potential Code amendments for Bed and Breakfasts in residential zones and to include the signage requirements. Mr. Carr notified the Planning Commission that a number of enforcement letters have been mailed because applicants and citizens have recently been ignoring zoning and permit requirements. VII REPORTS OF COMMISSIONERS Mr. Puckett thanked the Public Works Department for the repair work that has been done on the road between Crown Zellerbach Mill. Mr. Glass extended his appreciation for being selected to the Planning Commission. Mr. Cornell brought up the matter of public access condition for the ITT Rayonier Shoreline Permit. Following considerable discussion, the Planning Commission established clear guidelines for the modification of permit conditions by the staff: only if requested by the Councilor authorized by the Commission. . '. .' PLANNING COlvlNISSION July 25, 1984 Page 3 Mr. Banner announced his resignation from the Planning Commission because he is taking a new job as ,Okanogan County Director of Environmental Health.
